This National Security Strategy addresses the persistent national security challenges the United States faces in the Middle East, a region vital for global energy supply, economic connectivity, and a source of anti-American extremism. Recognizing the failures of past "haphazard experimentation," the strategy proposes a thoughtful, pragmatic plan prioritizing five distinct and congruent interest areas: Maintaining Regional Access, Supporting Regional Stability, Ensuring Energy Security, Defending American Citizens and Personnel, and Preserving and Protecting Western Ideals. This essay investigates the geopolitical shifts that unfolded in the Middle East from October 2023 to the end of 2025, stimulated by the surprise attack by Hamas on Israel on October 7, 2023, and the subsequent events it triggered. These included military confrontations between Israel and each of Hamas, Hezbollah and Iran, the fall of the Assad regime in Syria, and Houthi attacks in the Red Sea. Examining The Results Of Revolutions In The Third World: A Case Study Of The Iranian, Libyan, And Nicaraguan Revolutions, Noah A. Mohammedelamien

This thesis examines the post-revolutionary trajectories of Libya, Iran, and Nicaragua to explain why some Third World revolutionary projects preserve and use elements of their founding ideology while others fragment, personalize, or diffuse over time. Rather than focusing on the causes of revolution alone, it analyzes the durability of religious-socialist ideological continuity after revolutionary upheaval. Using a (MDSD) comparative historical and institutional approach grounded in primary and secondary sources, the study evaluates five key dimensions across the cases: religious-socialist ideological fusion, religious elite loyalty, popular religious mobilization, institutional embedding of ideology, and external pressure. This study evaluates the effectiveness of economic sanctions imposed on Iran’s nuclear ambitions, with a particular emphasis on the Joint Comprehensive Plan of Action (JCPOA) and the Maximum Pressure Campaign (MPC). Using the Economic Coercion Trilemma framework, this research analyzes the impact of these sanctions regimes on Iran’s nuclear program through the lenses of efficacy, political feasibility, and unintended consequences. Ultimately this study explores the question: Could sustained sanctions have constrained Iran’s access to critical resources, effectively halting its pursuit of nuclear weapons? The findings suggest that while both the JCPOA and MPC had varying degrees of success, neither fully …

This dissertation examines the conditions under which sanctions-sending states can successfully mobilize broad international support for coercive measures on a target state for violating international security norms. Using the case of international sanctions on Iran from 2006 to 2016, I develop a theory of how sanctions senders mobilize support for, and cooperation with, coercive measures on target states. The theory has two parts. First, states seeking international sanctions against a target with broad participation and support need unity and cooperation on the part of major powers in the international system. In 20th century Pahlavi Iran, Reza Shah and Mohammad Reza Shah instrumentalized the ‘woman question’ — women’s political, economic, and professional roles in a changing society — to consolidate their power and promote a modern state. Reza Shah utilized top-down and coercive reforms, including veiling and education, to strengthen his power, weaken religious influence, and create a visible national identity. In contrast, his son, Mohammad Reza Shah, instrumentalized gender issues and tied women’s rights to his personal image of progressivism. Reassurance After Abandonment: Alliance Politics After Alliances End, Poyung Lin

This dissertation examines how major powers respond after pursuing abandonment policies, with particular attention to whether and how they seek to reassure their clients. Drawing from the literatures on reputation, alliance politics, and international credibility, it develops the theory of Selective Reassurance, arguing that reputational concerns, especially the desire to maintain a reputation for keeping promises, shape uneven patterns of post-abandonment military support. The study employs a mixed-methods design. Quantitatively, it analyzes U.S. material support from 1950 to 1989 using Poisson pseudo-maximum likelihood models, revealing that the United States systematically increased military aid to states in regions affected by abandonment, …

In an age of escalating tensions in the Middle East, the American public has to watch with a wary eye for a conflict in which the United States has to get involved overseas. In this paper, I examine the extent to which religiosity influences Americans’ fear of Iranian nuclear attacks. Using Chapman University’s Survey of American Fears, a nationally representative survey asking Americans about what scares them the most, I find an increase in the fear of Iranian nuclear strikes as a respondent’s religiosity increases. Why did the Islamic Republic of Iran (IRI) adopt a passive defense strategy? This dissertation is the first to trace the institutional development of the IRI’s passive defense strategy and its two Islamic Revolutionary Guards Corps (IRGC)-led executive bodies: the Permanent Committee for Passive Defense (PCPD) and the National Passive Defense Organization (NPDO). This dissertation explores the historical evolution of Iran's nuclear program from its inception in the 1950s to the signing of the Joint Comprehensive Plan of Action (JCPOA) in 2015. It examines how threat perceptions have, over the decades, influenced Iran's nuclear posture, leading the Iranian political leadership to adopt a hedging strategy that extends beyond changes in ruling regimes. This study employs the Proliferation Strategy Theory (PST) as its theoretical foundation. This framework helps in dissecting the dynamics between threat perceptions and the candidate state's adopted nuclear posture. To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. The FORCES white paper / report A Twenty-First-Century Strategy to Counter Russia, China, and Iran published by the National Interest proposes a new approach to American foreign policy, which provides the flexibility needed to handle two major international conflicts at the same time. We propose "cascading realism," The United States should consider a strategy of selective and deeply collaborative realism. The new realism should rely on three principles: a convergence of purpose; flexibility of action and shared and cascading responsibility. The second principle is the most important. The study analyzes how external threats in the face of multilateral sanctions can contribute to the sanctioned (target) state’s strategic adjustment in Russia and beyond. In 2014, the United States and the European Union, along with other Western allies, imposed severe economic sanctions in response to Russia’s military intrusion into Ukraine. In the Russian case, the sanctions failed to achieve their objectives and change the target state’s behavior. As a result, the country could strategically adjust its domestic and foreign policies to mitigate the damage. In the first several years following the attacks on September 11, 2001, many in both the American political elite and general public questioned the merits of the US’s strong alliance with the Kingdom of Saudi Arabia, as fifteen of the nineteen hijackers, as well as Osama bin Laden, were Saudi citizens. The Kingdom was known for its lax regulations surrounding terrorist financing, which played a role in al Qaeda’s ability to carry out the 9/11 attacks. The United States has long held the idea that Iran poses a threat to our interests as well as global stability, implying that Iran is irrational and makes decisions rooted purely in ideology. After creating an independent framework based on rational choice theory, descriptive decision theory, and the Constitution of the Islamic Republic of Iran, I determined four possible ways to describe Iran’s foreign policy: rational-constitutional, irrational-constitutional, rational-unconstitutional, and irrational-unconstitutional. This monograph explores the emerging challenge of nonstate actors’ anti-access and area denial (A2/AD) strategies and their implications for the United States and its allies by looking at two regions, the Middle East and Eastern Europe, with case studies such as Hezbollah in Lebanon, Hamas in the Gaza Strip, the Houthis in Yemen, and separatist groups in Ukraine. This analysis attempts to predict the general tenor of President Donald Trump’s likely response to Iran’s anticipated retaliation for the targeted killing of Islamic Revolutionary Guard Corps Quds Force commander Gen. Qasem Soleimani, based on (1) empirical studies of Trump’s personality profile and leadership style conducted at the Unit for the Study of Personality in Politics and (2) rational-intuitive inference derived from Trump’s observed behavior in office.
