In September 2008, in the wake of the freezing of credit markets caused by the Global Financial Crisis (GFC), Fortis Group, a financial conglomerate incorporated in Belgium and the Netherlands, faced depositor runs and share price deterioration. These negative consequences were a result of its exposures to US subprime mortgage-related assets and other losses from its 2007 acquisition of ABN AMRO, a large Dutch bank. Dexia Group (Dexia, or the Group) was a banking and insurance conglomerate that specialized in public financing with major operations in Belgium, France, and Luxembourg. Following the collapse of Lehman Brothers in mid-September 2008, Dexia faced a liquidity crunch as wholesale funding markets froze. Faced with insolvency concerns, authorities from the bank’s three primary markets, Belgium, France, and Luxembourg, conducted overnight negotiations to agree on capital injection terms. On September 30, 2008, authorities and the bank’s board of directors announced a EUR 6.4 billion (eventually EUR 6 billion) capital injection intended to restore Dexia’s solvency and maintain systemwide stability. Hypo Alpe Adria (HAA) was Austria’s sixth-largest bank at the time of the Global Financial Crisis of 2007–2009 (GFC), with EUR 41.2 billion (USD 29.2 billion) in total assets as of June 30, 2008. HAA pursued a growth strategy in Southeastern Europe in the years preceding the GFC, which proved troublesome for HAA’s loan portfolio and led to large write-downs in autumn 2008. HAA’s majority shareholder was a German landesbank, Bayerische Landesbank (BayernLB). On October 26, 2008, the Austrian Parliament passed a EUR 100 billion support scheme in response to the GFC, with EUR 15 billion allocated for troubled banks. …

Government recapitalizations of systemic banking organizations can be costly and unpopular but are sometimes necessary to protect depositors and prevent financial contagion. This paper surveys 23 Yale Program on Financial Stability case studies of ad hoc capital injection programs, defined as programs that provide capital to a single institution or a clearly defined minority of institutions. We saw a marked increase in capital injection programs in the past 50 years, more than half of which were ad hoc. Two mechanisms have been proposed to explain sex selection in India: son preference in which parents desire a male heir and daughter aversion in which dowry payments make parents worse off with girls. Our model incorporates both mechanisms, providing micro-foundations, based on the organization of the marriage institution, for daughter aversion. Marital matching, sex selection, and dowries are jointly determined in the model, whose implications are tested on a representative sample of rural households. Simulations of the model indicate that existing policies targeting daughter aversion might exacerbate the problem, while identifying other policies that could be effective.

Birth Dearth And Local Population Decline, Brian J. Asquith, Evan Mast

Upjohn Institute Working Papers

Local population decline has spread rapidly since 1970, with half of counties losing population between 2010 and 2020. The workhorse economic models point to net out-migration, likely driven by changing local economies and amenities, as the cause of this trend. However, we show that the share of counties with high net out-migration has not increased. Instead, falling fertility has caused migration rates that used to generate growth to instead result in decline. When we simulate county populations from 1970 to the present holding fertility at its initial level, only 10 percent of counties decline during the 2010s.

Political Ideology, Emotion Response, And Confirmation Bias, David L. Dickinson

Motivated reasoning can serve to help resolve emotional discomfort, which suggests emotion as a likely moderator of such reasoning. This paper addresses a gap in the literature by examining emotion and confirmation bias in the political domain. Results from two preregistered studies, which involved over 900 unique participants, document a confirmation bias across distinct dimensions of belief and preference formation. Also, ideologically dissonant information significantly worsens self-reported emotion. With some exceptions, the evidence generally supports the hypothesis that negative emotion moderates the strength of the bias, which highlights the importance of emotion response in understanding and potentially counteracting confirmation bias.

Global supply chains have vulnerabilities, and these escalate in crisis times like pandemics or wars. Digital twinning of supply chains can provide early alerts and timely interventions. We examined three companies in different industries using Digital Twin (DT) technology to improve their supply chain performance. We found that while DT successfully enhanced performance indicators, the dollar and time costs were significant, creating barriers to wider DT adoption. We conclude by outlining the positives and negatives of implementing Digital Twins in global supply chains.

A 2024 book titled “How Sanctions Work, Iran and the Impact of Economic Warfare” by Narges Bajoghli, Vali Nasr, Djavad Salehi-Isfahani, and Ali Vaez argues that sanctions have had no impact on the behavior of the Islamic Republic in Iran (IR hereafter) and have instead inflicted pain on the ordinary Iranians. While the book does offer a useful description of the evolution of the sanctions against the IR, it fails in its analysis and conclusions.

More and more, economic research makes uses of administrative panel data, which provide long time-series of highly accurate data, but lack some of the supplemental questions found in surveys. I use data from the Current Population Survey, which includes a short panel, to test whether these supplemental survey questions intrinsically contain unique information or serve as proxies for information that can also be gleaned from panel data. In particular, I forecast an individual worker's future unemployment status with and without information on each individual's recent past, and decompose the variance of the predictions in each case.

We use an advanced model of the global economy to consider a set of scenarios consistent with the proposal to impose a minimum 60% tariff against Chinese imports and blanket minimum 10% tariff against all other US imports. The model’s structure, which includes imperfect competition in increasing-returns industries, is documented in Balistreri, Böhringer, and Rutherford (2024). The basis for the tariff rates is a proposal from former President Donald Trump (see Wolff 2024). We consider these scenarios with and without symmetric retaliation by our trade partners. The growing demand for home-based care services contends with a major shortage of personal care aide (PCA) workers. PCAs support older adults and people with disabilities in home and community-based settings with activities of daily living, such as bathing, dressing, eating, and more. A thriving PCA workforce is necessary to match demand for home and community-based care. However, persistently low wages and poor job quality lead to high rates of turnover and shortages in the workforce. This research report aims to understand the relationship between PCA workforce capacity and quality of consumer-reported care for long-term services and supports.

Most rural Nebraskans are somewhat or very concerned about their household’s cost of living, their household income, and their household’s financial situation. This was particularly true for certain groups, including persons with lower household incomes, younger persons, and persons with construction, installation, or maintenance occupations.

When asked about the impacts of international trade, most rural Nebraskans think it is good for Nebraska’s economy. Residents of the Panhandle are the regional group least likely to think trade is good for the state’s economy.
