This report shows annual estimates of the population for Nebraska and its counties and cities. Demographic patterns and trends, including changes in the components of population change, are illustrated. As the passage of time takes us further from Census 2000 and closer to the 2010 Census, it is important to see how official estimates show the specific changes that have been occurring at both the state and local level.

Native American Healthcare Needs Assessment: Omaha And Lincoln, Nebraska, Final Report, R. K. Piper, Donna Polk-Primm, Boris Morozov, Loren Ditsch, Jerry Deichert

This executive summary of the final report documents the major findings of an assessment of needs conducted for the Nebraska Urban Indian Health Coalition (NUIHC). The purpose of the study is to provide a comprehensive analysis of the problems and unmet healthcare needs of Native American populations in Nebraska’s Douglas and Lancaster counties (approximately 3,700 persons) using a community-based model and innovative data-gathering technology.

An extensive social and health needs questionnaire was developed and delivered to targeted samples of adult, urban Native American populations at least 19 years of age, at community meetings held in Omaha and Lincoln during October-December …

In 2002, with the creation of the Department of Homeland Security (DHS), the Federal Emergency Management Agency (FEMA) and more than 20 other agencies/entities became part of a new organizational entity. Subsequent performance failures by FEMA, specifically preparation for and response to Hurricane Katrina, led to a number of internal and external reviews and investigations to determine the causes of these failures and to identify potential solutions. Congressional concern led to the passage of PL109-295, the Post-Katrina Emergency Management Reform Act of 2006, which set in motion a series of expectations and provided considerable resources for FEMA’s ‘transformation’. Motivated To Serve: An Empirical Examination Of Motivation And Consequences In The Public And Nonprofit Organizations, Sung Min Park, Jessica Word

Public Policy and Leadership Faculty Research

This article draws upon a sample of nonprofit and state government managers to examine the role that service motivation plays in both sectors. The research addressed three main questions: 1) what are the main motivational types and constructs of managers in the public and nonprofit sectors? 2) what differences exist between these sectors in terms of level of motivation? And 3) what are the long-term and short-term consequences of different types of motivation? Our findings suggest that in many ways public and nonprofit managers are similar in terms of the importance of intrinsic versus extrinsic rewards. Public and nonprofit managers …

Our group conducted a program evaluation of HELP Las Vegas Genesis Apartments (HELP Genesis). We began the evaluation on November of 2008 and concluded May 2009. HELP Genesis is a permanent supportive housing facility for veterans and homeless with disabilities. It was a concern that they may be a transitional housing facility because of their turnover rate. We concluded that this was not the case.

We have identified the following limitations in our analysis. There was a lack of accessibility to the budget and accounting documents, limited access to key contacts for necessary information, and time constraints which prohibited us …

Minnesota counties are experiencing more than just financial burdens from state mandates these days. Counties and local governments currently are seeking the most effective solution of implementing state mandates; leaving behind the argument of no mandates without funding to "give us mandates that work". In my analysis I combined county budgetary and demographic data, with phone survey data gathered from Minnesota counties. I anticipate results that will show a wide variety in county administrator attitudes towards state mandates and varying local capacity to meet them. On February 4^th, 2009, President Obama signed into law the reauthorization of the Children Health Insurance Program. The federal government will now spend 30 billion dollars towards the goal of ensuring that more children in the United States are insured. I investigate this particular health care policy and look at the different dynamics that affect the ultimate goal of universal health insurance for children. The following is a study to determine if sufficient demand exists to start a Bachelor of Science and Master of Science degree program in dental hygiene through a joint agreement for completion degrees between Valencia Community College and the University of Central Florida. To accomplish this objective two survey instruments were administered to randomly selected licensed dentists and dental hygienists in the state of Florida. Dental hygienists represented the potential student base for the proposed programs, and dentists represented the potential and prospective employers of graduated students of the proposed programs. There is disparity in the quality of school experiences encountered by students of different races, languages, social classes, and communities. There are also systemic issues that affect the quality of education received by students attending schools primarily comprised of students from the lower socioeconomic status and ethnic minorities. Students of color and students from low socioeconomic backgrounds consistently earn lower grades and lower test scores than their peers. A gap persists in K-12 academic achievement, high school persistence, college attendance, and educational attainment by income level and race/ethnicity. Issues of race and ethnicity in education are often intertwined with those of economic status because African Americans and Latinos are more likely to live in poverty and have lower median household incomes than are Whites in US. Much of the literature regarding the achievement gap focuses on barriers faced by low-income and minority students; two barriers in particular are low student motivation and inadequate academic preparation. Companies that supply the Federal government with goods and services are required by law to have a supplier diversity program/initiative. They are also required to appoint a supplier diversity professional to manage the program. Programs are audited by the Small Business Administration to determine due diligence efforts to achieve the mandated annual spend, education, and development requirements from the Veterans Administration for small businesses.
