Each year the number of uninsured individuals in the United States continues to grow. This unfortunate occurrence creates negative consequences for those who are uninsured, but also for those who are covered by health insurance plans. Through cost-shifting practices, hospitals and other healthcare organizations are increasing the cost of other healthcare services to help subsidize the care they must provide for those who cannot pay for that care. There have been attempts to solve this problem, but a successful solution has not been implemented. Performance measurement has been adopted and implemented in the private sector as a tool to measure and improve performance. Performance measurement is relatively new to the public sector, yet counties could benefit from establishing performance measures. This study uses the 67 Florida counties to compare Human Resource performance measures to county efficiency measures through path analysis to assess the contribution compensation and recruitment practices have on county efficiency measures of fiscal, process and technical efficiencies. The purpose of the evaluation of the NDCS Serious and Violent Offender Reentry Program was to assess the success of the program in three areas. First, an evaluation of the process was conducted to determine if a reentry program had indeed been created by the NDCS. Second, a cost benefit analysis was conducted to determine the economic savings that a reentry program could promote for the state of Nebraska. Finally, an outcome evaluation was conducted to determine if the reentry program was successful in its goal of reducing recidivism among serious and violent offenders in the state. Below are the …

The purpose of the study is to find answers to the question: What factors/variables contribute to the growth or decline of employment subcenters? This research examines what city factors relate to the likelihood of adopting impact fees by local governments within metropolitan regions using data from the U.S. Census Bureau. More and more cities are adopting different types of impact fees for financing public facilities and infrastructure to accommodate their cities' growth without full understanding of issues, public and private criticisms of impact fees, and the empirical information needed. There is a strong connection between deliberation and dialogue and commons theory Deliberative activity generally takes place within group settings that approximate the defining conditions of a commons. In addition, social capital, in the form of trust and a sense of mutuality, and construction of a new or reconstituted normative outlook typically result from successful deliberation and dialogue efforts. This poses several lessons for the practice of the practice of such discussions.

This thesis explores the possibility that experience with green buildings influences peoples' behavior in ways that help bridge the gap between, on one hand, public concern for the natural environment and on the other hand, willingness to adopt sustainable lifestyles and support pro-environmental policies. This article examines the close relationship between the Australian and New Zealand business communities to ask whether the relationship is best characterized as simply a bi-lateral trading relationship, or whether there is evidence of the formation of a transnational business community. This article also seeks to explore the nature of Australia—NewZealand integration, and specifically the degree to which the relationship is interdependent or asymmetrical. This study explores the manner in which leaders working in the domestic violence field in the US have or have not adopted a human rights framework and what impact this has had on domestic violence policy and intervention. Participants included leaders from national domestic violence and human rights organizations. This study seeks to explore the extent and effectiveness of systems of criminal accountability of the police force in South Africa. More specifically, it explores the pros and cons of existing organizations mandated to deter police from acting criminally and punish them when they do, and the need to strengthen them. The study first takes a look at such organizations as the Independent Complaints Directorate (ICD)—which is an independent civilian oversight body—and the South African Police Service’s (SAPS) internal disciplinary system and assesses their strengths and limitations in providing a culture of accountability.
