Does The Financial Experience Of Sec Regional Directors Impact Sec Investigations Into Reporting Entities?, James Justin Blann

The SEC’s Division of Enforcement is frequently criticized for its lack of oversight effectiveness, and certain vocal critics attribute this to a lack of financial experience within the SEC. Using hand-collected data on SEC regional directors, I find that the majority of these SEC officials lack financial experience. I then examine whether the financial experience of SEC regional directors impacts SEC investigations into reporting entities. Consistent with financial experience equipping directors to better process complex financial transactions and reports, I find that directors with financial experience open public company investigations 29 percent more often and conduct these investigations 34 percent …

This dissertation evaluates the effects of three development interventions on female education in Afghanistan: 1) effects of foreign military withdrawal on females’ demand for higher education; 2) impacts of PEZAK, a community-driven university entrance preparation, on student enrollment and performance in tertiary education; and 3) long-term effects of National Solidarity Program (NSP), that established gender-balanced local development councils, on female enrollment. Foreign military withdrawal increased female participation in higher education by 0.3 percentage points from a base value of 0.05 percent participation per capita. The PEZAK increased test scores by 0.17 standard deviations and had a positiveeffect on enrollment in …

In this thesis, we examine the role of local ethanol plants on net price received by Nebraskan corn growers, with net price comprised of the grain buyer’s bid onsite less the transportation cost incurred through delivery. As each farm operation is uniquely located between different sets of grain buyers, an ethanol plant impacts each grower’s net price to a different degree, depending on location. Exploring this, we use grain bid and transportation cost data based on actual ethanol plants, grain elevators, and sample farm locations in Nebraska, estimating the diversely located corn grower’s net prices received from surrounding grain buyers. …

Green roofs are being incorporated into stormwater management programs around the world. While numerous studies have estimated the private benefits to the owners and residents of buildings with green roofs, the value of the multiple public benefits received by non-building residents are less well known. We use a choice experiment survey to estimate the public benefits for a proposed green roof program in Portland, Oregon, USA. These benefits include reduced combined sewer overflows, reduced urban heat island effects, and an increase in pollinators such as birds, bees and butterflies. We examine the channels and efficacy of monetary policy at the zero lower bound (ZLB) through the lens of shadow rate models. We compare estimates across models with various factor structures and different assumptions about interest rate forecasts. We confirm that calendar-based forward guidance discretely shifted the implied duration of the ZLB and that large scale asset purchases (LSAPs) primarily lowered term premia. However, we find that the real effects of monetary policy are more muted relative to prior estimates: a 1 standard deviation fall in the shadow rate causes a peak decline in the unemployment rate of 0.003-0.01%.

This dissertation examines regulatory responses to global private currencies (GPCs). Through detailed analyses of the history and evolution of private digital currencies, and through case studies of the United States, the European Union, and China, this dissertation identifies five factors that condition regulatory responses: (1) compliance with anti-money laundering (AML) laws, (2) compliance with systems built for fiat currencies, (3) degree of transparency in operations, (4) culture of sovereignty within the nation, and (5) great power competition with other nations. Dynamic Price Competition: Theory And Evidence From Airline Markets, Ali Hortaçsu, Aniko Öry, Kevin R. Williams

We introduce a model of oligopoly dynamic pricing where firms with limited capacity face a sales deadline. We establish conditions under which the equilibrium is unique and converges to a system of differential equations. Using unique and comprehensive pricing and bookings data for competing U.S. airlines, we estimate our model and find that dynamic pricing results in higher output but lower welfare than under uniform pricing. Our theoretical and empirical findings run counter to standard results in single-firm settings due to the strategic role of competitor scarcity. Pricing heuristics commonly used by airlines increase welfare relative to estimated equilibrium predictions.

We study bilateral trade with a seller owning multiple units of a good, where each unit is of binary quality. The seller privately knows her “type”—defined by the number of lemons that she owns — and which units in her endowments are the lemons (“withintype adverse selection”). We characterize the set of informationally constrained Pareto optimal allocations and show that every such allocation must involve a trade characterized by a threshold λ∗, with types having less (more) than λ∗ units of lemons selling only their lemons (selling their entire endowment). The Fukushima nuclear disaster was profoundly a man-made one, resulting from the organiza-tional failure of nuclear emergency preparedness. To fully understand the cause of this disaster, I propose to extend an organizational perspective on disasters into a macro-institutional perspec-tive on disaster preparedness. To this end, I borrow from science and technology studies the concepts of "sociotechnical imaginary" and "civic epistemology" to probe the deepest layers of meaning-making constitutive of disaster preparedness. I then apply these concepts to the history of nuclear energy in postwar Japan that was centered on the developmental state pursuing in-dustrial transformation. Specifically, I illustrate how the …

In this paper, we study how local politics affect state level implementation of a critical federal environmental policy, the Clean Air Act, in the electricity generation sector. The analysis focuses on the installation of capital intensive air pollution abatement technology in highly regulated “nonattainment” areas, which violate federal air quality standards. The primary research design uses a regression discontinuity in the vote share for Republican governors and event study analyses of close elections. In nonattainment areas, Republican gubernatorial control differentially decreases new air pollution abatement capital spending by 90% and the probability of installing the most effective nitrogen oxide abatement …

Only the stock selection (“alpha”) decisions of fund managers who trade on firm-specific information should have predictive return content. Faced with the same information, skilled fund managers make similar stock selection decisions. In Chapter one, we introduce a new measure - stock investment quality - which uses fund quality to weight asymmetries in private information reflected in deviations of fund from peer group ownership on stocks in a style segment. We show stocks ranked high on investment quality generate significantly higher excess returns that persist through the ensuing year. Consumers continue to demonstrate a willingness to accrue more debt. They are also more accepting of increased repayment risk via the acceptance of longer loan terms. Extant research on consumer borrowing consists primarily of experiments designed to assess consumer choices and understand how consumers evaluate loan attributes in relation to one another within consumer borrowing contexts (Kamleitner, Hoelzl, and Kirchler 2012; Ranyard et al., 2006). This paper first considers a bilateral-trade model with one-sided asymmetric information in which one agent (seller) initially owns an indivisible object and is fully informed of its value, while the other agent (buyer) intends to obtain the object whose value is unknown to himself. As no mechanisms can generally result in efficient, voluntary bilateral trades (Jehiel and Pauzner, 2006), we aim to overturn this impossibility result by employing two-stage mechanisms (Mezzetti, 2004) in which first, the outcome (e.g., allocation of the goods) is determined, then the agents observe their own outcome-decision payoffs, and finally, transfers are made. Major League Baseball (MLB) teams regularly call up players from their Minor League Baseball (MiLB) affliates to fulfill roster needs. This paper utilizes a manually collected panel of player call-ups between 1946 and 2019 and studies their impact on competitive balance in the minor leagues. Our results indicate an overall positive relationship between call-ups and competitive balance in the MiLB, with the pro-competitive effect primarily driven by the AA leagues and not AAA leagues. We also find suggestive evidence of the effect being likely explained by the promotion of MiLB players to MLB, rather than the demotion of MLB players …

This study attempts to investigate how economic growth (EG), energy consumption (EC), and population (POP) hurt the environmental quality of five regions: South Asia, East Asia, Latin America and the Caribbean, North America, as well as the Middle East and North Africa. The Wald and NARDL bounds tests check asymmetry and cointegration among the variables, respectively. The study has used the panel non-linear autoregressive distributed lag (PNARDL) model to analyze the non-linear panel cointegration and the panel short and longrun associations among the variables. President Musharraf assumed power in October 1999 under difficult circumstances when Pakistan was already facing sanctions for nuclear testing, further compounded by sanctions against the military takeover. External liquidity had dried up due to the freezing of foreign currency deposits in May 1998. The new government assigned priority to debt restructuring and reforms in taxation, trade, the financial sector, privatization of state-owned enterprises, and deregulation of private businesses. This paper develops a theory of crime in which potential victims elect their vigilance levels. When vigilance expenses are greater than expected property losses, an increase in penalties raises crime, namely, a criminal Laffer curve emerges. This curve is higher and peaks earlier when victims face higher costs. Thus, the government may wish to subsidize vigilance rather than increase penalties. Indeed, an increase in penalties may shift the vigilance levels further away from their socially optimal ones. Finally, the crime rate first rises and then falls in the property value at stake, which is consistent with the empirical evidence.

This study examines the role of knowledge about underlying causal relationships in classifying controls in order to mitigate omitted- and included-variable biases. Using simulations and accounting examples, the study shows that the researcher may not distinguish good and bad controls because the underlying causal relationships are unobservable, and remedying strategies (such as the relative timing of measurement) may not remove the uncertainty in the classification. Because of the uncertainty about which controls to use, two or more models will be credible as will the distinct estimates derived from them. We show that ongoing zero portfolio weights in cryptocurrency are surprisingly difficult to generate in a standard Bayesian portfolio theory framework. With ten years of prior data, equity market investors would need very pessimistic priors on mean returns to justify never having bought cryptocurrency: -10.6% per month for Bitcoin, and -19.6% per month for a diversified portfolio of cryptocurrencies. Moreover, most priors that involve never purchasing cryptocurrency imply that investors should short cryptocurrency. Optimal absolute weights are generally small but non-trivial (1-5%), frequently positive, and fairly smooth despite returns being volatile. Under a wide range of priors, the certainty equivalent …

We provide a review and empirical study on the exchange rate system reform in China. In the initial stage of the reform the Chinese central bank PBoC's implicit promise of gradual appreciation helped to contain the appreciation rate and volatility of the renminbi. Subsequently, under US pressure for faster appreciation and hence the PBoC's moderate violation of the implicit promise, there was a significant rise in the appreciation rate and the volatility of the renminbi. The moderate violation deteriorated further, forming a vicious cycle of speculative flows and faster exchange rate changes. Upon the onset of the global financial crisis …

Firms in global markets often belong to business groups. We argue that this feature can have a profound influence on international asset pricing. In bad times, business groups may strategically reallocate risk across affiliated firms to protect core “central firms.” This strategic behavior induces co-movement among central firms, creating a new intertemporal risk factor. Based on a novel data set of worldwide ownership for 2002–2012, we find that central firms are better protected in bad times and that they earn relatively lower expected returns. Moreover, a centrality factor augments traditional models in explaining the cross section of international stock returns.

Customer Concentration And Corporate Carbon Emissions, Saiying Deng, Tinghua Duan, Frank Weikai Li, Xiaoling Pu

This paper examines whether economic links with major corporate customers curb corporate carbon emissions. We show that supplier firms with a concentrated customer base have significantly lower carbon emissions. The baseline results are robust to alternative measures of carbon emissions and customer concentration, and various approaches that mitigate endogeneity concerns due to omitted variables and reverse causality. Moreover, the curbing effect of customer concentration on supplier carbon emissions is more pronounced in firms facing lower customer switching costs, with less (more) supplier (customer) bargaining power, fewer redeployable assets, operating in more carbon-intensive industries, and after the Paris Agreement of 2015. …

The Embodiment Controversy: On The Policy Implications Of Vintage Capital Models, Roberto M. Samaniego, Juliana Yu Sun

We explore the long-run impact of policy on the level of economic activity through changes in the vintage distribution of capital, in a model where different vintages coexist in production. Because firms can choose the vintage of capital in which they invest, investment subsidies do not affect the vintage structure of capital. In contrast, vintage-specific taxes or subsidies that target the newest vintages of capital can significantly affect output and welfare in the long run, mainly downward. Transition dynamics are rapid, so that steady-state comparisons give an accurate picture of the welfare impact of vintage tax wedges.

We study how changes in female representation at the top of a firm’s organisation affect gender-specific outcomes across hierarchies within firms. We start by developing a theoretical model of a hierarchical firm, where gender representation in top organisational layers can affect gender-specific hiring and promotion probabilities at lower layers. We then exploit a recent French reform that imposed gender representation quotas in the boards of directors and test the model’s predictions in the data.
