Organizational Alignment: A Tool For Obtaining Greater Organizational Efficiency And Effectiveness In A State Government Agency, Patricia A. Collins

This study focuses on the modem day use of TQM, reengineering and privatization initiatives to gain efficiency and effectiveness in government operations, and the impact of alignment on the successful implementation of these three initiatives. A large state government agency which is currently using TQM, reengineering and privatization was used as a case study. Two-hundred-and-twenty-four employees were voluntary participants. This study examined three research questions: 1. Could the level of alignment, as hypothesized by Labovitz and Rosansky, be replicated with a sample of public agency employees? 2. Community Foundations In West Virginia, Roger A. Lohmann

Faculty & Staff Scholarship

This report is part of an ongoing investigation of the support of neighborhood associations by community foundations in three states – Michigan, New Mexico and West Virginia. The findings are primarily negative: There is no evidence that the 22 community foundations of West Virginia have provided support for the development or continuation of neighborhood associations in the state.

Nebraska’S Community Airports: A Study Of Organizational, Financial, And Management Practices, Jerry Deichert

Past Publications

Rural and non-metropolitan public-use and general aviation airports play a critical role in the economic development of communities in agricultural states and states with dispersed populations. Not only do they serve as a vital link to markets and resources for both agricultural and non-agricultural businesses operating in the community, small airports provide needed transportation options for area residents. These airports also perform an important function in providing needed health and medical transport services in non-metropolitan locations. Airports can be described as critical “public assets” with needed services to the local community (Penney 2003).

Past Publications

The Nebraska State Data Center often receives inquiries as to why various sources report different 1990 population counts for the same area. The answer is that for many areas the Census Bureau—with good reason—published more than one population number. This report explains why the Census Bureau produces different census counts and offers some guidance on which numbers to use for specific purposes. While we discuss 1990 counts, the principles discussed here also apply to the publication and use of 2000 counts. The purpose of this qualitative study is to apply Sashkin’s Visionary Leadership model to City Managers, with an emphasis on how the city manager puts the vision into action in local government. There is much talk that government leaders need to have a vision so that their organization will work more efficiently and effectively. More government agencies should seek to instill visionary leadership, much as a growing number of businesses have done. As parents and educators demand more choice programs in their school districts, it is important for district officials to govern issues around equal access. When specialty programs are designed by grassroots groups and school staff without district-level guidance or funding, as it is in Portland, Oregon, equal access provisions can be overlooked resulting in lower ethnic and socio-economic diversity.

The purpose of this study was threefold: to determine if all families in Portland Public School district have equal access to special focus/magnet programs at the elementary grades; to better understand the link between Portland's past desegregation policies and current choice …
