Privateers & Paes: Economic Harms To Competition And Innovation, Robert G. Harris

This paper addresses the problems of aggressive rent-seeking activities by patent assertion entities (PAEs), especially those involving patent thickets. It analyzes the fundamental differences in the strategic interests of practicing entities and PAEs and explains why those differences affect the conduct of PAEs and increase the opportunities for, and economic harm caused by PAEs’ rent-seeking and patent holdup. It also addresses the anticompetitive harms caused when practicing entities transfer patents to PAEs, especially those that incentivize assertion of the transferred patents against their competitors, i.e. “patent privateering.”

An economic perspective on Internet security is useful not only for identifying weak spots, but also for finding solutions to security problems. It focuses on the behaviour and economic incentives of both infrastructure providers and end users. Individual parties may have insufficient incentives to invest in cybersecurity. The free play of markets markets may not deliver a socially optimal level of security on the Internet for at least three reasons: information asymmetry, externalities and market power. Perception, judgment, and reasoning are all processes that are sensitive to cues to animacy (i.e. the presence of signals that indicate an object behaves as if it has intentions and internal goals). The present study investigated the following question: Does animacy facilitate decision-making in a dynamic control system? To address this, the present study used a dynamic decision-making task and compared behavior in four different contexts (Abstract, Animate-Social, Inanimate-Social, Inanimate- Non-social). In the entrepreneurship field, this study examines what kinds of external endorsements are helpful for venture capitals investment and the growth of new technology ventures in developing countries. This study uses the signalling theory and the methodologies of multiple regression and survival analysis with the panel data of the ventures in Korea. In the results, collaboration with business groups and certification of government are positively influential in attracting venture capitals’ investment, which accelerate the growth of new technology ventures. The practical implication for entrepreneurs is that they need to obtain the endorsement from business groups and governments strategically.

The Simplified Technical English Maintenance Group (STEMG) recently made its Simplified Technical English (STE) specification ASD-STE100 available to the technical communication community free of charge. While STE was originally developed for the European aerospace industry, the ASD-STE100 specification has become the most widely used controlled language on the planet. The STE Term Checker is a new tool that lets users of Simplified Technical English automatically check texts for compliance with the word lists and vocabulary rules of ASD-STE100.
