Since World War I, the federal government of the U.S. has played an increasingly important role in social and economic functions of the American society. Whether by direct employment or through indirect payments to private and public parties, federal programs have an unquestionable impact on the distribution of economic activity among various regions of the U.S. This impact varies directly with the relative magnitude of federal participation in total economic activity of any region.

State Expenditures In Utah: An Analysis Of Time-Series Models, William Darrell Lewis

The purpose of this paper was to determine the economic, sociopolitical, and other related factors which account for the variation in state expenditures across time. Utah was selected as the test state and data were collected from school records, political rosters, employment statistics, and a variety of federal government documents. Particular emphasis was placed on three areas: the cause-effect relationships between variables, relating the model to a body of economic theory, and demonstrating how the model may be applied in forecasting state expenditure needs.

Quarterly Census of Employment and Wages

The Quarterly Census of Employment and Wages (QCEW) is a comprehensive program that compiles data on employment and wages for workers covered by state unemployment insurance laws and Unemployment Compensation for Federal Employees (UCFE). It provides a virtual census of nonagricultural employees and their wages, along with data on agricultural industries. The QCEW program is a cooperative effort between the Bureau of Labor Statistics (BLS) and state employment security agencies.

A growing body of empirical research has documented persistent divisions among American workers: divisions by race, sex, educational credentials, industry grouping, and so forth (F. B. Weisskoff, B. Bluestone, S. Bowles and H. Gintis, D. Gordon, 1971 and 1972, B. Harrison, M. Reich, H. Wachtel and C. Betsey, and H. Zellner). These groups seem to operate in different labor markets, with different working conditions, different promotional opportunities, different wages, and different market institutions.

These continuing labor market divisions pose anomalies for neoclassical economists. Orthodox theory assumes that profit-maximizing employers evaluate workers in terms of their individual characteristics and predicts that …

Lower real incomes in the agricultural sector compared with other sectors of the economy have led to continued migration of rural people to urban areas. Despite this movement of surplus people from farm areas, incomes in the rural sector have failed to keep pace with those in urban areas. Fewer social amenities and other conveniences have also contributed to rural-urban migration.

The economic efficiency of water development in Utah, including transfer systems, has seldom been examined, nor has the costs of public policies which result in deviations from efficient allocations. In order that public officials be better informed about water allocations, the present effort examines the efficient allocation of water in time frames up to 2020 under several alternative assumptions and calculates the cost of alternative policies.

The Application Of Legal And Business Policies To State Prison Industries, Daniel Pramuk, Gregory Robinson, William Rotzien

IUSTITIA

The Prison Industries (P.I.) division of the Indiana State Department of Correction presented the challenge of a business function that must be carried out to achieve policy goals established by the legislature. The legal constraints imposed upon P.I. present barriers unique to the regular business community, and yet, analysis of conventional business planning provides a starting point for an analysis of P.l's plan and its implementation, and provides a guide for posing alternative plans. The Pendleton Reformatory was chosen for observation of P.I. in operation and its relation to the prison as an institution.

With the increasing number of problems impacting higher education today, several efforts have been undertaken at the national, state and institutional levels. All of these reactions to the growing problem situation usually result in increased information requirements. The ability to accurately project student enrollment is a requisite to proper planning, budgeting and management of higher education.
