The role of public libraries is changing in response to a multitude of influences and trends. The exponential growth of technology as the primary method of information access, funding challenges, changing demographics, and other mitigating factors have forced public libraries to become more than book repositories. Community library leaders and governing board members are faced with challenges such as decreased funding, community division regarding library services, and soaring costs for library materials and services, as they develop and adopt policies and practices to navigate this ever-changing environment.

How can we better understand the relationship between capitalism and democracy today? This article challenges the prevailing “independence thesis” that views capitalism and democracy as separate and often antagonistic systems. By revisiting Adam Smith’s integrationist approach to political economy, I argue for a more nuanced understanding of the symbiotic relationship between political and economic orders. The article critically examines common responses to the independence thesis – insulation and implementation strategies – and proposes an alternative framework based on Smith’s integrated political economy. The decline in the number of equine veterinarians creates significant challenges for the future of equine veterinary medicine. One crucial aspect of this issue is how the financial health of equine veterinary practices might be improved. Examining how horse owners respond to changes in the prices of veterinary services allows practices to determine whether adjusting prices can improve practices’ financial standing. Using an online stated preference survey completed by 4,992 horse owners in the U.S., this study investigates horse owner preferences for equine veterinary services. Discharge delays present hospitals with challenges in managing costs for Medicare admissions. Meanwhile, Inpatient Rehabilitation Facilities (IRF) are subject to strict pre-admission requirements that can complicate efficient transitions of care for patients with intensive rehabilitation needs. The purpose of this retrospective quantitative correlational study was to examine any relationship between acute care discharge delays and IRF utilization. This study investigated whether length of stay (LOS) and Medicare Advantage prior authorization requirements impact IRF referrals by reviewing 3,747 medical records of acute stroke patients aged 65 years and older at a regionally integrated healthcare system over a 3-year period (2020- 2022). …

Exploring The Drivers Of Internal Labour Migration For The Regions Of Great Britain, Heather Dickey, Maire Carroline Magante

The role of internal migration in reducing regional inequalities is a common feature of classical economic theory and urban economics models. If regional migration is important in reducing spatial disparities, then understanding its causes, and barriers, is crucial. This paper explores the drivers of regional migration behaviour in Great Britain. Findings point to rigidities in housing that deter mobility across regions; and regional differences in the drivers and effects of regional migration. Our paper supports greater focus on spatial disaggregation, since migration studies conducted at the national level ignore important spatial differences in migration behaviour.

State of the Northwest Arkansas Region Report

The State of the Northwest Arkansas Region Report is an annual publication commissioned by the Northwest Arkansas Council that serves as a tool for evaluating economic performance. In July 2018, the Council created a new blueprint for development, benchmarking Northwest Arkansas against other high-performing regions, including Austin, Texas; Des Moines, Iowa; Madison, Wis.; Durham-Chapel Hill, N.C.; Raleigh, N.C.; and Provo-Orem, Utah. The 2024 report compares Northwest Arkansas with these regions in GDP, employment, unemployment, establishment growth, median household income, average annual wages, poverty, educational attainment, research and development, homeownership costs, commuting time and average domestic airfares.

Portland State University (PSU) serves as a vital economic and social engine for the Portland metropolitan area and the state of Oregon. With more than 20,000 students enrolled across eight distinctive colleges and schools, offering more than 200 degree and certificate programs, and employing a total workforce exceeding 3,500, PSU contributes significantly to economic, social and community vibrancy through its core educational, research and engagement activities. In this paper, we examine the intersection of financialization, wealth inequality, and the housing market in the United States with an emphasis on the relationship between absentee ownership and declining rental affordability. At the same time as financialization has increasingly transformed the market for residential real estate into a vehicle for financial speculation, households at the bottom of the income distribution have been disproportionately affected by rising rents and declining housing affordability. The received characterizations of feasible interim allocations are mostly in the spirit of Border (1991): Fix a family of sets, each containing some player-types, and test the interim allocation under consideration against all these sets. In the published literature, such Border-like characterizations are known to be valid only in the paramodularity framework, which rules out combinatorial complexities such as matchings. This paper presents a necessity and sufficiency test for Border-like characterizations with or without paramodularity. As natural disasters grow in frequency and intensity with climate change, limiting the populations and properties in harm’s way will be key to adaptation. This study evaluates one approach to discouraging development in risky areas—eliminating public incentives for development, such as infrastructure investments, disaster assistance and federal flood insurance. Using machine learning and matching techniques, we examine the Coastal Barrier Resources System (CBRS), a set of lands where these federal incentives have been removed. We find that the policy leads to lower development densities inside designated areas, increases development in neighbouring areas, reduces flood damages and alters local demographics. Our …

In this chapter, we survey the performance of Virginia’s metropolitan areas this decade. We first discuss population trends and the demographic challenges facing metro areas. We then delve into measures of economic activity, including taxable sales and Gross Domestic Product (GDP). We also discuss labor markets in each metro area. We conclude with thoughts about how Virginia can foster growth across its metropolitan areas.

This study investigates the impact of inward foreign direct investment (FDI) on environmental quality across 31 Asian countries from 1990 to 2020. These countries are categorized into three income groups: 14 lower-middle income, 10 upper-middle income, and 7 high-income countries. Environmental quality is assessed using two key indicators—carbon dioxide (CO₂) and fine particulate matter (PM2.5) emissions. To capture both the short- and long-run dynamics, the research uses the panel Autoregressive Distributed Lag (ARDL) technique within the STIRPAT (Stochastic Impacts by Regression on Population, Affluence, and Technology) model framework. The utilization of supplementary cementitious materials (SCMs) subjected to carbonation processing represents a viable strategy to mitigate anthropogenic CO2 emissions associated with concrete production, potentially contributing to the achievement of carbon neutrality. However, existing studies have limitations in effectively predicting the varying carbonation capacities of different SCMs, a gap that this research aims to address. Recent research efforts focused on the carbonation of waste-material-sourced SCMs are reviewed, along with a comparative discussion on diverse carbonation methods. Hampton Roads’ economy was a study in contrasts in 2024. For the first time in almost two decades, the regional economy grew in four consecutive years. A record number of individuals were in the civilian labor force and employed, and employers reported a record number of jobs. Job growth, however, lagged our peers. Now is the time to invest in key industry clusters to spur private-sector job growth in the region and build upon our recent economic fortunes.

State of the Region Reports: Hampton Roads

There was (mostly) good news to report about the pillars of the Hampton Roads economy in 2024. More defense spending flowed into the region. While cargo traffic declined at the Port of Virginia in 2023, the declines were mainly driven by outbound cargo traffic. The declines at the Port were also proportionally less than many other ports across the nation. Nominal hotel revenues continued to climb, but real hotel revenues fell in 2023 as occupancy rates dipped slightly. The hotel industry, however, continued to outperform the state and the nation.

In this chapter, we examine one particular corner of a much larger disability story – those individuals who have a work history and subsequently seek to receive income from the Social Security Administration because of that disability. Contrary to what many people believe, both the number of applications for worker disability and rates of approval of those applications have trended downward in recent years. We explore the differences in disability rates and workers across Hampton Roads.
