Collaboration Through Partnerships: A Review Of Six Michigan Communities, Cheryl Kay Sibilsky-Soule

Dissertations

The federal government supports the use of collaborative service planning for many federally funded programs. While there are anecdotal studies supporting community collaboration, its use has not been adequately evaluated. This study provides exploratory information regarding the relationship between successful collaboration and outcomes for children and families.

Data were collected from six Michigan communities using a survey tool sent to all members of the six community Family Coordinating Councils. The tool was designed to measure eight factors seen in successful collaboration. The respondents evaluated their own collaborative council on these eight factors.

The Omaha Conditions Survey: 2004 was conducted through telephone interviews with adults from a random sample of Omaha-area households. The sample was drawn from households in the Nebraska portion of the Omaha Metropolitan Statistical Area (MSA). Douglas, Sarpy, Cass, Washington, and Saunders Counties comprise the Nebraska portion of the Omaha MSA.

The continued steady growth of public sector unions compels public administrators to understand the influence labor organizations exert upon local governments. The following study demonstrates the extent of union influence upon police expenditures in Florida. Union influence not only increases total police expenditures and personal services expenditures, it also causes operating expenses to rise. Union influence is less pronounced, and possibly even non-existent in capital outlays expenditures because of possible lack of interest on the part of the union in this area and also because of the existence of economically predetermined policies regarding capital outlays such as vehicle purchases. The American system of governance includes a network of state and local units identified as either general purpose or special purpose governments. The latter are often aligned with, but operate independently of, general purpose governments. Even as these special purpose or special district governments have shown extraordinary growth relative to their general purpose counterparts, there has been little interest in them or the structural characteristics that distinguish their systems for maintaining order and assuring accountable behaviors. This paper

This paper lays out some of the basics of a language-based, person-centered, or agentic model of practice for nonprofit organizations, voluntary action and philanthropy within the emerging domain of commons theory. Six principles are identified for the practice of commons. Two threats to the production of common goods - bureaucratization and colonization of the life world - are discussed and evaluated as limitations of the practice of commons.

Past Publications

Rural and non-metropolitan public-use and general aviation airports play a critical role in the economic development of communities in agricultural states and states with dispersed populations. Not only do they serve as a vital link to markets and resources for both agricultural and non-agricultural businesses operating in the community, small airports provide needed transportation options for area residents. These airports also perform an important function in providing needed health and medical transport services in non-metropolitan locations. Airports can be described as critical “public assets” with needed services to the local community (Penney 2003).

National Security, Suburbanization, Technology, And The Prospect Of Renewing Civic Participation, Roger A. Lohmann

Faculty & Staff Scholarship

In a series of books and articles, Robert Putnam outlined his famous "bowling alone" theses of declining civic participation, which he attributed in considerable part to television and other alternative leisure time pursuits. Putnam also acknowledged the possibility of other possible factors. This presentation identifies two such possibilities that coincide with the decline Putnam noted, - national security and suburbanization - as well as more recent and more ambiguous, technology-related factors contributing to declines in civic participation.

Multiple Roles Of A Rural Administrator, Roger A. Lohmann, Nancy Lohmann

Faculty & Staff Scholarship

Basic administrative procedures are similar in rural and urban areas. Even so, rural human service administrators are often not prepared for the many roles they must assume in small and underfunded rural agencies. The roles may include personnel director, budget officer, accountant, fundraiser, supervisor, building and maintenance supervisor, volunteer coordinator, group developer, community organizer, public educator, policy analyst, and director of public relations and marketing.
