Upwelling events are known to support blooms of phytoplankton, important primary producers at the base of the oceanic food web. Phytoplankton community structure changes in response to upwelling support higher trophic level growth and increased efficiency of carbon export from the euphotic zone. While these events occur globally, this study examined upwelling in coastal regions, where alongshore winds can drive Ekman transport and upwelling of deeper waters. The two upwelling regimes examined were the California Current System and the Alaskan Beaufort Sea. Monitoring and contract renegotiation are two common solutions for addressing information asymmetry and uncertainty between a client and a vendor of software outsourcing services. Monitoring is mostly applied in time-and-materials contracts, as a basis for inspecting and reimbursing the vendor’s efforts in system development. Renegotiation, by contrast, is deployed in fixed-price and time-and-materials contracts to mitigate the loss of surplus from uncertainty after system development. We investigate the interaction between monitoring and renegotiation and examine the corresponding contract choice problem. Any policy requires a ‘frame’ and, by the same token, entails an ‘overflow’, externalizing a certain part of the world as irrelevant. This mundane business of policy framing and overflowing became an urgent matter of concern in Japan in March 2011, as the Fukushima nuclear disaster exposed how the existing frame of nuclear safety had permitted the fatal overflow of severe accident management. In this paper, I examine what the Indonesian government’s handling of the Covid crisis in 2021 reveals about the priorities of President Joko Widodo (Jokowi), as well as his political agenda and attitude towards the country’s democracy, as he strives to cement his legacy. Recent work in multi-agent reinforcement learning (MARL) by [Zhang, ICML12018] provided the first decentralized actor-critic algorithm to offer convergence guarantees. In that work, policies are stochastic and are defined on finite action spaces. We extend those results to develop a provably-convergent decentralized actor-critic algorithm for learning deterministic policies on continuous action spaces. Deterministic policies are important in many real-world settings. To handle the lack of exploration inherent in deterministic policies we provide results for the off-policy setting as well as the on-policy setting. One of the main challenges in real-world reinforcement learning is to learn successfully from limited training samples. We show that in certain settings, the available data can be dramatically increased through a form of multi-task learning, by exploiting an invariance property in the tasks. We provide a theoretical performance bound for the gain in sample efficiency under this setting. This motivates a new approach to multi-task learning, which involves the design of an appropriate neural network architecture and a prioritized task-sampling strategy. Background: Lithium is regarded as a first-line treatment for bipolar disorder (BD), but partial response and non-response commonly occurs. There exists a need to identify lithium non-responders prior to initiating treatment. The Pharmacogenomics of Bipolar Disorder (PGBD) Study was designed to identify predictors of lithium response.

Methods: The PGBD Study was an eleven site prospective trial of lithium treatment in bipolar I disorder. Subjects were stabilized on lithium monotherapy over 4 months and gradually discontinued from all other psychotropic medications. Lowell is a city of 111,306 residents, who include 20,132 Latinos, or 18% of the city’s population. (Across the state, Latino residents make up only 11% of the population.) Lowell has a larger non-Latino White (49%) and Asian (23%) populations, while Blacks and “other” groups compose 7% and 3%, respectively.

Lawrence, Massachusetts is a city of 79,942 residents, of whom 64,463 or 81% are Latino according to the 2015-2019 American Community Survey. While Boston has a larger Latino population, Lawrence has the largest share of Latino residents of any city or town in Massachusetts. The second largest group in the city is Non-Latino Whites, who make up 15% of the population. Blacks and Asians account for 2% each, while the “other” group makes up 1% of the city’s population. The Latino share in Lawrence is significantly larger than Latinos' statewide share, which is 11%.

As the largest city in Essex County, Lynn’s population in the 2015-2019 American Community Survey is 93,743. The city is home to an estimated 40,095 Latinos, who are the largest ethno-racial group and make up 43% of the city’s population. Whites are the second largest population (36%), while the city has smaller Black (11%), Asian (7%), and Other (3%) populations.
