There has been a growing awareness that the traditional theory of international capital movements is static and must be reformulated by including dynamic elements that are common in the actual world. This awareness has long since occupied the mind of the present author whose study covers not only the so-called ‘classical’ theory of J.S. Mill, F.W. Taussig, F.G. Graham, et al, and the ‘modern’ theory of B. Ohlin, G. Harberler, R.F. This report analyzes the unique market conditions, structural traits, and commercial loan performance of mortgage financing in the historically nonconforming Rio Grande Valley area of Albuquerque. Written from the perspective of an active commercial lender, the study establishes that flexible, innovative real-estate lending programs are highly viable and secure within multi-ethnic, architecturally distinct communities despite a lack of formal urban zoning, conventional subdivision configurations, or standard documentation frameworks.

The Generality Of Neutral Principles: A Game-Theoretic Perspective, Robert L. Birmingham

Eleven years ago Professor Wechsler first argued that constitutional adjudication should be based on neutral principles of general applicability that transcend the factual contexts of the cases in which they are announced. Since that time, legal scholars have been engaged in a continuing debate over both the meaning and the validity of Wechsler's thesis. Professor Birmingham adds a new perspective to this debate by analyzing neutrality and generality in terms of game theory.

A wide variety of economic models includes expectational variables among the list of variables determining behavior. In this paper it is shown that for a large class of time series, expectations about the future of observed series or about unobserved components of economic time series may lead to rational lag distributions. Specifically it is shown that rational distributed lags arise whenever the series (or the ρ-th difference of the series) have autoregressive, moving average representations and linear least squares forecasts are calculated. The orders of the lag distributions are also given. In Section 4 an example is given that shows …

Quarterly Census of Employment and Wages
The Quarterly Census of Employment and Wages (QCEW) is a comprehensive program that compiles data on employment and wages for workers covered by state unemployment insurance laws and Unemployment Compensation for Federal Employees (UCFE). It provides a virtual census of nonagricultural employees and their wages, along with data on agricultural industries. The QCEW program is a cooperative effort between the Bureau of Labor Statistics (BLS) and state employment security agencies.
