Pursuing Antiracist Public Policy Education: An Example Connecting The Racist History Of Housing Policy To Contemporary Inequity, Craig W. Carpenter, Tyler Augst, Harmony Fierke-Gmazel, Bradley Neumann, Richard Wooten

We review the antiracism concept and contextualize it in Extension public policy education and the Extension system itself. Despite public policy education having a long history in Extension on a wide variety of issues, missing from this programming is the pursuit of antiracism. As a programmatic example, we review some historical causes of present-day housing inequities and an associated example approach for pursuing antiracism in housing policy education. Finally, we conclude by noting additional opportunities to pursue antiracism in Extension public policy education. In doing so, we emphasize that public policy education cannot be “nonracist” if it is not antiracist.

Eight U.S. states have enacted legislation that mandates high school seniors to act on the Free Application for Federal Student Aid (FAFSA) before graduation. At least 10 other states are considering implementing similar FAFSA requirements. While proponents of the law believe it will affect postsecondary education and the workforce positively, dissenters argue that the policy is an unfunded mandate that taxes students and parents without offering adequate resources. This article synthesizes existing literature related to policy-related nudge campaigns to provide an Extension-led, cost-effective strategy to achieve the FAFSA mandate’s goal and improve citizens’ FAFSA completion behavior.

U.S. based bank holding companies (BHCs) exert influence at every step in the legislative process where financial regulatory reforms are enacted into law, such as the Dodd-Frank Act, to promulgation of regulations. In Chapter II, we maintain that BHCs, upon facing salient regulation, lobby regulators to have their opinions heard with the goal of favorable regulatory change and to increase non-traditional revenues. We undertook a novel collection of political and financial data from 2003 to 2018, matching 180 pairs of parsed proposed and final regulations. U.S. industries have become more consolidated over the past decades. This trend has raised concerns regarding its impact on society. This paper delves into the connection between market concentration and political outcomes. By integrating lobbying data from the Center for Responsive Politics with industry-wide economic data from 2003 to 2019, I utilize several multivariate models to investigate the link between concentration and lobbying expenditures at the aggregate U.S. industry level. A sizable body of evidence suggests that individuals make retirement preparation plans for the future, but then they persistently fail to follow through and prepare adequately to fund their retirement. In parallel, observational and experimental evidence suggests that people discount the future hyperbolically, and a hyperbolic discount function leads to inadequate preparation for retirement in modeling applications. In this paper, I construct a life-cycle model of consumption, saving, and intensive labor supply in which the representative individual possesses a hyperbolic discount function. This study examines the impact of global financial market conditions on risk connectedness and transmission among MENA economies. Using weekly stock market volatilities and a smooth transition threshold vector autoregressive model, the authors analyze risk transmission under varying financial stress levels. Results show stronger risk interdependency during high-stress periods, with Kuwait, Oman, Qatar, Saudi Arabia, Turkey, and the UAE as net risk transmitters. The regime-dependent model reveals stronger risk transmission compared to the overall mean-based VAR model.

This paper analyzes the role of the quality of governance on financial development to create favorable conditions to attract FDI in the MRNA region. Using a panel data and GMM method from 1985 to 2021, results show that the banking development variables (credit to the private sector) and capital account openness improve the attractiveness of FDI inflows. This effect is higher for countries above the governance threshold. However, the effects of the stock market variables (stock market value traded and capitalization) are significant and positive only in the developed group beyond a certain level of governance. Using System General Method of Moments approach estimation methodology on annual data 73 developed and developing countries including 12 Middle East and North African (MENA) and 45 Sub-Saharan African (SSA) countries, the study estimates the impact of green finance on the eradication of extreme poverty by 2030, the first goal of the Sustainable Development Goals (SDGs). Using green bond issuance as a measure of green finance, the results indicate that the penetration of green finance measure has a positive, statistically significant impact on reducing extreme poverty for the full sample, but not in the MENA and SSA countries. In this paper, we examine the impact of innovation on employment in the Turkish labor market between 1991 and 2021 by using monthly patent grants and annual R&D expenditure statistics. We employ ARDL (autoregressive distributed lag) approach to carry out the empirical analysis. Our results differ mainly depending on the analyzed time period and analyzing innovation with two different proxies that give the same result, which is an indication of the robustness of the results. While the effects of labor unions on objective conditions have been extensively studied, little is known about their role in individuals' perceptions of economic circumstances. We investigate whether union density affects the subjective well-being of area residents by exploiting the staggered adoption of right to work laws in the United States through a border-county design. We find that unionization promotes happiness for those of low socioeconomic status, including non-college-educated residents and current or former blue-collar job holders, but has no discernible impact on their high-status counterparts. This paper examines the impact of an Indonesian conditional cash transfer program, named Program Keluarga Harapan (PKH), on households’ use of institutional delivery facilities at childbirth. Difference-in-differences and fixed effects regressions were conducted to examine the relationship between receipt of PKH cash transfers, use of institutional delivery facilities, and accessibility to institutional and traditional delivery facilities. Intrastate conflict generally undermines human development but its effect on global poverty across different income thresholds remains poorly understood. This paper analyzes how many people will live in poverty due to intrastate civil conflict in 2030, 2050, and 2070 using the International Futures model and shared socioeconomic pathways, forecasting 12 scenarios for 179 countries. A baseline conflict scenario leads to an additional 148.2 million (range: 50.7 to 186.0 million) people living in extreme poverty (Sustainable Development Goal.

When correcting for consumption externalities policymakers may employ economic incentives, a uniform moral suasion intervention, or various micro-targeted moral suasion interventions. To assess the relative effectiveness of these policy interventions, we randomly assign consumers to different moral suasion treatments designed to increase their willingness to pay for energy efficient light bulbs. Both economic incentives and single moral suasion interventions have similar modest effects on household willingness to pay for this durable good. However, we find that optimally targeting moral suasion messages increases consumers' choice of the most efficient light bulbs even more than large subsidies.

How does pay-for-performance (P4P) impact productivity and the composition of workers in mission-oriented jobs when output has multiple dimensions? This is a central issue in the public sector, particularly in areas such as education and healthcare. We conduct an experiment, manipulating compensation and mission, to answer these questions. We find that P4P has significantly smaller positive effects on productivity on the incentivized (quantity) dimension in the mission-oriented setting relative to the non-mission-oriented setting. On the other hand, P4P generates no loss in performance on the non-incentivized (quality) dimension of effort in the mission-oriented setting, whereas it does so in the …

Evidence shows that education, labor market conditions for ex-offenders, and wages influence crime rates. The relationship between wages and crime specifically, has interesting potential policy implications, especially in arguments for increasing the minimum wage. Economists speculate that increasing the minimum wage may help reduce crime by increasing wages and thus increasing the opportunity cost of committing crime, making it riskier and less necessary for people to supplement their incomes through illegal avenues. In this paper, I explore explanations for and effects of variation in stringency in occupational licensing requirements across states. Focusing on data on cosmetology, I first analyze the effect of characteristics of the professional licensing board, including its membership composition and department within the state government, on the regulations the board implements. I find evidence that the department of a board impacts its licensing fees, with health-based departments requiring lower fees than commerce- and general licensing-based departments.
