Employee turnover is extremely costly to organizations, which concerns business leaders in the United States because organizations invest time and money in resources such as recruiting, hiring, onboarding, and training. Grounded in systems theory, the purpose of this multiple case study was to explore strategies employers use to retain military spouse talent. The sample consisted of nine business leaders from large companies in San Antonio, Texas, known for successful talent retention initiatives for military spouses. Virginia’s economic recovery in 2021 has been driven by the performance of some, but not all, of its metropolitan areas. While Hampton Roads and Richmond have lagged the performance of the state and nation since the onset of the pandemic, smaller metros like Blacksburg and Winchester have recovered jobs more quickly. As we near the end of 2021, we discuss how Virginia’s metros have fared over the last 24 months and present the challenges for creating growth across the Commonwealth in the coming years.

This paper examines the recent history of urban planning policy in and around Portland, Oregon with respect to efforts to enhance local agriculture. Despite recent and ongoing efforts to promote distribution and direct sale of local food products in the city, I argue that the dominant effect of the Urban Growth Boundary (UGB) in place since the 1970s has been to push agricultural production further from the most populous areas of the city. Whereas the UGB at present cannot include areas zoned specifically for agricultural use, I argue that it must reformed to allow for "agricultural reserves" within the boundary. …

Value added tax (VAT) based on credit invoice system is the most common consumption tax in the world. Despite its self-regulating nature, VAT faces challenges in developing countries who have limited state capacity to check evasion and enforce tax on informal sectors of the economy. The tax authorities introduce policy interventions that can target the evasive behavior of firms interacting with informal sectors. The life sequence and human capital accumulation of women have changed in the US. This dissertation intends to propose three interrelated studies that investigate the possible trajectories of human capital accumulation after women’s transition to motherhood, the determinants of these trajectories, and the implications for women and their children’s wellbeing. Driven by the life course perspective, the cumulative advantage and disadvantage theory, and Bourdieu’s cultural framework, this dissertation uses mothers’ vocational training experiences to identify distinct trajectories over time in the first study. Renewable portfolio standards (RPS) have emerged as some of the main state-level policy tools addressing climate change. The central aim of this thesis is to investigate the costs and benefits of these policies in terms of their impacts on the share of non-hydro renewables and electricity prices, respectively. To accurately estimate these impacts, this paper argues that it is necessary to account for policy heterogeneity (i.e., differences in policy features across states) and endogeneity (i.e., the correlation between policy features and unobservable factors that affect the dependent variables). Climate variability has the potential to affect both international and internal migration profoundly. Earlier work finds that higher temperatures reduce agricultural yields, which in turn reduces migration rates in low-income countries, due to liquidity constraints. We test whether access to irrigation modulates this temperature–migration relationship, since irrigation buffers agricultural incomes from high temperatures. We regress measures of international and internal migration on decadal averages of temperature and rainfall, interacted with country-level data on irrigation and income. We find robust evidence that, for poor countries, irrigation access significantly offsets the negative effect of increasing temperatures on internal migration, as proxied by …

The first chapter examines how women's local labor supply decisions affect the national gender wage gap. The national wage is the sum of weighted local wages, which combines local wages and local employment weights. Here, I emphasize the role of local employment weights, especially for women, which can reflect worker's labor supply decisions across locations. I show that, only for highly-educated women, there is a significant negative relationship between employment-to-population ratio and average log wage across locations. This relationship is stronger for married women with children. Since fewer highly-educated women are working in high-wage cities while more highly-educated women are …

In the ordinary course, the political officials make decisions about what policies the government will pursue while civil servants use their labor and expertise to carry those policies out––even when they disagree with them. But what happens when political officials pursue policies that civil servants view as deviating from normal bounds–– policies that are unethical, immoral, or unlawful? Firms sometimes break the law. When they do, a host of government agencies have power to bring enforcement actions against them, which serve to punish past wrongs, compensate victims, disgorge unlawful gains, deter others, and prevent recidivism. Each of these purposes but one—preventing recidivism—is either met or not once the case reaches settlement. Whether recidivism will occur, however, remains uncertain at the time a case is settled. The COVID-19 pandemic is currently ravaging the world, and the United States has been largely unsuccessful at containing the coronavirus. One long-standing policy failure stands out as having exacerbated the pandemic in our country: the lack of a national mandate of paid sick leaves, without which workers face financial and workplace-cultural pressures to attend work while sick, thus spreading the virus to their fellow employees and the public at large.

This study aims to identify banking vulnerabilities and analyze the factors that influence them. The tool used to identify bank vulnerabilities uses modification crisis and default index (C&D Index) while hypothesis testing uses logit regression. Commercial banks in Indonesia from 2008 to 2018 was taken as sample. As a result, in 2008 and 2013 were the most vulnerable conditions for banks in Indonesia. The reason most banks have been identified as vulnerable is due to decreased profits, increased liabilities in foreign currencies and increased Non Performing Loan (NPL). We propose a varying coefficient regression model for panel data that controls for both latent heterogeneities in cross-sectional units and unobserved common shocks over time. The model allows different smoothing variables to enter through either a stand-alone function or a coefficient function. Without requiring a normalization of the fixed effects, we propose a two-step estimator. First, we estimate the varying coefficients with the pilot series-based estimators, eliminating fixed effects though differencing. Second, we perform a one-step kernel backfitting to improve the estimation efficiency. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

In the COVID-19 stock market industries reacted and were affected in different ways. This paper will use Standard Industrial Classification (SIC) codes to look at how sectors and selected industries fared after a whole year in a pandemic. This will be accomplished by comparing 2019 stock returns to 2020 stock returns with a t-test and estimating the effect of COVID-19 positive case and death increases using a pooled OLS regression. This dissertation explores how director age affects a firm’s social domain, and how board-level oversight of firms’ innovation activities affects financial performance. Specifically, the dissertation points to board configurations that can potentially improve social and financial performance.
