Unlike many previous presidential elections, in 2004 foreign policy issues are at the forefront of the American policy and electoral agenda. Not since the Vietnam era has the United States entered an election year with the United States at such a heightened state of war, with ongoing military operations in Iraq and Afghanistan, as well as covert operations deployed around the world to wage the war on terrorism. This article is a short report drawn from a research on the issue of the Afghan refugees in Australia (1992-2002). Using the infamous “boat people” case as illustration, the research was intended to provide careful observation on the concept “human security,” a term increasingly linked to forced migration issues. Although human security is often portrayed as a benign concept with strong moral stance, its vastness and loose definition limit its adequacy as a useful tool of analysis. The Smugglers' Landscape: Geography, Route Selection And The Global Heroin Trade, James Dallis Medler

This study focuses on transnational smuggling, and puts forth an analytical framework from the smugglers' perspective with respect to route selection, focusing primarily on aspects of economic, political, and human geography. It is predicated on three interconnected decision-making domains that constitute the smuggler's operational landscape, namely access, risk and connectivity, which interact to drive the smugglers' perceptions of route attractiveness. The first two domains operate reciprocally, primarily at the national level of analysis, and together both shape and are shaped by the third at the transnational level to form a feedback loop. The Middle East is a demographic time bomb. According to the United Nations De¬velopment Program’s (UNDP) Arab Human Development Report 2002, the population of the Arab region is expected to increase by around 25 percent between 2000 and 2010 and by 50 to 60 percent by 2020—or by perhaps 150 million people, a fig¬ure equivalent to more than two Egypts. Even under the UNDP’s more conserva¬tive scenario, Bahrain, Kuwait, Qatar, and the United Arab Emirates will be the only Arab countries in 2020 with median ages above 30. There is a tendency in historical institutionalism (HI) to concentrate on the retrieval of traces of paths taken rather than (1) to consider the processes involved in the selection of paths; and (2) to reflect upon the conditions of institutional emergence and sedimentation of paths, whether taken or untaken. In recent years, researchers have increasingly turned their attention to the proliferation of small arms, a transnational trade amounting to over $7 billion in value during 2002. Small arms are difficult to track and are not the stuff of military parades, but they are immensely destructive. The trade in small arms should be understood not as a market but as a network, one that shares some important properties with networked forms of organization studied by sociologists. May I first pay compliments to the leadership of the Asian Development Bank for hosting this seminar. Asia has a huge stake in the success of the WTO generally, and the Doha Round specifically, but not everyone realizes that. So seminars of this _ nature are terribly important in providing focus to the Doha Round, encouragement to the negotiators, and in building public support for this endeavor. Let's hope we can accomplish those objectives here in Osaka.
