I focus on the work of civil society actors, scholars, and diplomats from the Global South, in particular the South Sudanese anthropologist and diplomat Francis Deng, and the ways in which they attempt to remake sovereignty through institutions. Using sovereignty-as-responsibility and the Responsibility to Protect (R2P) as problem spaces, I recover an alternate vision of sovereignty and the community of states that emerged in response to defenses of non-intervention by postcolonial state actors. Trying to steer a post-colonial course of self-reliance, he developed and implemented African Socialism in Tanzania, articulated in the Arusha Declaration in 1967. Young people constitute a disproportionate share of the population in most African countries, and as such, make up a key political demographic. The discourse on youth political participation tends to focus narrowly on disengaged, apathetic and troublesome youth. Yet, many African youth have taken on leadership positions across the continent, engaging in politics, civil society, and activism. This article seeks an understanding of what drives their public engagement. This thesis analyzes the presence and impact of Chinese fishing companies in the West African country of The Gambia. The presence of the Chinese companies have resulted in drastic changes in the country’s fisheries industry where they have a comparative advantage due to their geographic location. This dissertation offers a single case in-depth analysis of factors precluding civil society from democratizing African polities. Synthesizing existing literature on Rwanda, I first undertake an historical search to trace the origins and qualities of civil society in the colonial era. This effort shows, however, that the central authority—commencing before the inception of the Republic in 1962—consistently organized civil society to buttress its activities, not to challenge them.
