The Columbus Promise: Three-Year Pilot Evaluation Report, Michelle Miller-Adams, Kyle Huisman, Kevin Hollenbeck, Bridget Timmeney

The Columbus Promise is a place-based, tuition-free college program designed to expand postsecondary access and economic mobility for graduates of Columbus City Schools. Launched with the high school class of 2022, the three-year pilot provides tuition support at Columbus State Community College (CSCC), a $500-per-semester stipend, and dedicated coaching and academic services. This evaluation, conducted by the Upjohn Institute for Employment Research, examines outcomes for all three cohorts (2022, 2023, and 2024), using administrative data, a comparison group of Columbus City Schools graduates from 2017–2021, regression-adjusted estimates of academic outcomes, and a synthetic difference-in-differences analysis of overall college enrollment. The design of a Promise program or place-based college scholarship requires community partners to make three key decisions: 1) Which students are eligible, 2) Where can students use the scholarship?, and 3) How should the scholarship be structured? Changes in available funding may affect all three decisions. This practice brief, developed in conjunction with the Kresge Foundation, lays out key principles for redesigning Promise programs when available funding changes, providing three case study examples to illustrate how program officials navigated redesign choices.

High care costs for children and older adults put an increasing strain on American families, often pushing caregivers out of the workforce. While investments in affordable care deliver lasting benefits for families, employers, and the economy, the federal Child and Dependent Care Tax Credit (CDCTC) falls short—leaving states well positioned to make a difference. This Policy Blueprint highlights three ways the CDCTC fails families, and three solutions for designing a state tax credit that can help.

A healthy housing continuum provides homes for those in a range of incomes or in different life situations. Kalamazoo County has a shortage of housing units at multiple price points. Low rates of construction, high construction costs, increased demand from a growing population, and housing costs that are increasing faster than wages have contributed to the shortage and affordability issues. This update completed in Spring of 2025 includes new housing assessment and demand numbers to incorporate the impact of the Ford BlueOval Battery Park in Marshall. This report estimates training needs in three Kalamazoo “core neighborhoods”: the Northside, Edison, and the Eastside. Using Census data, the analysis estimates the number of people potentially needing training in these neighborhoods as between 1,254 and 2,098 individuals. This report also estimates this training population’s characteristics, including: childcare needs, lack of a household vehicle, disability, felony records, substance abuse, mental illness. All these characteristics pose challenges for many hundreds in the training population. Based on a review of prior effective “sectoral training programs”, a training program may cost $7,300 per trainee, with over two-thirds of this cost due to various …

Place Distress And Job Growth: Are Recent Job Growth Trends Significantly More Favorable For Distressed Counties?, Timothy J. Bartik, Kathleen Bolter, Kyle Huisman

This paper examines whether recent job growth trends have become more favorable toward counties with greater baseline economic distress. Job growth trends are “competitive job growth,” which is defined as growth that exceeds what would be expected based on how a county’s industries are growing nationally. Baseline county distress is measured by the county’s “prime-age employment rate,” the employment to population ratio for 25–54-year-olds. The core findings are fourfold. First, for the most distressed counties, job growth trends have become more favorable since 2019, compared to the 2001–2007 and 2007–2019 periods. In recent decades, many local labor markets—especially those in former industrial areas—have experienced lagging employment rates, hourly wages, and annual earnings. Even in places that have thrived, disadvantaged racial and ethnic groups and those with less education have often fared poorly, and long-term growth has bypassed many Americans at the middle and bottom of the income distribution. This report employs a traditional methodology using American Community Survey data to examine employment, income, and poverty in three neighborhoods in Kalamazoo, Michigan: Eastside, Northside, and Edison. These neighborhoods are studied with an emphasis on eligibility status for the Distressed Area Recompete Pilot Program, administered through the U.S. Economic Development Administration. Eastside residents are unique in that a larger share earn income through wages or employment than do Michigan residents, yet their median income falls below those at the county and state levels in a statistically significant way.
