Berkowitz and Burton provide a detailed examination of the adequacy and equity of permanent partial disability benefits, and the efficiency of the system delivering those benefits. A ten-state study is presented that examines states' criteria for awarding scheduled and nonscheduled benefits. Three of those states are then used for a wage-loss study illustrating the relationship among workers' disability ratings, the workers' WC benefits, and losses of earnings caused by work-related injuries.

An Incentives Approach To Improving The Unemployment Compensation System, Paul L. Burgess, Jerry L. Kingston

Overpayments may account for up to 15 percent of all payments made under the unemployment compensation system. Burgess and Kingston propose that this overpayment serves as a clue to the more serious problems residing in the system. The authors focus on the lack of incentives (or the existence of disincentives) for improvement within the UC program structure for all participants - claimants, employers, and state UC agencies. Other issues they explore include the excessive complexity of the system and the difficulty of effectively monitoring claimant compliance with eligibility criteria.

Labor Supply Response To Welfare Programs: A Dynamic Analysis, David M. Blau, Philip K. Robins

Previous static analyses of the work disincentive effects of welfare programs are extended to a dynamic context. Using a sample of continuous longitudinal labor market histories, estimates are derived for welfare-nonwelfare differences in labor market flows among the states of employment, unemployment, and nonparticipation. The estimates are used to identify the main sources of the lower employment and labor force participation rates and higher unemployment rate of welfare recipients. The findings indicate that welfare programs have substantial effects on virtually every labor market transition examined but that the primary source of the static work disincentive effect is slower entry into …

The Immobility Of Low-Paid Workers, Marshall I. Pomer

This paper extends the labor segmentation perspective on unequal job access. Analyzed here are Census data on the occupational mobility of low-paid workers during the period 1965 to 1970. Upward mobility, defined as movement from a low-paid to a mainstream stratum, is far more common for white men than for women and blacks-even after controlling for differences in age, education, and type of low-paid job. A worker's particular low-paid occupation also strongly affects chances of entering the mainstream stratum. The dominant paradigm for quantitative research on social stratification is questioned, and social policies are suggested.

The Labor Supply Response Of Twenty-Year Families In The Denver Income Maintenance Experiment, Philip K. Robbins

This paper presents results of an analysis of the labor supply response of 20-year families in the Denver Income Maintenance Experiment. The results indicate that 20-year husbands and wives do not reduce their labor supply relative to control families while 20-year single female heads of families reduce their labor supply by about the same amount as similar families on the 3- and 5-year programs. The results suggest that the limited duration of the 3- and 5-year experiments may not have caused major biases in the estimated treatment effects, although the imprecise estimates resulting from the small sample sizes of the …
