The US Army War College Quarterly: Parameters

This article argues for a NATO-EU–led security strategy to achieve long-term deterrence in Ukraine after the end of the Russia-Ukraine War. Unlike existing analyses, this article straddles the strategic level of deterrence, outlining an operational road map. Its historical example of the Iraq War shows that long-term security requires the development of plans before a conflict ends, long-term commitments, and multilateral—not unilateral—security efforts. The proposed solution provides strategic planners and policymakers with a low-risk, high-reward approach that leverages burden sharing through a multinational framework.

Initiated in 2013 by President Xi Jinping, China’s Belt and Road Initiative (BRI) is a broad foreign policy strategy designed to foster regional and global development through infrastructure investments. The initiative aims to integrate China’s growing economy with the rest of the world via land and maritime networks. A key element of the BRI is the 3,000 km China-Pakistan Economic Corridor (CPEC), which includes highways, railways, oil and gas pipelines, and a fiber optic network connecting Kashgar in China’s southern Xinjiang to Gwadar in Pakistan’s Balochistan. This dissertation tackles a central puzzle regarding the recurring legitimacy crises of the Afghan state: why, despite decades of investment and efforts by state and non-state actors, has Afghanistan struggled to build enduring legitimacy? It argues that the concept of performance legitimacy is crucial in fragile states such as Afghanistan, as it focuses on citizen’s expectations and the state's ability to deliver public services and secure support from its population. This paper discusses security governance in Southeast Asia by looking at the role of non-state actors and the limits of the state in forming security governance. In addition, our study discusses the increasing trend of security threats in the region. We argue that non-state actors play a crucial role in addressing security concerns by patching the gap caused by the limited capability of Southeast Asian states. Our study utilises a qualitative-narrative approach based on data from previous studies, especially studies in the last decade or so. The three scenarios are a continued stalemate, where neither side gains an upper hand in the conflict, a Ukrainian victory, and a Russian victory. This paper examines the motivations behind Russia’s involvement in Mali, focusing on the interests of both the Russian and Malian states. This analysis is complicated by the presence of Wagner Group, a semi-state security force whose ties to the Russian government have been officially denied until recently. [Introduction] Scholars have characterized Japan’s civil society as having been in an “ice age” for several decades, especially when focusing on non-governmental organizations (NGOs) (Robert Pekkanen, Japan’s Dual Civil Society: Members Without Advocates, Stanford: Stanford University Press, 2006). This is in stark contrast not only with the vibrant civil societies in most Western democracies but with prominent social movements in Japanese history, such as the anti-Anpo protest movement that began in the late 1950s. This dissertation explores the impact of new technologies on state repression, political violence, and contentious politics via three interrelated studies. The first chapter presents a novel theory that describes the technology policies the Chinese government uses to oppress Uyghurs and turn them into obedient citizens. The chapter analyzes artificial intelligence tools, incarceration testimonies, official documents, police data, satellite evidence, and reports by nongovernmental organizations and scholars. Its findings shed light on the pervasive and increasingly dangerous nature of state repression in the digital age. This thesis explores changing border policies, their effects on migrants, and the humanitarian community that has emerged to meet the needs of migrants. Border policy has sought to make the journey through the U.S.-Mexico border perilous and unattractive for travelers, pushing migrants into dangerous terrain known to reach life-threatening extremes in the summer and winter months. Over 8,000 migrants have died since 1998 along the U.S.-Mexico border, and aid groups have emerged to meet the need for life-saving care. The humanitarian community in southern Arizona is active and dynamic, adapting to ever-changing border policy and mobilizing resources year-round. Through reviewing …

Under what conditions do countries lose their status as the leading global financial center? Some scholars argue that such shifts follow shortly after transitions in the distribution of other key capabilities (e.g. GDP), while others argue that path dependence or other more bespoke capabilities might be able to sustain financial leadership long after decline in other capabilities. This paper aims to understand the causes of the Anglo-American financial transition. This dissertation explores the historical evolution of Iran's nuclear program from its inception in the 1950s to the signing of the Joint Comprehensive Plan of Action (JCPOA) in 2015. It examines how threat perceptions have, over the decades, influenced Iran's nuclear posture, leading the Iranian political leadership to adopt a hedging strategy that extends beyond changes in ruling regimes. This study employs the Proliferation Strategy Theory (PST) as its theoretical foundation. How does structure shape behavior and outcomes in crisis bargaining? Formal bargaining models of war rely on expected utility theory to describe first-order effects, whereby the payoffs of war determine actors’ “resolve” to fight as a function of costs and benefits. Value preferences of risk and future discounting are routinely treated as predefined and subjective individual attributes, outside the strategic context of bargaining or independent from expected utility. However, such treatment fails to account for context-conditional preferences sourcing from actors’ expectations of relative gain or loss. The “Women’s Agency in Keeping the Peace, Promoting Security” or “WePeace” is an initiative to capacitate selected community women in the Philippines on gender-responsive peacemaking and peacekeeping. This essay describes how the project has helped form women peacekeeping teams and enabled women’s increased participation in existing peacekeeping mechanisms. The community women are from four different areas in the country facing different conflict lines: tribal wars, clan wars or “rido”, internal displacement, and development aggression.

On 31 October 2000, United Nations Security Council Resolution (UNSCR) 1325, the first Women, Peace, and Security resolution, was adopted by the United Nations Security Council. The resolution mandated UN member states to increase women’s participation in decision-making in matters that relate to peace and security, particularly in conflict prevention, conflict resolution, peacebuilding, and post-conflict reconstruction.
