The Labor Supply Effects Of Welfare Reform, Timothy J. Bartik

Will welfare reform increase unemployment and reduce wages? The answer depends in part on how much welfare reform increases labor supply. This paper considers the labor supply effects of the welfare reforms that have occurred since 1993, when President Clinton entered office with a promise to "end welfare as we know it." The paper reviews previous estimates, and provides new estimates, of how many additional labor force participants have entered the labor force due to welfare reform. I estimate that welfare reform from 1993-96 increased the U.S. labor force by between 100,000 and 300,000 persons. Between 1996, when the major …

The Journal of Sociology & Social Welfare

This paper examines the struggle between labor and management at four, newly-opened supermarket/discount stores, culminating in a strike. It considers workplace control as an issue in the strike and its resolution. Edwards' typology of workplace control is reviewed, along with other indirect forms of control explored in recent literature. Workers complained most stridently about direct control mechanisms. Workers' objections to technical and bureaucratic control played only a minor part in workers' decision to strike and the work stoppage's outcome. Indirect controls, including customer and gender-specific control mechanisms, were seldom questioned or acknowledged by workers. On the other hand, both the …

This article analyzes the grassroots efforts of the working and unemployed poor of three Appalachian communities to improve their towns ' devastated economy in an era of rapid economic change and globalization. While all three were beset by plant closings, their forms of political mobilization, both before and after the shutdown, differed. Each group of workers mounted a communitywide campaign designed to convince the company to stay, to induce local government action, to receive pay and benefits due, and to influence state legislation and economic development policy. This paper extends earlier research on optimal unemployment insurance (UI) by developing an equilibrium search model that encompasses simultaneously several theoretical and institutional features that have been treated one-by-one (or not at all) in previous discussions of optimal UI. In particular, the model we develop allows us to determine the optimal potential duration of UI benefits as well as the optimal UI benefit amount; assumes (realistically) that not all workers are eligible for UI benefits; allows examination of various degrees of risk aversion by workers; models labor demand so that the job destruction effects of UI are taken into account; …

Contrary to popular belief, small businesses have a good success rate. Researchers who had originally analyzed the data and found high rates of business failures re-analyzed the same data and found that 80% of small businesses are still operating after eight years. Researchers discovered that the original research counted businesses that were sold, incorporated, or where the owner had retired as failures.

What Makes An Entrepreneur?, David G. Blanchflower, Andrew J. Oswald

This article uses various micro data sets to study entrepreneurship. Consistent with the existence of capital constraints on potential entrepreneurs, the estimates imply that the probability of self‐employment depends positively upon whether the individual ever received an inheritance or gift. When directly questioned in interview surveys, potential entrepreneurs say that raising capital is their principal problem. Consistent with our theoretical model's predictions, the self‐employed report higher levels of job and life satisfaction than employees. Childhood psychological test scores, however, are not strongly correlated with later self‐employment.

Were Finley's plan adopted, this incentive would be present for all players in all seasons, instead of just the few hoping for lucrative contracts at the end of the year. Vroman warns that states are more at risk for insolvency in the late 1990s than they were in 1990 and that a repetition of widespread and large-scale borrowing of the past is a distinct possibility. He bases this statement on an empirical study that examines historical levels of states' UI trust fund balances between recessions, and the specific methods used to finance trust fund blanaces. Because of this, working harder for less has become the battle cry of the blue collar worker. This study is focused on examining the decline in average real hourly wage in manufacturing.

In 1997, Nigeria experienced its third consecutive year of macroeconomic stability, resulting in modest improvement in domestic output growth and a persistently low inflation rate. The balance of payments position showed a modest surplus, and significant success was achieved in reducing domestic liquidity growth. Domestic output expanded further due to increased agricultural output and crude petroleum production, while the inflation rate declined further. Domestic output, measured by the Gross Domestic Product (GDP), increased by 3.8% in 1997, as against the average growth rate of 2.3% in the preceding three years. Welfare reform requires welfare recipients, with few exceptions, to participate in work activities and ultimately become economically self-sufficient. To ease the hardship associated with worker dislocation and to maintain social stability during the transition to markets, the governments of Hungary and Poland provide labor force members with unemployment compensation and a variety of active labor programs (ALPs). Follow-up surveys of participants in retraining, public works, wage subsidies, self-employment, and comparison groups were done in Hungary and Poland in early 1997. Preliminary analysis suggests positive net impacts for most ALPs and additive benefits from the use of the employment service in both countries. In the late 1980s, observers of the Massachusetts hospital industry were predicting a severe shortfall in skilled technical workers. The Worker Education Program (WEP) emerged as one of several responses to this projected labor shortage. It was premised on the idea of an internal solution to the need for workforce development, shifting the focus from external recruitment to upgrading of incumbents — nutrition, maintenance, clerical, and secretarial staff— and from traditional classroom training to workplace education.
