Mesauring The Effect Of Technological Change In Health Care Cost And Expenditure, Krishna P. Sharma

ABSTRACT

Background and objectives:

Technological change has a major role in driving up health care cost and expenditure. Yet we are not fully able to know the extent to which technological change affects cost and expenditure and the way new technologies enter the cost or expenditure functions. This paper uses historical data of US elderly males to see how health care spending associated with prostate cancer treatment behaves over time. Understanding the extent and mechanism by which a new technology actually translates into higher cost are main objectives of this study.

This paper presents a model of a small open economy that allows for international labor mobility, thereby endogenizing migrant transfers or remittances. The resulting model is calibrated to the Philippine economy, of which labor migration and remittance inflows are key forces that drive the economy’s growth. The model’s impulse response functions illustrate that the presence of these features generates a different set of dynamics from the standard small open economy model (without labor mobility). Depending on the source of the shock, labor mobility and remittances can either exacerbate or cushion the impact of the shock on the economy. A temporary …

Career Interruptions: Wage And Gender Effects, Jill Kearns

This dissertation examines the effects of career interruptions on workers’ wages. In chapter four I examine whether controlling for the type of interruption differently affects men’s and women’s wages and therefore can be used to explain the remaining gender wage differences. The increased participation of married women in the labor force has increased their wages from just 30% of men’s wages in 1890 to nearly 80% as of 2001. Thus, although the gender wage gap has narrowed over time, it has yet to be eliminated. One argument for the persistence of the gender wage gap is that previously researchers have …

Singapore's immigration discourse is deeply influenced by its need to “right-size” its population. As a society that has and remains in need of immigration, contemporary immigration and globalization have rigorously challenged the conventional thinking and understanding of citizenship, as well as notions of who belongs and who does not. Nevertheless, international marriages and pervasive in-and out-migration for purposes of employment, study, and family, conspire to make more pronounced the decoupling of citizenship and residence in Singapore. Who Benefits From Job Creation At County Level? An Analysis Of Leakage And Spillover Of New Employment Opportunities In Virginia, Xiaobing Shuai

Using an econometric model system built on county level labor market data, this study allocates new employments in Virginia from 1990 to 2000 into various demographic segments: commuters, residents, and new immigrants. The study finds significant leakage of new employment opportunities in Virginia. 52% of new jobs created in the 1990s in a locality were taken by outside commuters. However, Virginia’s localities also benefit from spillover benefits from job creation elsewhere. Economists need to account for employment leakage and spillover to accurately evaluate the fiscal impacts of potential economic development projects.

Connecting Youth And Communities: Customized Career Planning For Youth With Psychiatric Disabilities, Kim Brown, University Of Montana Rural Institute

Employment

Young people with psychiatric disabilities are significantly overrepresented in the juvenile justice system, tend to be employed sporadically if at all, and frequently have negative connections within and to their communities. Recent research conducted in Montana with youth who have developmental and/or physical disabilities demonstrates the effectiveness of using a customized career planning model to increase linkages to resources and access to community- based employment. Side benefits include improved self-esteem and positive community connections. The customization model holds promise as a way to reduce the risk factors young people with psychiatric disabilitiesf ace and increase the resiliency factors that can …

This study examines participation in Unemployment Insurance (UI) and Employment Services (ES) by adults who received cash welfare benefits through Temporary Assistance for Needy Families (TANF). Among those who leave TANF for employment, we measure the rates of subsequent unemployment, application for UI, eligibility for and receipt of UI benefits, and the use of Wagner-Peyser funded ES. We also investigate the correlations between UI and ES services receipt with reemployment and future independence from TANF. The analysis is based on person-level administrative program records from four of the nine most populated states between 1997 and 2003. Evidence suggests that three-quarters …

This paper examines labor market conditions and public employment policies in the United States during what some are calling the Great Recession. We document the dramatic labor market changes that rapidly unfolded when the rate of gross domestic product growth turned negative, from the end of 2007 through early 2009. The paper reviews the resulting stress on labor market support programs and the broad federal response. That response came through modifications to existing programs and the introduction of new mechanisms to help Americans cope with job loss and protracted unemployment. Latinos in the New York State’s labor force grew in numbers by 61% during this period compared to 22% for blacks and only 3% for non-Hispanic whites. From these proportions it follows that the workforce development efforts in the state should pay special attention to minority workers, especially Latinos. This report assesses the degree to which available resources in this area are being used to service this group of workers.From this review, the authors infer that of the millions of dollars invested in workforce development efforts in the state, the proportion allocated to address the Latino workforce is astonishingly small. …

In 2009, workers and their families across the country felt the impact of serious economic downturn, with unemployment reaching a 26-year high. While recent news suggests things may be improving, we cannot forget that for many low-wage and hourly workers -- who now represent over a quarter of the U.S. workforce -- the recession only exacerbated their ongoing struggle to hold down quality jobs while caring for their families.

A variety of evidence points to significant growth in domestic contracting out over the last two decades, yet the phenomenon is not well documented. In this paper, we pull together data from various sources to shed light on the extent of and trends in domestic outsourcing, the occupations in which it has grown, and the industries engaging in outsourcing for the employment services sector, which has been a particularly important area of domestic outsourcing. Heterogeneity In Returns To Work Experience: A Dynamic Model Of Female Labor Force Participation, Ken Yamada

This paper provides structural estimates of heterogeneous returns to work experience for Japanese married women. A dynamic model of labor force participation is used to account for dynamic selfselection into employment. Heterogeneity is incorporated into the model in a way that allows for the multidimensional skill heterogeneity in employment and home production and for the individual-specific slope and curvature of experience effect on earnings. The structural estimates and their comparison to the reduced-form estimates highlight the importance of dynamic self-selection into employment and heterogeneity in returns to work experience.
