I examine the following elements in regards to women’s mobilization in Latin America and Venezuela from the late 1950s to the present: (a) the influence of the state and economy on times when women mobilized (b) class division within the movement (c) women’s demands during different time periods (d) the ways in which women were successful in working towards gender equality. This thesis reviews the literature on women’s mobilization in Latin America during the second half of the twentieth century. Today, this debt is heavily burdensome; money spent on debt service is money that cannot be invested into infrastructure development, health, education, or other areas that might benefit the large number of Africans who live in poverty. Calls for debt forgiveness have led western institutions to forgive a portion of this debt, but have not addressed the question of whether or not this debt is legitimate in the first place.

Domestic unrest is a constant feature in the international system. Aside from the impact unrest has on domestic populations, political turmoil also has consequences for other states in the international system. A long-held belief, backed by anecdotal evidence, is that leaders use aggressive foreign policy to divert public attention in periods of declining domestic political fortunes. However, consistent evidence for this pattern of behavior has not emerged across large-N analyses in the extant diversionary literature. This study combines insights from international relations, diplomatic history, and civil-military relations to improve our understanding of the tenuous arrangement between the United States and its foreign military proxies. For over a century, the U.S. has armed and trained these proxies to assume responsibilities that its own military might otherwise have to bear. But throughout that time, critics have doubted whether the U.S. could or should delegate sensitive security responsibilities to "dubious" foreign soldiers. Such doubt highlights an international analog to the principal-agent problem normally associated with domestic civil-military relations. African states are increasingly engaging with China--politically, socially and economically--especially through the machinations of the Forum for China-Africa Cooperation (FOCAC). This dissertation asserts that Africans are willing partners of the Chinese, motivated by their state-centric belief that engagement with China is in their national interest. This assertion contradicts the assumption of most literature to date that appears to borrow from the logic of dependency theory and presents African nations as pawns, subject to the demands of a dominant and exploitative China, who is benefiting at Africa’s expense. With sequestration looming—generating significant cuts to defense spending—the United States may find itself increasingly relying on nuclear and cyber deterrence as an affordable way to guarantee national sovereignty and prevent major conflict. While earlier defense planning and acquisitions were based on economic conditions that no longer exist, Congress’ options to balance the budget by cutting defense spending are politically palatable because far fewer American are “defense voters” than “social welfare voters,” according to a number of recent public opinion surveys.

An important driver of relative decline in America’s international standing is the failure of its political elites to define reality-based foreign policy goals and to relate the diplomatic, economic, and military means at Washington’s disposal to realizing them—the essence of “grand strategy.” For several decades, American policy has been pulled in opposite directions by two competing models of grand strategy.
