สารนิพนธ์ฉบับนี้ต้องการศึกษาความล่าช้าในการดำเนินโครงการรถไฟความเร็วสูงไทย-จีน ซึ่งถือเป็นโครงการที่สำคัญในการสานความสัมพันธ์ระหว่างประเทศไทยกับจีนโดยเฉพาะอย่างยิ่งในด้านเศรษฐกิจ เนื่องจากความร่วมมือดังกล่าวถือเป็นปัจจัยที่เกื้อหนุนการพัฒนาเศรษฐกิจของไทยและจีนผ่านการสร้างระบบเครือข่ายการคมนาคมขนส่งในภูมิภาค ทั้งนี้ การที่จีนให้การรับรองรัฐบาลรัฐประหารในไทยที่นำโดยพลเอกประยุทธ์ จันทร์โอชา ในปี ค.ศ. 2014 เปิดโอกาสให้จีนเข้ามาผลักดันให้รัฐบาลไทยเร่งดำเนินการสานต่อโครงการดังกล่าว ซึ่งหลายฝ่ายคาดว่า ด้วยความสัมพันธ์ที่ดีระหว่างรัฐบาลทั้งสองจะทำให้การดำเนินการโครงการฯ เป็นไปได้อย่างรวดเร็ว แต่ในความเป็นจริงเกิดความล่าช้ามาโดยทั้งสองฝ่ายไม่สามารถบรรลุข้อตกลงได้อย่างรวดเร็ว จากการศึกษาครั้งนี้พบว่า ความล่าช้าดังกล่าวเกิดจากความพยายามของรัฐบาลไทยที่ต้องการรักษาสมดุลระหว่างความสัมพันธ์ที่ใกล้ชิดกับจีนและความชอบธรรมภายในประเทศ ในขณะที่รัฐบาลไทยให้ฝ่ายจีนเป็นผู้ดำเนินการโครงการฯ โดยปราศจากคู่แข่ง แต่ก็พยายามแสดงให้สาธารณชนเห็นว่าการมีความสัมพันธ์ที่ดีกับจีนมิได้ทำให้ไทยต้องอ่อนข้อและอาจทำให้ประเทศไทยเสียผลประโยชน์แห่งชาติดังที่ถูกวิพากษ์วิจารณ์ จึงส่งผลให้การเจรจาไม่สามารถหาข้อยุติได้โดยง่าย ซึ่งสร้างความไม่พึงพอใจให้กับฝ่ายจีนและกลายมาเป็นประเด็นปัญหาท้าทายต่อรัฐบาลในการดำเนินความสัมพันธ์กับจีน กรณีศึกษานี้แสดงให้เห็นว่า ถึงแม้ว่ารัฐบาลพลเอกประยุทธ์ฯ จะมีอำนาจเด็ดขาดในการดำเนินนโยบายแต่ยังคงต้องรักษาความชอบธรรมของระบอบการปกครองแบบเผด็จการท่ามกลางความขัดแย้งทางการเมืองที่รุนแรงในไทยที่มีมาตลอดทศวรรษนับตั้งแต่การรัฐประหารโค้นล้มรัฐบาลพันตำรวจเอกทักษิณ ชินวัตร ในปี ค.ศ. 2006

สารนิพนธ์ฉบับนี้มุ่งศึกษาการดำเนินการของคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (HRC) ต่อปัญหาการละเมิดสิทธิมนุษยชนชาวโรฮีนจาในเมียนมา เพื่อวิเคราะห์ผลการดำเนินการของ HRC ว่ามีอิทธิพลต่อท่าทีด้านสิทธิมนุษยชนของรัฐบาลเมียนมาอย่างไร และเผชิญอุปสรรคและข้อจำกัดอย่างไร โดยผู้วิจัยจะใช้กรอบแนวคิดกระบวนการขัดเกลาทางสังคมและแบบจำลองสไปรัลมาประกอบการวิเคราะห์ จากการศึกษาพบว่า HRC มุ่งแก้ไขปัญหาการละเมิดสิทธิมนุษยชนข้างต้น โดยการเปิดเวทีให้ภาคส่วนระหว่างประเทศเรียกร้องและมีข้อเสนอแนะให้เมียนมายอมรับบรรทัดฐานด้านสิทธิมนุษยชนผ่านกลไกการประชุมสมัยสามัญและสมัยพิเศษและกระบวนการ UPR ในขณะที่มอบอำนาจให้ผู้รายงานพิเศษฯ ประมวลข้อมูลการละเมิดสิทธิมนุษยชนชาวโรฮีนจา เพื่อเผยแพร่ประเด็นดังกล่าวเข้าสู่การรับรู้ของประชาคมโลก ซึ่งการดำเนินการดังกล่าวได้ส่งผลให้เมียนมาตอบสนองโดยการปฏิเสธข้อกล่าวหาที่มีต่อรัฐบาล อย่างไรก็ตาม เมียนมาได้ปฏิบัติตามข้อเสนอของ HRC ในบางประเด็น เช่น การพิสูจน์สัญชาติ การส่งกลับผู้หนีภัยโดยสมัครใจ แต่เป็นการปฏิบัติที่ไม่สอดคล้องกับบรรทัดฐานสิทธิมนุษยชนสากลมากนัก โดยเมื่อวิเคราะห์ผ่านแบบจำลองสไปรัลนั้น ถือได้ว่า การตอบสนองของเมียนมาต่อ HRC ยังคงอยู่ในช่วงระยะเปลี่ยนผ่านจากระยะที่ 2 ไปสู่ระยะที่ 3 ทั้งนี้ การที่ HRC ไม่สามารถส่งเสริมให้เมียนมาปฏิบัติตามบรรทัดฐานด้านสิทธิมนุษยชนจนนำไปสู่ระยะที่ 5 ของแบบจำลองสไปรัลนั้น เกิดจากอุปสรรคและข้อจำกัดที่เกี่ยวข้องกับภาคประชาสังคมภายในประเทศ รัฐบาลเมียนมา และกลไกของ HRC ซึ่งจำเป็นต้องมีการดำเนินการร่วมกันในหลายภาคส่วนเพื่อให้เมียนมาเปลี่ยนแปลงท่าทีและยอมรับบรรทัดฐานสิทธิมนุษยชนสากลมากขึ้น และนำไปสู่การแก้ไขปัญหาการละเมิดสิทธิมนุษยชนชาวโรฮีนจาในระยะยาว

สารนิพนธ์ฉบับนี้มุ่งศึกษาความสำคัญของประเทศจีน ที่ได้ “ปักหมุด” ทางยุทธศาสตร์การเข้ามาลงทุนในโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก (EEC) ของประเทศไทย โดยใช้กรอบแนวคิดของการป้องกันความเสี่ยง (Hedging) ที่เป็นการเข้ารวมกลุ่มสมัครพรรคพวกกับรัฐที่เข้มแข็งกว่าเพื่อผลประโยชน์ (Bandwagoning For Profit) มาเพื่อวิเคราะห์ความร่วมมือทางเศรษฐกิจระหว่างประเทศไทยและประเทศจีน โดยเป้าหมายสำคัญในการป้องกันความเสี่ยงที่จะทำให้ประเทศไทยเกิดสภาวะพึ่งพาต่อประเทศใดประเทศหนึ่งมากเกินไป จนอาจจะทำให้เสียสมดุลที่ส่งผลกระทบต่ออธิปไตยและผลประโยชน์แห่งชาติของประเทศไทย จากการศึกษาพบว่า นโยบายต่างประเทศของไทยได้หันเข้าหาประเทศจีนมากกว่าสหรัฐฯอย่างชัดเจน ซึ่งได้ส่งผลกระทบให้ประเทศไทยเสียสมดุล (Balance) ในความสัมพันธ์ระหว่างมหาอำนาจขั้วตรงข้ามไปอย่างหลีกเลี่ยงไม่ได้ จนทำให้ประเทศไทยต้องพบกับความเสี่ยง และความยากลำบากจากการขาดอิสระในการกำหนดนโยบายต่างประเทศที่จะต้องยึดถือเอาลำดับความสำคัญ (Prioritize) ในการรักษาความสัมพันธ์ที่มีกับประเทศจีนเป็นหลัก จึงมีข้อเสนอแนะในการยึดจุดยืนของประเทศไทยจากการที่อยู่ในยุทธศาสตร์ของมหาอำนาจทั้งสอง (Cooperative Security Locations) โดยหากประเทศไทยดำเนินนโยบายต่างประเทศที่รักษาสมดุลระหว่างมหาอำนาจทั้งสองได้อย่างดี ย่อมจะก่อให้เกิดผลประโยชน์แห่งชาติสูงสุดแก่ประเทศไทย รัฐบาลไทยจึงต้องตระหนักถึงความสำคัญในประเด็นนี้ก่อนที่จะสายเกินไป เพื่อที่จะนำพาประเทศไปในทิศทางที่ถูกต้อง และสร้างสมดุลอันนำมาซึ่งความมั่นคง รวมถึงการผลักดันด้านเศรษฐกิจให้กับประเทศไทย ภายใต้บริบทยุคโลกาภิวัตน์ในปัจจุบัน

Why do some states support rebel groups? This area of study has garnered more attention in the aftermath of the Cold War, as states continue to leverage proxy groups against one another. To understand the causes and consequences of state support, this dissertation builds on existing work in the state sponsorship, terrorism, and interstate rivalry literature. This paper introduces a crucial parameter to the novel coronavirus response in the United States, by shedding light on the early-warning role of intelligence agencies. It argues that the intelligence components of the federal government's Biological Defense Program offered actionable forewarning about an impending pandemic in the years leading to the COVID-19 outbreak. Yet, almost from the opening stages of the pandemic, senior US government officials, including President Donald Trump, have repeatedly claimed that the virus "came out of nowhere"and that "nobody saw it coming."We show that these assertions contradict more than 15 years of pandemic preparedness warnings by intelligence …

After the collapse of the Soviet Union, the 14 post-Soviet states adopted dramatically differing security strategies towards Russia: some sought security by bandwagoning with Russia while others strove to balance against it. Why did states with similar experiences under Soviet rule and similar asymmetric power positions vis-à-vis Russia adopt such diverse security strategies in the aftermath of the Soviet Union’s disintegration? This dissertation illuminates how the experience of growing up during the Chilean dictatorship (1973–1990) affected the individual's sense of self as citizen and the impact on their sense of democratic agency, civic-mindedness, and political engagement in their country's current democracy. To understand that impact, the researcher chose to study her own generation, the “Pinochet-era” generation (Cummings, 2015) and interviewed those who were part of the Chilean middle class, who despite not being explicit victims of perpetrators, were raised in dictatorship and surrounded by abuse of state power including repression, disappearance, and imprisonment. After the end of Liberia’s brutal 14 year civil war, the process of rebuilding Liberia has focused on a number of interventions including reforming the criminal justice system. In the current study, institutional, policy, legal reform, and infrastructure development were the approaches used to decentralize Liberia’s Criminal Justice System. Thirty experts were interviewed, and their responses coded using NVivo 12.0. Seven themes and 25 subthemes emerged from the data. It was that found that a top down internationally led approach with minimal involvement of local communities and the neglect of the traditional justice system characterized the decentralization process. This research develops a novel model for external actors’ support for separatists.Three variables measuring external actors’ support are identified through two case studies, Kosovo Liberation Army and Liberation Tigers of Tamil Eelam, with an emphasis on Military Aid’s impact. The variables are then applied to a quantitative analysis of external actors’ support in a dataset of 75 observations during the years 1991-2020, utilizing the Uppsala Conflict Data Program External Support Dataset. The findings for this research show that Military Aid and Moral Support improve the probability of survival for a separatist group. A deeper analysis reveals that military aid among …

Military coalitions are both a common feature of interstate warfare and an example of the highest level of cooperation between states. Despite their tremendous importance in international relations, military coalitions remain poorly understood. This project investigates critical questions related to coalition structures, and uses quantitative and qualitative methods to show that both the threat and political opportunity facing coalitions helps to determine the shape of their structures. This project utilizes a dataset of all coalition wars since 1816, as well as case studies of six coalitions to investigate these relationships. This research develops a novel theory for domestic diversionary violence, contending that the main drivers for this type of conflict are the specific characteristics of state-targeted domestic minority groups. Seven new variables measuring minority group characteristics are identified through a case study of the Kurdish minority in the Turkish Republic, then applied to a quantitative analysis of domestic diversionary violence in a dataset of 284 observations across 117 countries during the years 2004-2005, utilizing data from the University of Maryland’s Minorities at Risk Project, the University of Illinois Cline Center SPEED Database, and World Bank. How does relative deprivation cause people to condone political violence? This thesis investigates this question by utilizing survey data conducted in Bangladesh. Scarcity of public resources, lethal political confrontation and poor resource allocation make Bangladesh a fertile ground for violence. Although the survey suggests a relationship exists between relative deprivation and the public attitude toward condoning political violence, the regression analysis reveals that the relationship is imprecise. Small sample size, lack of technical capacity, and limited applicability of the foundational theory may have caused this imprecise outcome. This is a qualitative research study that used a narrative approach to explore the perspectives of the research participants (indigenes of the oil communities) on the challenges of the government amnesty program in the Niger Delta. Cyril Obi (2014) argues that the program is an unsustainable state-imposed peacebuilding project that only brought about a “graveyard peace” that enabled continued access to oil by the state and the oil companies operating in the region. Gopniki: Peripheral Masculinity In Post-Soviet Russia, Eli Loeb

In the 1990s, packs of tracksuit-clad youth from the suburbs known as gopniki descended on Russia’s cities. These problematic youth, embodying a unique strain of violent masculinity, rapidly rose in prominence during a time of national crisis. The gopniki faded just as quickly when Russia entered the new millennium. The influence of gopnik worldview did not diminish with the movement, however, and gopniki continue to influence Russian culture. This study of primary Russian source material examines the theoretical, ideological, and historical origins of this under-researched group, and explains their lasting influence on Russians in a rapidly changing world.

Abstract. For many scholars, pundits, policy makers, and citizens alike, Africa’s persistent maldevelopment has continued to defy the usual International Monetary Fund (IMF), World Bank, and foreign aid prescriptions that are, at times, peddled as silver bullets to the African conundrum. Beginning in the late 1970s, loans from the IMF and World Bank required African governments to implement certain conditions that were supposed to address public sector mismanagement, illiberal trade policies, low foreign investment, and state development.
