The US Army War College Quarterly: Parameters

This article argues for a NATO-EU–led security strategy to achieve long-term deterrence in Ukraine after the end of the Russia-Ukraine War. Unlike existing analyses, this article straddles the strategic level of deterrence, outlining an operational road map. Its historical example of the Iraq War shows that long-term security requires the development of plans before a conflict ends, long-term commitments, and multilateral—not unilateral—security efforts. The proposed solution provides strategic planners and policymakers with a low-risk, high-reward approach that leverages burden sharing through a multinational framework.

Elite Perceptions Of The Us’ Commitment To Nato After Russia’S Invasion Of Ukraine: “The Direction Of Travel Is Clear”, Jason W. Davidson

This article seeks to explore elite perceptions of the US’ commitment to NATO in the leadup to the 2024 election. It presents findings from ninety-two interviews from 2023 and 2024 with policymakers and analysts from six leading NATO allies. Analysis of the interviews demonstrates that only roughly half of interviewees were concerned with the US’ future commitment to NATO. The bulk of the article seeks to make sense of the variety of responses by categorizing them according to five different worldviews. A domestic political worldview provides an explanation for why some elites were concerned with the prospect of Donald Trump’s …

Arms Up Or Down? The Effect Of International Organization Membership On Military Expenditures, Maria Christina Kardash

In this paper, I investigate the relationship between the total number of international organizations a state is involved in and its military expenditures as a percentage of GDP. Utilizing both qualitative and quantitative analysis, I find support for my hypothesis that the more international organizations a state is a member of, the less a state will expend on its military. Qualitatively, I focus on the three main theories of international relations (realism, liberalism, and constructivism) to construct a theoretical foundation for my paper. A More Perfect Peace: Can The Russia-Ukraine War End Justly?, Nathaniel B. Davis, Marlon A. Thomas

The US Army War College Quarterly: Parameters

This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

The Three Seas Initiative (TSI) is a relatively new political and economic platform aimed at enhancing connectivity and infrastructure development in Central and Eastern Europe (CEE). This initiative seeks to address the region’s historical underdevelopment and lack of north-south connectivity. This paper examines the role of the TSI in the context of a changing geopolitical landscape, where Russia and China are increasingly seeking to exert influence. The central research question is: Does the TSI represent a fundamental shift in the CEE region, and how can it foster interdependence while mitigating the risk of conflict? Despite decades of work on interoperability, NATO Allies cannot measure, assess, and build upon it fully and accurately. The lack of agreed formats or standards for collection, management, and the communication of findings have prevented the Allies from developing common interoperability measurement and assessment tools. Nonetheless, NATO could adopt extant standards, methodologies, processes, or tools to achieve its interoperability objectives. Testing this notion through use cases, the authors identify practical and conceptual hurdles to adopting an off-the-shelf solution. Since the Genocide Convention was adopted by the General Assembly in 1948, eight cases have been brought to the ICJ by invoking Article IX of the Genocide Convention as a basis of the Court’s jurisdiction. Only two cases have reached their conclusion based on the merits of the case, with others decided during preliminary proceedings, while still others remain ongoing. There have been numerous studies of ICJ impartiality, with particular focus on judges’ voting records, using large amounts of data to discern any trends and biases. This paper examines the escalation of military expenditures in Europe in response to the ongoing Russia-Ukraine conflict, through the lens of the security dilemma. The security dilemma, a fundamental concept in international relations, describes how the defensive actions of one state can provoke perceptions of threat among others, potentially leading to an arms race. This thesis uses qualitative research methods to: (1) assess the extent and capabilities of Russia’s modern chemical and biological weapons programs, (2) assess Russian compliance with arms control agreements, (3) determine the threats Russian chemical and biological weapons pose to NATO security, (4) assess NATO’s existing strategy against the modern chemical and biological threat, and (5) provide recommendations for U.S. and NATO policies and programs to mitigate the threat of these programs in the short and medium term.
