Formed during the 2014 ISIS war, the PMF is an umbrella organization consisting of various militias broadly aligned with Grand Ayatollah Sistani, Muqtada al-Sadr, or former Iranian Supreme Leader Khamenei. This thesis examines the ethics of coercively addressing non-nuclear states who are attempting to acquire nuclear weapons. Nuclear weapons pose a serious danger on a global scale, so ethical analysis should balance these consequences with the coerciveness of state intervention. Just War Theory provides a useful framework that balances these considerations.  Using the criteria of Just War Theory, this thesis examines two 21st century non-proliferation operations: Operation Orchard and Operation Midnight Hammer. I find that Operation Orchard fails the criteria of Just War Theory, while Operation Midnight Hammer satisfies the criteria. Making this determination is ethically risky, however, because our …

This article introduces a two-layer evaluation model for philanthropic and development decision-making in access-based interventions. The first layer treats Access as Outcome (AAO) as a recognized outcome when essential goods, services or resources are delivered through a viable delivery pathway, without requiring post-access utilization or compliance to validate legitimacy. The second layer evaluates post-access variation through System Coherence Conditions (SCC), defined as internal alignment across governance and decision-making, distribution and logistics, social accountability and norms, and scarcity management and continuity, which explain differences in utilization, continuity, and downstream effects as signals of system coherence rather than as retroactive worthiness thresholds. …

In the United States, a study of the memorialization of political actors through monuments reveals the disgracefully small number of women memorialized. We find little effort to preserve the memory of trailblazing women in the U.S. Congress. By 2021, as the National Monument Audit indicates, only two congresswomen were memorialized in public spaces across the country: Rep. Barbara Jordan (D-T.X.) and Rep. Millicent Fenwick (R-N.J.). Drawing on frameworks of historical memory and theories of reputational politics, we examine the public conversations that led to the memorialization of these women. The dilemma of cyber deterrence, alongside its potential failures, has gained increasing academic attention, though its parallels with traditional special operations remain less examined. Cyber and special operations—often covert activities involving espionage, sabotage, and subversion, generally linked to strategic or military intelligence—typically evade standard deterrence mechanisms. This article follows up on this debate by recommending a budget forecasting model for the weapons acquisition requirements of the Indonesian National Defence Forces (TNI) during the period 2025 to 2044. The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. This research study examines how gender-based violence (GBV) policy in the United States marginalizes Black women through race-neutral language and punitive frameworks. Despite facing disproportionate violence, Black women are often excluded from policy narratives, debates, and institutional priorities. Grounded in Black Feminist Thought and the Narrative Policy Framework, this study investigates how exclusion operates across legislative, digital, and institutional domains, and how Black women in public service resist and reshape GBV policy through care-centered, survivor-informed practices. The main research question asks: To what extent has power asymmetry reinforced or mitigated the interdependent relationship between Cameroon and France within the realm of economic and security cooperation? This capstone analyzes five memoirs by LGBTQ+ migrants—Jose Antonio Vargas, Edafe Okporo, Staceyann Chin, Danny Ramadan, and Samra Habib—to explore how governments weaponize gender and sexual orientation to construct national identity and exert control over both citizens and migrants. Their diverse migration experiences highlight how “gender border control” operates across families, communities, and national government systems, reinforcing heteronormative structures that regulate queer identities. My analysis of their memoirs reveals how both formal tools, such as immigration policies, and informal tools, such as social exclusion, make individuals outside heteronormative identity categories susceptible to state and societal violence. This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence.
