Funding was requested to identify research and evaluation competencies and related training needs among professionals in the nonprofit sector. The rationale for this study was to establish a research agenda in Nonprofit Management that draws on prior work in the area of evaluation competencies. To that end, the following research activities were implemented: (1) identify a database of Certified Nonprofit Professionals through coordination with the Nonprofit Leadership Alliance and the Association of Certified Nonprofit Professionals; (2) implement a web-based questionnaire; (3) analyze questionnaire data; (4) present findings at pertinent conferences; and (5) use findings to shape future curricula.

The Great Recession that officially began in December 2007 nationally resulted in a loss of income on the part of many families with children who in turn, relied on a variety of safety nets, including cash assistance from Temporary Assistance for Needy Families (TANF) program. Loss of income has been recognized as a major risk factor of child maltreatment, in particular child neglect. During its 2007 recession, Arizona shortened its TANF lifetime limits substantially which resulted in transfer income losses for many families with children on TANF. Not since the mid-1990s has there been so much activity among federal lawmakers and policymakers to try to help all grandfamilies, both those within and outside the foster care system. In August 2015, a major piece of legislation was introduced in Congress, which would make holistic reforms to our nation’s child welfare financing system. Designed to provide security and equity to defined benefit (DB) pension plans, the Employee Retirement Income Security Act (ERISA) became law in 1974. Since that time, the economy has shifted to a more globalized, non-unionized, service-based environment, where defined contribution (DC) plans replaced DB plans as the dominant type of private pension plan. Today workers and retirees bear the burden of managing their pension plans and the associated risks. To protect Americans against the financial risks they face in retirement and ensure greater economic security in old age, targeted financial education, research, and fundamental pension policy reform are required.

This document describes the metaevaluation of aid evaluation reports generated in a single fiscal year (FY 2004). Sample reports (n=102) were chosen basically by stratified random sampling from the pool of evaluation reports (N=1034). The pool consists of ex post evaluation reports (and some extensive midterm and termination evaluation reports) obtained from Web sites.

The Key Aid Evaluation Checklist (KAEC) was developed based on the well-known Key Evaluation Checklist (KEC) (Scriven, 2005, 2006). A supplemental checklist, Subdimensional Checklist (SDC) was also applied for the metaevaluation.

This study examines how U.S. state legislative staffs conduct evaluations. The study addresses the ubiquity of state legislative program evaluation (LPE) units, the standards those units follow, the recommendations that LPE reports proffer, and the quality of the reports on several criteria. The study also addresses the feasibility of using metaevaluation to evaluate a large number of reports using solely the information contained in the reports.

The study uses metaevaluation criteria developed by combining aspects of, primarily, the Generally Accepted Government Auditing Standards (GAGAS) for performance audits, the Joint Committee's Program Evaluation Standards (PES), and, secondarily, Scriven's Key Evaluation Checklist. …

Based on the sexual scandals of Alexander Hamilton, John Eaton, Sumner Welles, and the recently concluded investigation of Henry Cisneros, this research provides an initial, and subsequently revised, set of phases and factors that describe sex scandals of Cabinet and sub-Cabinet secretaries. Garnered from these historical cases and other scandal literature are factors that impact the development of a sex scandal. Presidential support, traits of the indiscretion, relationships between executives, public opinion, legal matters, Congressional oversight, and efforts to cover-up a sexual affair are just a few of the factors that could impact the tenure of an appointee.

The federal government supports the use of collaborative service planning for many federally funded programs. While there are anecdotal studies supporting community collaboration, its use has not been adequately evaluated. This study provides exploratory information regarding the relationship between successful collaboration and outcomes for children and families.

Data were collected from six Michigan communities using a survey tool sent to all members of the six community Family Coordinating Councils. The tool was designed to measure eight factors seen in successful collaboration. The respondents evaluated their own collaborative council on these eight factors.

Symbolism and substance are essential parts of any political system. In our system of government, we typically think of symbolism as serving substantive ends. Using a triangulation of _methods (Participant Observation, Archival Data, and Documentary Evidence), the paper examines two cases (Social Security and criminal justice) and concludes that the mix between substance and symbolism has changed dramatically in recent years with symbolism now assuming the central role.
