There have been a lot of studies over the past decade on patient falls, risk factors, and strategies for preventing the falls. However, these studies provide answers for long term care; acute care and community hospitals need more specific interventions. Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. At the core of this transition has been the movement from fund to enterprise accounting, together with such larger political developments as the expansion of grant-based relations with government into the performance management environment of purchase of service contracting.

Nebraska Births Report: A Look At Births, Fertility Rates, And Natural Change, David J. Drozd, Jerry Deichert

This report shows annual birth and death figures for Nebraska and its counties. Demographic patterns and trends, including components of population change, are illustrated. Births to Nebraska residents have outnumbered deaths for decades, a leading factor in Nebraska’s population growth. In Nebraska, this “natural change” tends to dwarf the other primary component of population change, net migration, so details and factors relating to births and fertility rates are important areas to study. As such, this report focuses on showing changes in the number of births and other birth trends since they have such a profound effect on Nebraska’s population and …

Clark County Town Advisory Boards And Citizens Advisory Councils: Participation Rates, Lucy Greger, Jason Hafen, Aaron Mueller, Heather Rosich, Rebecca Saoud

Citizen participation rates in Clark County Town Advisory Boards (TABs) and Citizens Advisory Councils (CACs) were assessed. We measured citizen participation by analyzing attendance at TAB and CAC meetings over a two-month period. We designed a survey and distributed it to TAB and CAC meetings to profile volume of attendees, demographic characteristics, and other relevant data. Each member of our group also personally attended two TAB and CAC meetings to collect observations and conducted an interview with the Clark County liaison for that group. We also examined the Clark County website to determine if it could be better used to …

Today the economy has slowed down and inflation has risen to near record highs. Corporations, governments, and agencies are looking at ways to save costs. Budget expenditures on payroll are addressed as well as the cost of utilities, resources, and the costs of doing business. One implicated method to help solve these problems is for the use of compressed workweeks. Compressed workweeks are both beneficial to the agencies and the employees. Currently America courts require plaintiffs alleging discrimination to not only prove the existence of present day discrimination but to also prove the "discriminatory intent." This dissertation contains two applications of the theory of unconscious discrimination as it reveals the difficulty of prevailing in discrimination cases. The assumption applied is that policy-makers use theories that dismiss or render invisible the presence of subtle discrimination. This perpetuates the problem and hinders its adequate address. The purpose of this research is to assess the prospects for China's rural revitalization programs now in their initial stages of formulation and implementation. The study seeks to discover, primarily on the basis of field research in several different rural locations, what capacities and political-economic conditions seem to hold the greatest promise for success. The research was occasioned primarily by two key factors: First, China's party and government are now engaged in a massive program to create nothing less than a harmonious society, a key element of which is a "new socialist countryside." Today, restaurants, including all eateries that operate within New York City, as well as restaurants across the country, regularly use a rather large amount of an artery-clogging agent, commonly found within their vital ingredients. Artificial transitive fatty acid, or trans-fat as known to the consumer, is the target of the NYC Board of Health and Mental Hygiene, medical experts, and health conscious consumers, for permanent removal from all NYC restaurant menus by July 2008. How a policy or planning tool (e.g. BRAC) contributes to real and perceived conclusions from policy implementation is the main focus of this research. This research examines differences between real and perceived encroachment issues and concerns through study of military installations and their contiguous communities using post-BRAC opinion data compared to conclusions drawn from pre-BRAC and post-BRAC empirical data. A study of six (6) supporting research topics from current literature leads to a hypothesis that there are no differences between the same variables using empirical data (reality) and opinions (perception) with respect to variable descriptors of encroachment in the post-BRAC …

Legislative Program Evaluation Conducted By State Legislatures In The United States, John S. Risley

Dissertations

This study examines how U.S. state legislative staffs conduct evaluations. The study addresses the ubiquity of state legislative program evaluation (LPE) units, the standards those units follow, the recommendations that LPE reports proffer, and the quality of the reports on several criteria. The study also addresses the feasibility of using metaevaluation to evaluate a large number of reports using solely the information contained in the reports.

The study uses metaevaluation criteria developed by combining aspects of, primarily, the Generally Accepted Government Auditing Standards (GAGAS) for performance audits, the Joint Committee's Program Evaluation Standards (PES), and, secondarily, Scriven's Key Evaluation Checklist. …

This executive summary of the preliminary report documents the major findings, to date, of the first two components of a needs assessment being conducted for the Hole in the Hills at Wa-Shawtee (HITH). The purpose of the study is to determine if a new, medically-equipped and professionally-staffed therapeutic camp in the Great Plains region of the Midwest has the capacity to be a success. There are almost 3.5 million children between the ages of five and seventeen in the 6-state HITH region, 1 an unknown number of whom are seriously-ill and/or have special medical conditions and health care needs, who …

A partnership of the federal government and the states implement rural community development policy today, yet researchers rarely examine the nature and efficacy of this extensive intergovernmental collaboration. The authors collected data on Community Development Block Grant awards made by one state to small and rural communities for a variety of development projects over a period of more than ten years, and using a modified rural classification system detected patterns and trends in allocation. Current trends in the field of community corrections make it necessary for administrators to consider innovative organizational change strategies to increase public safety. However, criminal justice administrators face pressure to maintain the status quo even as they are expected to produce successful outcomes through innovative practices. The broader implication is that administrators will have to develop proficiencies in the interpretation of theoretical concepts to make meaningful decisions about how best to use scarce resources to measure organizational variables.
