This thesis examines how California cities can satisfy state housing mandates while systematically under producing affordable housing. Using San Juan Capistrano as a case study, it documents a pattern of selective compliance. That is, a formal planning obligations are met while local governance tools, place-based identity, and discretionary processes that consistently filter housing outcome towards market-rate development and away from lower-income production. The findings suggest that closing California's affordability gap requires enforcement tools capable of reaching beyond formal planning compliance to address the governance mechanisms that shape what actually gets built.

Transformed, Not Resolved: Ethnic Federalism And The Politics Of Conflict In Ethiopia, Melayae L. Houser

This thesis investigates whether Ethiopia's system of ethnic federalism resolved the longstanding conflicts that have characterized the country's political history or instead transformed them into new manifestations. Introduced in 1991 after the collapse of the Derg regime, ethnic federalism reorganized Ethiopia into ethnically defined regional states and granted groups constitutional rights to self-governance and self-determination. The system aimed to address historical grievances stemming from decades of centralized, exclusionary governance.

Whether active fund managers can generate consistent outperformance is one of the central questions in financial economics. While the evidence from US equity markets broadly favors passive strategies, the emerging markets are a different environment, with weaker disclosure standards and more opportunity for mispricing to persist. This paper examines whether the information environment of actively managed emerging market equity funds explains cross-sectional variations in alpha. using a sample of 474 funds drawn from Bloomberg's fund database and evaluated over a three-year alpha measurement period. Representation theory allows mathematicians to study abstract mathematical objects using the powerful and concrete tools of linear algebra. This thesis aims to present some foundational concepts in representation theory and apply these concepts to specific groups and algebras. We begin by examining representations of finite groups, culminating with a proof of Maschke's theorem. We then use the correspondence between a group and its group algebra to segue into a study of representations of diagrammatic algebras, where we introduce analogous notions of decomposition. From the 2015 migration influx onward, xenophobic and nationalist sentiments permeated Germany’s national political discourse. The former socialist territories in eastern Germany have proven particularly susceptible to far-right, anti-immigration, and anti-integration rhetoric. This thesis explores the mnemonic foundations of xenophobic sentiments in former East German states, tracing the development of an antifascist yet ethnically nationalist mnemonic framework to the state-sanctioned myths and invented traditions of the German Democratic Republic (GDR). This thesis examines whether intensified interior immigration enforcement leads employers to increase demand for legal temporary foreign workers through the H-2 guest-worker programs. Using updated administrative data from the Office of Foreign Labor Certification, I first replicate the core findings of Amuedo-Dorantes, Arenas-Arroyo, and Schmidpeter (2021), who find that county-level enforcement significantly raises employer demand for H-2B non-agricultural workers, then apply the same empirical framework to H-2A, the agricultural equivalent.

My replication results are directionally consistent with the original study – the enforcement coefficient on H-2B demand is positive across specifications – though weaker in significance, reflecting routine vintage differences …

Through this approach, the paper will argue that Jamaica’s underdevelopment is a result of the failure of its domestic institutions to provide all citizens with the substantive freedoms and capabilities necessary to live lives of dignity. This thesis explains how a false link between undocumented immigration and fentanyl becomes widely accepted in the United States. Empirical data show that most fentanyl enters through legal ports of entry and that U.S. citizens account for the majority of those caught transporting it. Why, then, do 41% of Americans attribute overdose deaths to migrants trafficking fentanyl? This project examines how this myth is built, repeated, and sustained, and what policy consequences follow from it.

This thesis empirically tests the rank-rebalancing mechanism of Stochastic Portfolio Theory (SPT) across commodity futures, foreign exchange futures, and equity ETFs. The Reverse Price-Weighted strategy (RPW) assigns, to each asset, the market weight of the asset at the opposite price rank, and generates an annualized excess return of 2.90% over the price-weighted (MKT) commodity benchmark, during the period of November 1977 to October 2025 (HAC t = 2.058, p = 0.040). This thesis examines whether opening weekend box office surprises predict movie studios’ cumulative abnormal stock returns (CARs) and whether post-announcement drift exists following these events.

Soil harbors the most diverse microbial communities on Earth, yet whether predictable community types exist across biomes and whether taxonomic composition encodes habitat of origin remain open questions at global scale. This thesis addresses both questions by applying unsupervised clustering and supervised classification to transformed 16S ribosomal RNA (rRNA) amplicon profiles from two independent datasets: the global topsoil survey of Bahram et al. (193 samples) and the Earth Microbiome Project (EMP) soil subset of Thompson et al. (2,209 samples). This paper examines the structural and institutional determinants of remittance inflows in a panel of 40 net-emigration countries from 2000 to 2024. By restricting the sample to countries with negative average net migration, the analysis holds migration pressure constant and isolates the role of domestic conditions in explaining cross-country variation in remittance dependence. Using fixed effects and correlated random effects (Mundlak) estimators, I find that labor force participation is the most robust within-country determinant: a one percentage point increase is associated with approximately a 2.3 percent decline in remittance inflows, consistent with remittances functioning as a structural need in contexts …

In this thesis, we explore the main drivers behind the 2008 Global Financial Crisis and how the interconnectivity of banking sectors contributed to the worldwide spread of its effects. To understand how this became a global phenomenon, we apply linear Wiener-Granger Causality as a form of network analysis, building on pre-existing methodology in order to study continent banking indices. We find connections across locales on the continent and country level, but ones that are weak. Our modelling was insufficient to completely capture existing and well-known relationships accurately. This thesis investigates the bullwhip effect, the amplification of demand variability as it moves upstream in a supply chain, with a focus on the toy industry, and comparative analysis with the technology and consumer goods sectors. Using annual data from 1993 to 2024, the study analyzes production and retail growth for Mattel, Hasbro, Intel, and Procter & Gamble to assess how variance between consumer demand and firm output has changed over time. Bullwhip ratios are calculated as the variance of production growth divided by the variance of retail growth across two periods: 1993–2008 and 2009–2024.

This paper examines whether consumers shift toward lower-cost beauty products during periods of economic uncertainty and whether this behavior moves with financial market volatility. Using household-level microdata and aggregate monthly expenditure data from the Bureau of Labor Statistics’ Consumer Expenditure Surveys (2004–2023), the study evaluates how cosmetics spending changes relative to jewelry across two major economic crises: the Global Financial Crisis and the COVID-19 pandemic. Across both datasets, cosmetics consistently become a larger share of discretionary spending when economic conditions deteriorate, supporting the presence of a lipstick-effect pattern. This thesis evaluates whether dynamically tuned weight penalties can improve high-dimensional mean-variance portfolio choice. Classical Markowitz portfolios perform poorly when the number of assets is large relative to the data, because small estimation errors in means and covariances can generate extreme, fragile allocations. A common remedy is to regularize the weights using L1 (lasso), L2 (ridge), or elastic-net penalties, but these are typically chosen once and held fixed. This thesis examines how a series of regressive legal reforms in El Salvador–the 1997 Penal Code’s expansion of abortion-related punishments and the 1999 constitutional amendment defining life as beginning at conception–eliminated all exceptions to abortion and transformed a woman’s reproductive body into a site of surveillance. Rather than expanding rights, these reforms rolled back on existing protections by not recognizing obstetric emergencies, miscarriages, or cases of rape as legitimate grounds for abortion. Prosecutors and judges could treat such medical emergencies as convictions for “fetal homicide,” carrying sentences of 30-50 years in prison.

This study examines how the composition of financial aid, specifically the balance between loans and grants, shapes students’ academic performance, major selection, and early career outcomes. Using administrative data from the University of California system (2007-2019) and post-graduation records from UC Irvine, I analyze how loan reliance influences both educational trajectories and labor-market results. The key measure, loanshare, captures the fraction of total aid financed through loans rather than grants. Oxidopyrylium-based (5 + 2) cycloadditions are crucial reactions to construct seven-membered carbocycles containing an ether bridge (i.e. oxabicyclo[3.2.1]octanes). Intramolecular silyloxypyrone-based (5 + 2) cycloadditions were investigated and revealed several features: (1) the TBDPS thermal process proceeds via a zwitterionic oxidopyrylium intermediate similar to previously reported TBS variants; (2) the TBSOTf-mediated reaction proceeds through a cationic oxidopyrylium intermediate; (3) quantum chemical calculations predict a stepwise process for an electron-rich dipolarophile for each set of conditions. [Patient presentation] A 68-year-old man presented via emergency medical services (EMS) with right hip pain following a traumatic fall from his bicycle. On arrival at the emergency department, he was alert and oriented. Physical examination revealed only tenderness over the greater trochanter of the left femur, with no significant pain on passive range of motion of the left hip. Modern intelligent transportation systems (ITS) increasingly rely on connected electronic control units (ECUs), exposing in-vehicle networks to cyber-attacks such as message injection on the Controller Area Network (CAN) bus. While prior work has focused on post-factum detection, this paper addresses the underexplored task of forecasting cyber-attacks before they occur. We propose a spatio-temporal graph neural network (STGNN) architecture that models CAN traffic as a dynamic graph sequence, where nodes represent active CAN IDs and edges capture statistical co-activation patterns.
