Civil-Military Relations: Guidelines In Politically Charged Societies, Patrick Paterson

The US Army War College Quarterly: Parameters

Current events warrant a review of US civil-military relations doctrine. This article examines eight principles of military subordination to elected civilian officials and addresses the fundamental question at the heart of civil-military relations theory and practice—what options, if any, does the military have when civilian leadership disregards military advice? Examples drawn from US history provide an important framework to understand the complex interrelational dynamics at play.

This Canadian contribution to Parameters’ Strategic Lieutenant series shows how domestic context creates the conditions for professional military education reform to a greater extent than the global strategic context. The article assesses the junior officer education delivered by Canada’s military colleges and analyzes interviews with key stakeholders responsible for the formulation and implementation of reform at the military colleges.

Ukrainian clergy demonstrating against the war in their country have appeared in media coverage carefully holding an image of the Virgin Mary, her outstretched hands lifting up the edges of a cloak. These pictures depict a particular religious icon known as the “Pokrova” in which Mary’s veil – a “pokrova,” or “cover,” in Ukrainian – is a sign of protection.

This collection consists of newspapers, bulletins, and photographs, particularly of Owen Hodgson’s college days at Pittsburg State University.

Owen Emry Hodgson was born in 1896 on a farm southeast of Parker, Kansas in Linn County. As a child Hodgson attended a rural school until he entered LaCygne High School, graduating in May 1917. Hodgson subsequently attended summer sessions at the Kansas State Training School in Pittsburg (today’s Pittsburg State University). During World War I, he enlisted in Company B, 353th Regiment, 89^th division. During his service, he was wounded by shrapnel and poisonous gas at St. Meichel, France. After …

Two daybooks belonging to Grace T. Gerdes in which she catalogues her daily life in the year when her second to last child was born (1913), and the year her husband passed away (1952).

Grace T. Floyd was born in 1882 to the Reverend Charles T. and Mary M. Floyd. She was raised in Mound Valley, Kansas. In 1905, she married Charles W. Gerdes (b. 1871) and they moved to a farm outside of Mound Valley in Labette County, where she would live out the rest of her life as a homemaker. Charles Gerdes passed away in 1952. Grace Gerdes …

US officials often portray the Chinese government as having few, if any, ethical boundaries in its pursuit of power. This article argues China, like Western countries, has a rich tradition of constraining this pursuit that can impact the nation’s policies. With a focus on the relationship between ways of war and ethics of war, it relies on traditional and contemporary scholarship from both the East and the West to highlight differences in how each military views the practical and ethical aspects of war and how these views can interact. While propaganda and disinformation have been used to destabilize opposing forces throughout history, the US military remains unprepared for the way these methods have been adapted to the Internet era. This article explores the modern history of disinformation campaigns and the current state of US military readiness in the face of campaigns from near-peer competitors and proposes education as the best way to prepare US servicemembers to defend against such campaigns.

This article delivers a novel economic analysis of US dependence on China for rare-earth elements and sheds light on how Western nations may exploit the limitations of limit pricing to break China’s global monopoly in rare-earth element production and refinement. This analytical framework, supported by a comprehensive literature review, the application of microeconomic and industrial organization concepts, and two case-study scenarios, provides several policy recommendations to address the most important foreign policy challenge the United States has faced since the end of the Cold War.

The root cause for the defeat of the Armenian forces in the second Nagorno-Karabakh War was flawed military doctrine inherited from the Soviet Union. This article analyzes the major problems faced by Armenia, uncovers the main reasons for unsuccessful innovation, tests empirical findings against some of the most authoritative theories of the field, and outlines current research on the largest state-onstate warfighting of recent years, while substantiating the analysis with established scholarship in the field of military innovation.

Sex education and LGBTQA+ history have long been censored and removed from curriculums across the United States. As this information has disappeared from our education systems, important values like consent and boundary setting have become increasingly obsolete despite the modern body autonomy movement. Leather and SM culture, which began post-WWII and reached their peak in the 1970s during the sexual liberation, have become increasingly important as their ethical and moral codes have been lost over time to the HIV/AIDs epidemic and censorship from second and third wave feminsism. The goal of this senior project was to analyze the underlying cause for why certain female characters in popular culture were villainized for their behavior and generally deemed to be “nasty woman.” After reading numerous books and viewing films that contained “nasty woman”, there was a common denominator that linked their behavior and influenced their decision to enact their often-bloody retribution: the patriarchy. These women were a victim of some aspect of the patriarchy, commonly sexual assault, and could not receive the support they needed, so they decided to take matters into their own hands. This research paper examines the historical and political implications of settler colonialism on Indigenous nations in forested areas around the world. Through a thorough analysis of the Haida First Nation, Pacheedaht First Nation, and the Sámi people, it is argued that settler colonial legislation systematically and intentionally separated Indigenous people and their knowledge from forested areas. Since then, shared management protocols have been implemented to amend racist and environmentally degrading legislation on forested land, but are limited in their effect to reconcile the settler colonial legal system. First shown by Britain’s civilian population during the Blitz, this Blitz Spirit is widely understood today as a heroic display of courage, cheerfulness, unity, and the ability to “keep calm and carry on” in the face of danger and discomfort. Drawing from radio broadcasts, photographs, propaganda posters and films, and the wartime morale reports of Mass-Observation, I seek to uncover the true Blitz Spirit and how it became an integral – if somewhat mythicized – element of Britain’s modern identity. Therefore, it is divided into two fundamental moments, two argumentative channels that, without a totalizing intention, point out the general perspective of the current, changing, stuation. In Germany, multiculturalism and “leading culture” (Leitkultur) are a pair of closely connected but opposite concepts. Multiculturalism has been accused of being the main reason why culture loses its core cohesion. Despite the persistence of calls for a leading culture in Germany in recent years, many scholars argue that the concept is also problematic. This article compares the ways in which two scholars, the anthropologist Kate Crehan and the philosopher Diego Fusaro, analyze Gramsci’s thought, verifying its current relevance and effectiveness in interpreting populism. In Crehan’s recent Gramscian studies the categories of senso comune and buon senso become crucial. Crehan utilizes categories such as “culture” and senso comune to explain both the Tea Party experience and Donald Trump’s election. Fusaro, on the contrary, is an Italian public intellectual who declares himself a sovereignist and who often includes, among the theoretical references of Italian contemporary sovereignism, the author of Quaderni del carcere. This paper explores the emergence of and policies and practices underpinning ‘social enterprise’ in Britain: that is, the concept that businesses could provide social services and benefits while returning profits to those who have invested in them. This paper argues that, in Britain, the concept was massaged into existence and adopted as a business and policy model at a particular historical juncture, in the later 1990s and early 2000s. The process involved a careful interweaving of linguistic maneuvers with financial calculations both at the level of specific businesses and at that of political regimes.
