This report shows decennial census counts and annual estimates of the population for Nebraska and its counties and cities. Demographic patterns and trends, including changes in the components of population change, are illustrated. An evaluation of where we have been demographically over time may show us where we are headed as a state. It is important to see how changes have been occurring at both the local and statewide level.

The use of eminent domain power to take private land for private use continues to grow in the United States. Many American people lost their homes or businesses to city and council driven economic development in low-income neighborhoods. This paper seeks to explore the social implications that eminent domain power has on residents and examines power that is used by cities and councils to create economic development through the taking of land in low-income communities. The author reflects on the concept of leaving a leadership legacy on public administration. She states that it is all about making a difference and that means taking stands on things that matter in the field. It also means acting courageously where there is no money-back guarantee. Democracy On The Steppe: A Search For Active Local Citizenship In Rural Mongolia, Matthew D. Simonson
Independent Study Project (ISP) Collection
This study seeks to understand how engaged Mongolia’s nomadic herders and other rural citizens are in local decision-making. To do so, we conducted over sixty interviews with rural citizens, local officials, and political experts. We also carried out two page-long written surveys which were filled out by nearly two hundred rural citizens in four provinces. Though many Mongolian political experts tend to dismiss local government as powerless and treat rural citizens as homogenous entity, our research has uncovered a remarkable diversity of opinion and activism at the local level. The author reflects on the importance of trust. She stated that trust is more significant than ever to public managers as trust in the government ebbs. It is important to public managers because it directly impacts the speed and cost of getting things done. Moreover, she considers command and control management and downsizing and reengineering as threats to any trust infrastructure.

The purpose of this research was to determine the effect work environment has on occupational commitment and intent to leave the profession for bedside registered nurses. Subscales of autonomy, control over the practice setting, nurse-physician relationship, and organizational support were incorporated into the analysis to determine which aspect of work environment most directly effects occupational commitment and intent to leave the profession. The research was undertaken in order to help administrators determine the ways in which work environment can be improved upon in order to retain bedside registered nurses in the profession. Volunteers have been present in healthcare settings for centuries, however there is little empirical evidence supporting the impact that volunteers make on hospital performance. Since the 1990s, hospitals in the United States have had a great deal of pressure to produce high quality care at minimum expense. With the pressures of managed care and accrediting agencies, the benefits of using volunteers in a hospital setting are multiplied. Furthermore, as the population of the United States grows and the aging population creates more healthcare needs, the need for volunteers in hospitals may increase. Teacher attrition and retention has become a major issue facing education policymakers and practioners as our nation's school age population continues to grow, but the teaching workforce does not. This study seeks to examine the impact of certification by the National Board for Professional Teaching Standards (NBPTS) on burnout levels in educators. The potential benefits to teachers who pursue NBPTS certification include a sense of professional pride, new leadership roles and responsibilities for teachers, recognition of outstanding teaching practice, and higher salaries (Shapiro, 1995). Each year approximately five million people are treated in the nation's intensive care units making intensive care one of the most expensive components of the U.S. healthcare system. Of these patients, 400,000-500,000 will die annually giving the ICU the distinction of having the highest rate of mortality and complications in the hospital setting. Studies have demonstrated that one in ten patients who die each day in ICUs might survive if intensivists were present to manage clinical care and direct treatment plans (Randolph & Pronovost, 2002; Dimick, Pronovost, Heitmiller & Lipsett, 2001; Pronovost et al., 2002). The New York Police Officer: Democratic And Moral Accountability In Conflict, Sarah Ryan, Dan Williams

The following case draws upon two views of accountability. One is democratic accountability the other is accountability to one's own moral conscience. As the story unfolds, other facts may get in the way but these central views should not be forgotten. The focus of this case is on the individual. However, the material also covers institutional decisions and policies that deserve considering. The institutional story is the background, not the foreground, of this case. Yet, when the institutional features are considered, they may give new insight to the individuals' decisions.
