CBN Statistical Bulletin
Financial data is compiled from balance sheets and financial statements, which are primarily designed for legal and administrative purposes rather than economic analysis. The Finance and Accounts Department prepares the CBN accounting balance sheet data for the Research Department, using the monthly return of Assets and Liabilities and the summary trial balance as benchmarks. The Financial Statistics Office compiles the analytical CBN balance sheet without major reclassifications or rearrangements. The consolidation of accounts of monetary authorities and deposit money banks produces monetary survey accounts. Deposit money banks are highly prone to volatility and fragility, making them subject to regulations and …

During the 1980's employment grew rapidly in the United States, prompting many analysts to label the U.S. economy the great American job machine. But while aggregate employment increased rapidly during the 1980's, many did not benefit from the expansion. Among less educated prime-age males, unemployment rates rose and labor force participation rates declined sharply. Moreover, although job growth was high, many argued that the quality of American jobs as measured by wages, benefits, and job security deteriorated. In the last paragraph of their masterpiece on the Egyptian workers' movement, Workers on the Nile, Joel Beinin and Zachary Lockman suggested that "[t]he strike and riot of textile workers in Kafr al-Dawwar in September 1984 may signal an end to the period of relative economic peace and labor quiescence" in Egypt. Their expectation turned out to be true. The 1984 upheaval in Kafr al-Dawwar was followed by five years of intensifying workers' struggle throughout Egypt. This culminated in two major sit-ins at the Helwan Iron and Steel Company in July and August 1989. Two salient aspects of this period …

Protecting Women's Jobs: Unions And Deindustrialization, Marietta Morrissey

This paper explores the impact of union membership on a group of unskilled women workers at a public university in a midwestern city. Although the region has experienced high levels of unemployment in recent years, women subjects have been relatively insulated from job loss. Consistent with other research findings on the consequences of unionization, interviews with 18 women indicate that their job tenure is long, tendency to exit jobs low, and wages and benefits relatively good. African-American and white women have slightly different employment histories, however, reflecting patterns of discrimination and occupational segregation in the work place. We investigate the design of an optimal Unemployment Insurance program using an equilibrium search and matching model calibrated using data from the reemployment bonus experiments and secondary sources. We examine (a) the optimal potential duration of UI benefits, (b) the optimal UI replacement rate when the potential duration of benefits is optimal, and (c) the optimal UI replacement rate when the potential duration of benefits is sub-optimal. There are three main conclusions. First, insurance considerations suggest that the potential duration of UI benefits would be unlimited under an optimal program. Under the new agrarian policies and economic rules of Article 27, implemented in January 1992, the customary patters of political patronage and loyalty in the countryside no longer operate as before. Campesions now are challenged to think and act like entrepreneurs who assume investment risks in order to successfully participate in competitive markets. Leigh begins by providing a summary of the evolution of labor market programs in seven industrialized countries: Australia, Canada, Germany, Japan, Sweden, the United Kingdom, and the U.S. He points out that a number of these nations are dealing with long-term unemployment by linking unemployment insurance benefits to participation in labor market programs, and that this is a requirement U.S. policy makers should examine closely. Leigh also performs informal cross-country evaluations of these countries' programs,focusing on policies he feels merit attention. A three-level active labor market program is then proposed for the U.S.

Using models developed for this study which incorporate an array of behaviors generally omitted from conventional models relating backloading to turnover, Gustman and Steinmeier find that backloading plays only a slight role in explaining mobility differences associated with pension coverage. They propose that higher wages often paid at pension-covered jobs play a greater role in reducing mobility than do pensions.

The authors identify and analyze the strategies for change and techniques most often used in today's labor negotiations. Nearly gone, they say, is the traditional "arms length" approach used by negotiators in the past. Instead, modern collective bargaining is characterized mainly by divergent strategies the authors characterize as either "forcing" (highly contentious) or "fostering" (highly cooperative). The authors reexamine the experience rating provisions in the U.S. UI system and look at its effects on both temporary layoffs and long-term permanent layoffs. For temporary layoffs, they propose a higher degree of experience rating through a restructuring of the tax code while eliminating administrative time lags between the payment of benefits and the resulting changes in taxes. Brechling and Laurence also propose experience rating as an effective means of internalizing the costs of the growing number of permanent layoffs, making the case that payroll taxes are not the ideal means of implementing experience rating in this situation. The authors begin with a thorough assessment of the many nonexperimental employment and training program evaluation techniques based on non-random comparison groups. These techniques typically use econometric methods to estimate the effects of employment and training programs by using comparison groups from non-program "external" sources. Then, recognizing the inherent drawbacks in these methods, Bell, Orr, Blomquist and Cain respond by reintroducing an evaluation method first implemented in the 1960s, the use of "internal" comparison groups consisting of nonparticipating program applicants. These groups include withdrawals, screen-outs and no-shows of the programs being evaluated in order to solve the selection bias problem. …
