The aggregate annual expenditures of federal, state and local governments, in concert with universities and school districts represents incredible purchasing power and requires great prowess in its expenditure. Over the course of centuries, procurement has been used as a policy tool to improve society. This research delved into defining and determining the involvement of state and local governments in socially responsible activities related to the expenditure of public funds. As the speed of change increases, federal agencies are challenged more often to develop and implement improvements to existing programs, new programs to meet new needs, or adjustments to programs based on changed circumstances of delivery. Built on the foundation of systems theory, expectancy theory, and field theory, this research seeks to explain why some managers do not propose changes in their organizations---even when the very survival of the organization is at risk. By measuring the fields of influence encountered by managers, we find that the chain of command is supportive of change initiatives. Other organizational elements--human resources and legal …

Community Health Centers (CHCs), designed to provide accessible and affordable health care services to low-income families, were first funded by the Federal Government as part of the War on Poverty in the mid-1960s. Improving healthcare organizational performance efficiency is paramount. It is an especially pressing need for CHCs' because they carry a disproportionate burden of caring for the uninsured within limited budgets. Prior studies suffer from conceptual and methodological limitations. A longitudinal multivariate analysis of factors influencing the performance of CHCs is needed. Conceptual perspective on leadership and change: in general essentialists maintain that social and natural realities exist apart from our perceptions of reality and that individuals perceive the world rather than construct it (Rosenblum and Travis 2003, p. 33). Conversely, constructionists believe that humans construct or create reality and give it meaning through social, economic and political interactions. Specifically, reality cannot be separated form the way people perceive it (Rosenblum and Travis 2003, p. 33). According to the constructionist view, therefore, people can change reality by changing their perceptions of it.

This thesis studies the junior secondary EPA curriculum and the complex cultural process of teaching and learning of the curriculum. It draws on theoretical frameworks developed in the field of cultural studies and critical pedagogy, particularly works by Michel Foucault, Stuart Hall, Lawrence Grossberg and Paulo Freire. It investigates how the EPA curricular texts attempt to produce the identity characteristic of "rational, sensitive and active citizens" in contemporary Hong Kong through constructing differences that negate the Other. The 2005 Revised Overall Economic Development Plan (OEDP) prepared by the Center for Public Affairs Research (CPAR) at the University of Nebraska at Omaha (UNO) for the Omaha Economic Development Corporation (OEDC) replaces the original OEDP first prepared in 1978. Srebrenica, Bosnia-Herzegovina is recreating itself. This municipality, located in the Republic of Srpska, is the setting of the 1995 genocide, which murdered 8,000 Muslim men and boys. Destroyed by the war, this municipality is rebuilding its economy, infrastructure and civil society from scratch. Srebrenica has made a large amount of progress in the past ten years, with the help of international and local donors. These donors have contributed millions of dollars to the effort. However, Srebrenica still faces many obstacles, namely, high unemployment, lack of physical infrastructure and poor attention to social welfare. While slow, progress is made everyday in …

The current project, in conjunction with the Alliance on Undeage Drinking (ALOUD), seeks to provide a picture of one such environment in which underage drinkers live. The current study focused its efforts on providing ALOUD with an environmental assessment of East Dallas. It provided information on alcohol outlets, community resources, schools, and alcohol advertising. The number of children in foster care continues to grow. Unfortunately this increase in children is far greater than the number of foster families available. Children are being placed in homes in which the race of the foster parent is different from that of the foster child. Legislative policies have also been enacted to eliminate discrimination in foster care placement. This study is designed to explore the impact of transracial foster care on adolescent children’s racial identity and self-esteem. Three children ages 11-17, who were placed in transracial and same-race foster homes, were interviewed in order to explore whether children …

The discussion often centers on whether space (sprawl) and politics (fragmentation) make a difference in the economic development of metropolitan areas. The hypothesis was set to follow the argument of polycentric school of thought on the organization of metropolitan governance. This Nebraska Community Development Block Grant (CDBG) research project originally focused on how the policy helps the state meet its rural development objectives. However, recent statements by the Bush Administration regarding the federal program including a proposal to revise its delivery dramatically have added importance to this research. On February 3, 2005, the Bush Administration proposed the consolidation of several federal programs providing financial resources for community and economic development. The plan would shift administration from the U.S. Department of Housing and Urban Development to the U.S. Department of Commerce. Problems cited by the White House on the current federal …
