For many scholars, pundits, policy makers, and citizens alike, Africa’s persistent maldevelopment has continued to defy the usual International Monetary Fund (IMF), World Bank, and foreign aid prescriptions that are, at times, peddled as silver bullets to the African conundrum. Beginning in the late 1970s, loans from the IMF and World Bank required African governments to implement certain conditions that were supposed to address public sector mismanagement, illiberal trade policies, low foreign investment, and state development. For years, there has been a lack of representation for indigenous peoples in communities, and most importantly in parliament. This is a very common trait in the South American Andes, which houses the largest number of indigenous groups in the continent. This thesis focuses on Ecuador and Bolivia due to their indigenous population and their history, or lack thereof, with indigenous people in parliament. Abstract

On March 1st, 1896, an Ethiopian army lead by Emperor Menelik II dealt a shocking defeat to the invading Italian forces in the Battle of Adwa. In victory, Menelik was able to exert his authority over a vast territory which included both the historical, ancient kingdoms of the northern and central parts of Ethiopia, and also the vast, resource-rich territories in the west and south which he had earlier conquered. The egalitarian nature of the victory united the various peoples of Ethiopia against a common enemy, giving Menelik the opportunity to create a new Ethiopian nation.

Using the monitoring, evaluation and learning for adaptive management model (MEL4AM), this paper examines how international organizations translate productive criteria for early childhood development (ECD) into emergency response programming for children. Early childhood is a crucial developmental time in individual’s lives and adverse experiences undermine, among other things, language development, self-regulatory capabilities, and child-caregiver interactions. International aid organizations are operationalizing the research on ECD best practices into site-level programming. Hong Kong was once touted for the openness of its press and its vibrant independent publishing scene. Now, seemingly reputable news organizations, such as the South China Morning Post, are undergoing editorial shifts and engaging in self-censorship while independent book publishers are being replaced by Chinese state-owned companies. These changes are a result of years of direct and indirect pressure on these industries by the Chinese government, which began even before the 1997 handover. Within the last five years, the special administrative region of Hong Kong found itself embroiled in two major anti-government protests that brought the entire city to a standstill. In 2019, Hong Kong erupted in mass protests demonstrating the city’s desire to be recognized as having a distinct peripheral identity with separate political expectations. What began as demonstrations against the proposed Extradition Bill quickly became a mass display of the differences between Hong Kong’s peripheral nationalism and the national Chinese identity. Since 2008, the subnational ‘Hongkonger’ identity has seen a dramatic rise in self-identification polls from only 18 percent in 2008 to 52.9 percent in 2019. Moreover, in 2019, 92.5 percent of 18 to 29 year olds in Hong Kong identified solely with the ‘Hongkonger’ identity. This thesis seeks …

This thesis analyzes the economic and political impacts of the recent influx of Chinese outward foreign direct investment (OFDI) into the European Union (EU). I consider the ways in which EU perceptions of Chinese OFDI have evolved over the course of the past decade as well as what attempts the EU has made at an institutional level to address challenges posed by Chinese investment. I contend that despite institutional efforts to respond to these perceived challenges – namely losing a technological edge, security concerns, and unreciprocated market access – Chinese OFDI in the EU has had a divisive effect. As a historic leader of the European integration project, the French government and media worried that Brexit would embolden Eurosceptics in France. Cultural heritage has always been at risk during times of war. UNESCO first endeavored to address the issue shortly after World War II, in 1954, when it passed the first of three signature conventions to protect against the damage, destruction, and pillage of cultural property in times of armed conflict. Lacunae and other deficiencies in their frameworks, however, rendered these conventions difficult to enforce and largely ineffectual. Global information and communications technology (ICT) company leaders who do not effectively manage M&As risk eventual divestiture of their acquired targets. This dissertation documents the struggles and dilemmas that the Malawian state endured as it attempted to achieve its developmental goals from the 1930s to 1983. It contributes to histories of development by focusing on the interventions both the colonial and postcolonial states made to improve the living standards of African rural communities, the ideas which shaped state programs, and the behavior of the state which such interventions reveal. Scholars typically argue that state policy in Malawi was necessarily destructive and limited the economic progress of the local communities. Why do authoritarian states promote media coverage of foreign disputes in some contexts, but censor coverage in others? The use of media on matters of foreign policy is prevalent in both autocracies and democracies, yet their functions, especially in autocracies, are not well understood. There is a correlation between American grand strategy and post-Cold War national identity. Congressional leaders, policy makers, scholars, and observers have noted that the United States lacked a coherent grand strategy for the immediate post-Cold War era. However, President Bill Clinton built a grand strategy of selected engagement predicated it on the historical values of modern American national identity. How do women affect conflict dynamics in different ways than men? I examine how expectations based on gender identities impact rebel group strategies, as well as attitudes of foreign publics and political elites toward rebel groups. First, women can substantially contribute to rebel groups' ability to resist governments and maintain their rebellion through unique gendered ways. These include enabling greater tactical diversity, increased appeal to international audiences, and spearheading coup-proofing strategies against intra-organizational factions. วิทยานิพนธ์ฉบับนี้ศึกษาเรื่องนโยบายผู้ลี้ภัยในสมัยรัฐบาลของนายจอห์น โฮเวิร์ด ระหว่าง ค.ศ. 2001-2007 โดยมุ่งศึกษานโยบายผู้ลี้ภัยผ่านแนวคิดพหุวัฒนธรรมนิยม การศึกษาพบว่าการต่อต้านการก่อการร้ายของรัฐบาลส่งผลต่อการดำเนินนโยบายผู้ลี้ภัย เพราะรัฐบาลสนับสนุนแนวคิดพหุวัฒนธรรมนิยมที่เน้นความสำคัญที่ความเป็นปึกแผ่นทางสังคม (Social Cohesion) เพื่อต่อต้านการก่อการร้าย แทนที่จะสนับสนุนพหุวัฒนธรรมนิยมในแง่ของการยอมรับความหลากหลาย พหุวัฒนธรรมนิยมในออสเตรเลียหลังการก่อการร้ายจึงอยู่ในภาวะถดถอย รัฐบาลต้องการให้ประชาชนชาวออสเตรเลียยึดถือคุณค่าเดียวกันคือคุณค่าและค่านิยมของออสเตรเลีย และเห็นว่าชุมชนชาวมุสลิมเป็นกลุ่มที่ไม่สามารถยอมรับคุณค่าของออสเตรเลียได้จนนำมาซึ่งการกีดกันผู้ลี้ภัยที่ส่วนใหญ่เป็นชาวมุสลิมที่เดินทางมาจากภูมิภาคตะวันออกกลาง วิทยานิพนธ์ฉบับนี้เสนอว่าการกีดกันผู้ลี้ภัยของรัฐบาลนี้เป็นการเหยียดเชื้อชาติแบบใหม่ที่เลือกปฏิบัติจากเหตุผลด้านวัฒนธรรม นอกจากนี้ วิทยานิพนธ์ฉบับนี้ยังได้ศึกษาความสัมพันธ์ระหว่างประเทศภายใต้แนวทางพหุวัฒนธรรมที่ถดถอยลงเช่นนี้ และพบว่าแม้การกีดกันผู้ลี้ภัยชาวมุสลิมจะสร้างความไม่พอใจให้กับประเทศมุสลิมในอาเซียนแต่สุดท้ายแล้วออสเตรเลียก็สามารถผลักดันให้เกิดความร่วมมือได้ โดยความร่วมมือที่เด่นชัดที่สุดคือการก่อตั้งกระบวนการบาหลีในฐานะกลไกระดับภูมิภาค

กระบวนการส่งผู้หนีภัยการสู้รบจากเมียนมากลับประเทศต้นทางด้วยความสมัครใจ: บทวิเคราะห์สาเหตุความล่าช้าและผลกระทบ, ชุติมา ทองเต็ม

สารนิพนธ์ฉบับนี้มุ่งศึกษากระบวนการกลับคืนถิ่นฐานโดยความสมัครใจ เพื่อศึกษาสาเหตุและผลกระทบที่เกิดจากความล่าช้า รวมทั้งนำเสนอข้อท้าทาย โอกาส และข้อเสนอเชิงนโยบาย มีกรอบการศึกษาช่วงระยะเวลาสถานการณ์พัฒนาเชิงบวกจนถึงก่อนหน้าที่จะเกิดสถานการณ์โรคโควิด 19 ในปี ค.ศ. 2020 โดยมีสมมติฐานว่านโยบายของ รัฐไทย รัฐเมียนมา และUNHCR ส่งผลต่อการตัดสินใจของผู้หนีภัยฯ ในการกลับประเทศต้นทางโดยความสมัครใจ ซึ่งสัมพันธ์กับนโยบายรัฐที่ตั้งอยู่บนกรอบแนวคิดเรื่องรัฐชาติและความมั่นคงแห่งชาติ จึงเป็นข้อจำกัดสำคัญที่ทำให้เกิดความล่าช้าขึ้น การศึกษาพบว่า รัฐไทยพยายามผลักดันให้เกิดการกลับประเทศต้นทางโดยสมัครใจ แต่ในขณะที่รัฐเมียนมายังไม่มีความชัดเจน ไม่ได้มีโครงสร้างสถาบันรองรับแนวทางเพื่อไปสู่การสร้างสันติภาพอย่างแท้จริง และยังไม่สามารถขจัดสาเหตุความขัดแย้งระหว่างรัฐและกลุ่มชาติพันธุ์ชนกลุ่มน้อย รวมทั้งไม่ได้มีนโยบายรัฐในระยะยาวที่ตอบรับการกลับประเทศอย่างยั่งยืน อีกทั้ง UNHCR ไม่สามารถผลักดันเร่งรัดการทำงานของรัฐไทยและเมียนมาให้เกิดความร่วมมือได้อย่างรวดเร็ว ส่งผลให้การจัดการยืดเยื้อต่อไป และอาจเป็นเพียงโครงการนำร่องที่ไม่ได้เกิดผลการกลับประเทศต้นทางอย่างยั่งยืน รวมทั้งการพัฒนาสวัสดิภาพความมั่นคงของมนุษย์สำหรับผู้หนีภัยฯ ไม่มีประสิทธิผล ประชากรกลุ่มนี้ยังมีความกังวลใจ และมีความไม่มั่นคง (ทางร่างกาย กฎหมาย วัตถุ และสังคมและจิตใจ) ข้อเสนอของผู้วิจัย คือ ปรับวิกฤติให้เป็นโอกาส ปรับรื้อระดับโครงสร้างนโยบายต่อผู้หนีภัยฯ จากมุมมองเก่าในการรักษาไว้ซึ่งความมั่นคงของรัฐเป็นสำคัญ สู่ความมุ่งมั่นใหม่ในการยกระดับการพัฒนาความมั่นคงมนุษย์อย่างยั่งยืน ยืนยันท่าทีจากคำมั่นที่รัฐไทยให้ไว้ต่อประชาคมระหว่างประเทศ สนับสนุนอาเซียนในการคลี่คลายวิกฤติการณ์เมียนมาในปัจจุบัน รวมทั้งหาทางออกที่คำถึงถึงปัจเจกในประเด็นการให้สัญชาติ และการจัดการที่ครอบคลุมในเรื่องพื้นที่พักพิงชั่วคราวที่จะไม่ทิ้งใครไว้ข้างหลัง

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์การวิจัย สองข้อ คือ หนึ่ง การวิเคราะห์เหตุปัจจัยที่ทำให้องค์การการบินพลเรือนระหว่างประเทศ (International Civil Aviation Organization : ICAO) ทำงานด้านการกำกับดูแลมาตรฐานความปลอดภัยได้อย่างมีเข้มแข็งและมีประสิทธิภาพ โดยพิจารณาจากการที่ประเทศต่างๆ ยอมรับและปฏิบัติตาม ข้อกำหนดต่างๆ ที่เกี่ยวข้องกับมาตรฐานความปลอดภัย และ สอง เพื่อแสดงให้เห็นการทำงานของ ICAO และการปฏิบัติตามข้อกำหนดของประเทศสมาชิกจากปัจจัยที่ได้วิเคราะห์ไว้ โดยใช้กรณีประเทศไทยที่ ICAO เข้ามาตรวจสอบและได้รับเครื่องหมายธงแดงเป็นกรณีศึกษา สารนิพนธ์มีข้อเสนอหลักตามกรอบแนวคิดทฤษฎี Neoliberal Institutionalism ว่า ICAO สามารถช่วยรัฐสมาชิกบรรลุความร่วมมือและผลประโยชน์ร่วมกันในด้านการบินพลเรือนด้วยการทำหน้าที่วางข้อกำหนดเกี่ยวกับมาตรฐานและมาตรการด้านความปลอดภัยให้รัฐสมาชิกรับไปปฏิบัติ และจัดระบบตรวจสอบการรักษามาตรฐานของสมาชิก ความเข้มแข็งของ ICAO มาจาก สามปัจจัยสำคัญ ปัจจัยแรกมาจากการที่ ICAO เป็นกลไกเชิงสถาบันทำหน้าที่เป็นจุดประสานการกำหนดและตรวจสอบมาตรฐานความปลอดภัยของกิจการการบินพลเรือนระหว่างประเทศ ทำให้การดำเนินการของแต่ละประเทศเป็นไปอย่างสอดคล้องและมีประสิทธิภาพสม่ำเสมอกัน ปัจจัยที่สอง การปฏิบัติตามข้อกำหนดและคำวินิจฉัยของ ICAO มาจากการที่แต่ละประเทศมุ่งรักษาผลประโยชน์ของตนเอง ไม่ต้องการนำเรื่องความปลอดภัยของการบินพลเรือนไปเสี่ยงกับประเทศที่ ICAO ตรวจสอบพบว่าการดำเนินการไม่ได้มาตรฐาน และปัจจัยที่สาม มาจากข้อเสนอของ Ian Hurd เกี่ยวกับความสัมพันธ์ระหว่างความชอบธรรมขององค์การระหว่างประเทศกับการปฏิบัติตามของรัฐสมาชิก สารนิพนธ์เสนอว่า ICAO ได้รับการยอมรับจากรัฐสมาชิกเพราะกฎข้อบังคับและมาตรฐานด้านความปลอดภัย ICAO มีความน่าเชื่อถือ ได้รับการพัฒนาอย่างต่อเนื่อง และแนวทางดำเนินการตรวจสอบของ ICAO มีความชัดเจน โปร่งใส และปฏิบัติต่อทุกประเทศด้วยมาตรฐานและแบบแผนอย่างเดียวกัน กรณีศึกษาประไทยกับ ICAO สะท้อนให้เห็นถึงความสำคัญของปัจจัยทั้งสามอย่างชัดเจน ดังจะเห็นได้ว่าหลังจากไม่ผ่านการตรวจสอบและได้รับธงแดง ทางการไทยได้เร่งแก้ปัญหานี้อย่างเร่งด่วนโดยถือเป็นวาระระดับชาติเพื่อปรับปรุงระบบกำกับดูแลกิจการการบินพลเรือนของไทยให้ได้ตามมาตรฐานของ ICAO จากกรณีศึกษานี้ สารนิพนธ์มีข้อเสนอแนะให้หน่วยงานที่เกี่ยวข้องกับด้านการบินควรมีการพัฒนามาตรฐานความปลอดภัย ปรับปรุงและแก้ไขข้อกำหนดต่างๆ อีกทั้งควรมีการประชาสัมพันธ์และให้ความรู้ที่เป็นมาตรฐานเพื่อประสิทธิภาพสูงสุดในการปฏิบัติงาน

สารนิพนธ์ฉบับนี้ มีวัตถุประสงค์ในการศึกษากระบวนการจัดส่งแรงงานหมอนวดหญิงไทยข้ามชาติที่มีการขูดรีดแรงงานภายในห่วงโซ่อุปทานการค้าแรงงานหญิง ซึ่งเป็นผลทำให้แรงงานดังกล่าวต้องเผชิญกับสภาวะความเปราะบางในด้านต่าง ๆ ซึ่งนำไปสู่ปัญหาการค้ามนุษย์ในเกาหลีใต้ ตั้งแต่ปี 2004 – 2021 สารนิพนธ์ฉบับนี้มุ่งศึกษาเพื่อตอบคำถามว่า แรงงานหญิงไทยที่เดินทางไปทำงานนวดในเกาหลีใต้ถูกขูดรีดและตกเป็นส่วนหนึ่งของกระบวนการการค้ามนุษย์ในเกาหลีใต้ได้อย่างไร โดยสารนิพนธ์เล่มนี้เป็นการวิจัยเชิงคุณภาพที่เน้นวิเคราะห์ข้อมูลผ่านการสัมภาษณ์ผู้ที่เกี่ยวข้อง 2 กลุ่ม คือ แรงงานหญิงไทยที่เคยเป็นหมอนวดในเกาหลีใต้ จำนวน 15 คน และเจ้าหน้าที่ภาครัฐที่มีความเกี่ยวข้องในการให้ความช่วยเหลือแรงงานไทยผิดกฎหมายในเกาหลีใต้ จำนวน 3 คน โดยใช้แนวคิดของ Rhacel Salazar Parreñas เกี่ยวกับการแบ่งงานกันทำระหว่างเพศชายและเพศหญิงในระดับโลกที่ยึดโยงอยู่กับห่วงโซ่อุปทานการค้าแรงงานหญิง เป็นกรอบความคิดหลัก โดยผลการศึกษาพบว่า การแสวงหาผลประโยชน์จากแรงงานนวดในเกาหลีใต้นั้นซับซ้อนและเกี่ยวข้องกับหลายตัวแสดง รวมทั้งการขูดรีดแรงงานและการค้ามนุษย์สามารถเกิดขึ้นทั้งในประเทศต้นทาง ประเทศทางผ่าน ประเทศปลายทาง และสามารถเกิดขึ้นในระหว่างกระบวนการในเวลาเดียวกันได้อีกด้วย นอกจากนี้ ยังพบว่า เครือข่ายนายหน้าจัดหางานข้ามชาติล้วนมีส่วนช่วยในการสร้างแรงดึงดูดแรงงานหญิงไทยให้เดินทางไปทำงานอย่างผิดกฎหมายได้ง่ายและสะดวกกว่าการเดินทางไปทำงานโดยผ่านกระบวนการจัดส่งแรงงานของรัฐ อย่างไรก็ตาม ในการแก้ปัญหาการแสวงหาผลประโยชน์จากแรงงานนวด เราต้องนำข้อเสนอแนะและความคิดเห็นจากกลุ่มแรงงานหมอนวดหญิงไทยมาเป็นแนวทาง นอกจากนี้ ควรมีการจัดสรรโควตาแรงงานไทยอย่างยุติธรรมและเท่าเทียมกันระหว่างเพศชายและหญิง การเสนอให้อาชีพนวดถูกกฎหมายสำหรับแรงงานต่างชาติในเกาหลีใต้ รวมถึงการกำหนดบทลงโทษที่เข้มงวดในการดำเนินคดีกับนายจ้างหรือนายหน้าที่มีส่วนเกี่ยวข้องกับการค้ามนุษย์

การเติบโตทางเศรษฐกิจอย่างก้าวกระโดดของจีนในศตวรรษที่ 21 ส่งผลให้จีนกลายเป็นผู้ปล่อยมลพิษมากที่สุดในโลก หลายประเทศมีข้อกังวลเรื่องการจัดการปัญหาสิ่งแวดล้อมของจีนและเรียกร้องให้จีนหันมาให้ความสำคัญกับปัญหาสิ่งแวดล้อมมากขึ้น หากจีนจะรักษาบทบาทในฐานะมหาอำนาจของโลกในยุคปัจจุบัน จีนจำเป็นต้องแสดงความรับผิดชอบต่อประชาคมโลกขณะที่ผลจากการพัฒนาภาคอุตสาหกรรมภายในประเทศทำให้จีนเผชิญปัญหามลพิษทางอากาศที่เลวร้ายส่งผลให้ประชาชนได้รับผลกระทบด้านสุขภาพอย่างรุนแรง ดังนั้น งานวิจัยครั้งนี้ได้ทำการศึกษาการจัดการปัญหาสิ่งแวดล้อมและการใช้มาตรการทางนโยบายสาธารณะ โดยวิเคราะห์ว่าผู้นำจีนให้ความสำคัญในการออกกฎหมายเพื่อแก้ไขปัญหาสิ่งแวดล้อมและนำไปสู่การดำเนินการของหน่วยงานที่เกี่ยวข้องอย่างไร การศึกษาครั้งนี้ จะมุ่งเน้นศึกษาการจัดการขยะอิเล็กทรอนิกส์ในจีน โดยมีวัตถุประสงค์ ดังนี้ 1) อธิบายแนวทางการจัดการปัญหาขยะอิเล็กทรอนิกส์ของประเทศจีน 2) วิเคราะห์กระบวนการการออกฎหมายและการบังคับใช้ในการจัดการปัญหาขยะอิเล็กทรอนิกส์ของประเทศจีน และ 3) ประเมินผลสำเร็จของการจัดการขยะอิเล็กทรอนิกส์ในจีนในระดับชาติและระดับท้องถิ่น ผลการศึกษาพบว่าจีนมีความพยายามในการจัดการสิ่งแวดล้อมภายในประเทศเพื่อรักษาความชอบธรรมของการปกครองระบอบคอมมิวนิสต์ที่เป็นอำนาจการผูกขาดในบริหารประเทศ จากนโยบาย Green China ของประธานาธิบดีสี จิ้นผิง โดยมีการออกกฎหมายและมาตรการในการจัดการขยะอิเล็กทรอนิกส์ภายในประเทศ และมีการสร้างการรับรู้ให้ประชาชนตระหนักถึงปัญหาสิ่งแวดล้อม รวมทั้งมีความร่วมมือของหน่วยงานภาครัฐและเอกชนในการจัดการขยะอย่างจริงจังทำให้ปริมาณขยะภายในประเทศลดลง อย่างไรก็ตาม การดำเนินการจัดการปัญหาสิ่งแวดล้อมของจีนในต่างประเทศยังไม่มีการความร่วมมืออย่างจริงจัง และการห้ามนำเข้าขยะของจีนส่งผลให้ขยะเหล่านั้นถูกส่งมายังประเทศในอาเซียนแทนทำให้การจัดการขยะอิเล็กทรอนิกส์ในบริบทระหว่างประเทศของจีนยังถือว่ายังไม่ประสบผลสำเร็จอย่างยั่งยืน
