Fish culture is an activity which for almost a century has been graced with public favor. Since the discovery that fish could be spawned and raised artificially, people have delighted in its presumed possibilities, but seldom have they realized that fish culture has definite limitations. The average angler of the average citizen, although he keeps a scrutinizing eye on matters of taxes and public expenditures, is rarely known to disapprove of fish hatcheries and the stocking of streams and lakes with fish.
