An Exploratory Study On The Adoption And Use Of Ict In Myanmar, Sim Kim Lau, Graham K. Winley, Sim Yee Lau, Kim Song Tan

This exploratory study investigates the adoption and use of information and communication technologies in Myanmar by examining the nature and structure of the information technology profession. The investigation is based on a theoretical framework consisting of three components: domains of information technology professional expertise; the scope of the information technology professional’s knowledge, skills and experience; and specific knowledge and skills associated with the domains of professional expertise. The findings show that specialist skills in systems development, database, network and communications are important. This paper also provides insights that are not found in current literature which investigates information technology skills in …

Lincoln Mayor Chris Beutler and University of Nebraska-Lincoln Chancellor Harvey Perlman announced Friday a joint project to use reclaimed, non-drinkable water from the city’s Theresa Street Wastewater treatment plant to heat and cool facilities at Nebraska Innovation Campus. UNL’s investment of $12 million in the Central Renewable Energy System, or CRES, has been approved by the University of Nebraska Board of Regents and will be introduced to the Lincoln City Council on Sept. 30. The reclaimed water from the city’s Theresa Street Wastewater Treatment Plant will be diverted to a heat exchange facility located on Nebraska Innovation Campus. The reclaimed …

Privateers & Paes: Economic Harms To Competition And Innovation, Robert G. Harris

This paper addresses the problems of aggressive rent-seeking activities by patent assertion entities (PAEs), especially those involving patent thickets. It analyzes the fundamental differences in the strategic interests of practicing entities and PAEs and explains why those differences affect the conduct of PAEs and increase the opportunities for, and economic harm caused by PAEs’ rent-seeking and patent holdup. It also addresses the anticompetitive harms caused when practicing entities transfer patents to PAEs, especially those that incentivize assertion of the transferred patents against their competitors, i.e. “patent privateering.”

The purchase of Nokia’s mobile division was enabled by the financial assets of Microsoft highlighted by the article, and it fills two strategic needs.

In the United States responsibility for innovation policy and competition policy are assigned to different agencies with different authority. The principal institutional enforcers of patent policy are the United States Patent and Trademark Office (USPTO), the International Trade Commission (ITC), and the federal district courts as overseen by the United States Court of Appeals for the Federal Circuit, and ultimately the Supreme Court. While competition policy is not an explicit part of patent policy, competition issues arise frequently, even when they are not seen as such.

The dynamics of globalization have prompted governments to re-examine accustomed policies, and search for alternative strategies, in order to re-position their economies for the future. This paper explores the spatial context of state involvement in the new economics of competition, with the focus on Singapore's much publicized, and controversial, orchestration of its state enterprise network to encapsulate economic space for Singapore-based firms to expand into the Asian region. This strategic initiative is promulgated on the exportability of Singapore's æstate credibilityÆ, systemic and operational efficiencies, and technological competencies, to locations where these attributes are less certain. Current theories of how organizations harness knowledge for innovative activity cannot convincingly explain emergent practices whereby firms selectively reveal knowledge to their advantage. We conceive of selective revealing as a strategic mechanism to reshape the collaborative behavior of other actors in a firm's innovation ecosystem. We propose that selective revealing may provide an effective alternative to known collaboration mechanisms, particularly under conditions of high partner uncertainty, high coordination costs, and unwilling potential collaborators. We specify conditions when firms are more likely to reveal knowledge and highlight some boundary conditions for competitor reciprocity. We elaborate on strategies that allow firms to …

The apparent success of Singapore-styled industrial parks in attracting foreign investments into the emerging Asian economies to capitalize on cheap and abundant resources has led, pari passu, to a mushrooming of similarly-patterned competitor parks in close proximity to the flagship projects. Many of the competitor parks offer either similar or comparable facilities, lower rates, or, in some cases, both. The ensuing dynamic competitive interactions between the competitor parks and the Singapore-styled parks have forced a re-examination of the viability of the Singapore advantage in navigating the economics of competition, and in sustaining competitive advantage. After implementing the discovery tool Primo (eventually renamed CATQuest), the UVM Libraries conducted a usability test to understand how our users approach using this tool without instruction, to discover patterns in searching behavior, and to uncover how compatible Primo is with user search behavior. This presentation will demonstrate the design and implementation of the usability study, as well as reveal some surprising results.

This project is a work-in-progress exploring collaborative preservation opportunities for libraries and current digital-content creators in Vermont. Legacy retention partnerships are waning with the print industry, and new independent creators are discovering the need to self-archive, develop new alliances, or risk eventual loss of their work. Cooperation is in everyone's best interests, in that libraries can advise on best curation practices for access and interoperability; creators can keep libraries up-to-date technologically; the public benefits from access to more digital-only work; and the bridges between print and digital records are maintained. The use of technology to offer goods and services by governments to citizens has been a growing phenomenon in the last decade. Many projects have been recorded across nations in an effort to encourage the adoption and diffusion of e-government. However, these studies have been rather isolated project reports than a com- prehensive global picture. This study examines the e-government diffusion across 192 countries in the last decade. The panel data obtained is analyzed to evaluate the current state of e-government diffusion. The distinct element of a three-part tariff, compared with linear pricing or a two-part tariff, is its quantity target within which the marginal price is zero. This quantity target instrument enriches the firm's strategy set in dictating the competition to a specific level, even in the absence of usual price discrimination motive. With general differentiated linear demand system, the competitive effect of a three-part tariff in contrast to linear pricing depends on the degree of substitutability between products: competition is intensified when two products are more differentiated, yet softened when two products are more substitutable.

An economic perspective on Internet security is useful not only for identifying weak spots, but also for finding solutions to security problems. It focuses on the behaviour and economic incentives of both infrastructure providers and end users. Individual parties may have insufficient incentives to invest in cybersecurity. The free play of markets markets may not deliver a socially optimal level of security on the Internet for at least three reasons: information asymmetry, externalities and market power. The performance measurement of IT service management (ITSM) is a major challenge faced by organisations adopting best practice frameworks.
