Benefits And Costs For Chattanooga Residents Of Incorporating Training Into Economic Development Strategies, Timothy J. Bartik, Iryna V. Lendel, Sevrin Williams

This report evaluates the benefit-cost tradeoffs of adding a workforce training component to Chattanooga's economic development incentive packages, using the Bartik Benefit-Cost Model of Business Incentives. Focusing on hypothetical projects across seven industries, the analysis compares the present value of training costs against resulting gains in residents' per capita income over a 20-year horizon. Findings show that training, layered onto existing PILOT-based tax incentives, delivers benefits more than 25 times its costs—driven by training's greater cost-effectiveness in inducing business location decisions and its stronger tendency to direct new jobs toward local residents. This report examines how changes in automobile production, specifically the shift from internal-combustion-engine (ICE) vehicles toward hybrids and battery-electric vehicles (BEVs), are likely to affect employment in Michigan’s automotive manufacturing and distribution system over the next decade. The goal is to quantify how many jobs in Michigan depend on the automotive supply chain today, how that employment has evolved since the early 2000s, and how it may change through 2030 under alternative production-and-demand scenarios. This report examines the economic and workforce dynamics of Michigan’s Upper Peninsula (U.P.) through 2030, highlighting the region’s ongoing transition during population decline, workforce aging, and structural labor shortages. Despite these pressures, the U.P.’s labor force remains relatively stable due to increased participation among older workers, partially offsetting declines in prime-age cohorts. The region’s economy is highly specialized, with strong concentrations in extraction, construction, and production industries—sectors that offer high wages but are vulnerable to cyclical economic downturns.

Outcomes and Impact Quarterly

Drone technology presents growing career opportunities, yet youth access to education in this field remains limited. This study evaluates the Washington County 4-H Drone Camps, which aimed to equip youth in 4^th – 8^th graders with essential knowledge and skills in drone aviation. The Drone Camps focused on competencies such as drone anatomy, FAA regulations, and piloting skills. Evaluation results indicated youth improved in all competency areas after completing the camp. The Washington County 4-H Drone Camps effectively allowed youth to explore drone technologies and prepare them for a possible career pathway.

Nevada experienced one of the worst economic downturns in the nation following the onset of the COVID-19 pandemic, which exposed the vulnerability of Nevada workers. Unemployment insurance (UI) exists to provide temporary partial wage replacement during periods of involuntary unemployment while beneficiaries are actively seeking reemployment. The reemployment effort required of UI beneficiaries, which balances the work disincentive of income replacement, ensures that UI is social insurance rather than social welfare.

In 2017, Congress appropriated funding to provide reemployment services and eligibility assessments (RESEA) to UI beneficiaries. The legislation also required that states receiving RESEA conduct annual evaluations to produce causal evidence that reemployment services and eligibility assessments are effective.

The Patient Protection and Affordable Care Act passed by Congress and signed into law by President Barack Obama in 2010 effected major changes in the financing and delivery of health care in the United States. Veterans In Workforce Development: Participation And Labor Market Outcomes, Colleen Chrisinger

This paper compares the employment status and earnings of veterans and nonveterans following their receipt of public workforce development services in Washington State during the years 2002–2012. It also describes workforce program participation patterns for veterans and nonveterans to determine if veterans have equal or prioritized access to key programs, where prioritization is required by law. Based on tabulations and propensity score weighted regressions using administrative data, the results indicate slightly lower levels of participation by veterans than nonveterans in two major workforce programs (Wagner-Peyser and the Workforce Investment Act Adult program), and high participation in veteran-specific programs (Disabled Veterans …

In the 400 years since European settlement, Portland has survived the ravages of war, invasion, pestilence, conflagration, and economic depression and recession. Once a renowned manufacturing, trade, and shipping center, it now enjoys what might be called a post-industrial renaissance as a vibrant center for the arts, education, entertainment, and banking, legal, and medical services; and is frequently cited as one of America’s best small cities.
