There is widespread consensus amongst scholars that sanctions—the deliberate withdrawal of customary trade and financial relations—do not work. Despite this perception, states are deploying sanctions at an increasing rate. This Article explains this paradox by arguing the predominant notion of sanctions’ utility employed by scholars is unduly constrained, narrowly focusing on the ability of such measures to modify the behavior of sanctioned parties while disregarding the alternative benefits this instrument can deliver. It examines how Build-Operate-Transfer (BOT) models, a form of Public-Private Partnerships (PPP), have emerged as viable mechanisms to address the region’s persistent infrastructure deficits. This thesis analyzes the impact that the religious affiliation of a population has on both the prevalence of violence against women, as well as the presence of legislation and other legal frameworks aimed at preventing violence and protecting women. Utilizing data from international organizations and nonpartisan fact tanks, regression analyses are performed with four different models and dependent variables to understand the effect religiosity has on both prevalence and prevention of gender violence. This thesis examines the differences between conflict related sexual violence and genocidal rape to advocate for future separate analysis of the two distinctly different forms of sexual violence. By examining 15 genocides from the end of WWII to the end of 2023 this study draws upon prior research from genocide studies, ethnic studies, political science, and feminist scholarship to observe trends that are present in the two forms of sexual violence. Although on the surface empires appear to be ancient and irrelevant political constructs from a distant past, I argue in this dissertation that even after the empire officially dissolves, the core of the bygone empire continues its political existence in the mindsets of the empire-bearing people. This is mainly explained through certain imperial memories, glories and traumas, that have permeated into these states’ identities. In these so-called post-imperial states, then, such a unique experience of having functioned as an empire translates into foreign policy behavior that is patterned, predictable, but also puzzling especially regarding certain issues with an imperial baggage. …

This article analyzes U.S. foreign policy in the African Sahel with respect to security engagement and the emerging trilemma of democratic decline, rising violent extremism, and expanded Chinese and Russian influence. Post-9/11 security policy in the region can be historically divided into two eras of engagement: an indirect approach pursued prior to 2012, and a direct, interventionist strategy that has been carried out since 2012. India’s compliance to the United States’ regional ambitions following the 2001 invasion of Afghanistan demonstrated a unique re-alignment that reversed India’s historic defiance of international powers pursued since its independence.
