Review On Reform Of Research Evaluation In Past Decade, Fang Xu, Xiaoxuan Li
Review On Reform Of Research Evaluation In Past Decade, Fang Xu, Xiaoxuan Li
Bulletin of Chinese Academy of Sciences (Chinese Version)
Over the past decade, there have been many scientific and technological evaluation reform documents and great efforts represented by "Three Evaluations" and breaking "Four Only", which have achieved good results but the gap is still huge. This reform has better eliminated the surface problems such as unreasonable evaluation quantity, frequency, and index in the "Three Evaluations". The reform has been initiated in the reward system, talent plan, and project fund management, but is still halfway. The reform of scientific and technological evaluation has not yet achieved a fundamental improvement in the value orientation of guiding scientific researchers to pursue excellence …

Bulletin of Chinese Academy of Sciences (Chinese Version)
Since the 18th National Congress of the Communist Party of China, the science and technology (S&T) talent policies in China have been continuously optimized and developed Consequently, a multi-layered policy system with vertical and horizontal linkages has been formed. The education and training policies have been improved, the utilization and development policies of talents have been enhanced, and the evaluation and incentive policies have become more rational, which effectively guaranteed the high-quality development of China's S&T talents. However, there are still several problems with the current S&T talent policy system, such as incomplete system, low precision, low integration of technological …

Bulletin of Chinese Academy of Sciences (Chinese Version)
To realize sci-tech self-reliance and self-strengthening at higher levels in China, it is imperative for disruptive technologies to embark on a new journey and open new horizons. The layout and development of disruptive technologies is a complicated and systematic project with strategic significance, in which the identification of disruptive technologies holds the key and serves as the premise. To this end, based on the underlying logic that disruptive technologies are destined to transit from marginalized forces to mainstream power in the future through the process of 10→3→1 constringency, on the understanding that the generation of disruptive technologies is driven by …

"Nothing But The Son Of A Black Woman": Anti-Blackness, Gender Dynamics, And Muslim Communities Of Memphis, Zari Muhammad
Senior Honors Papers / Undergraduate Theses
The Nation of Islam (NOI) is largely responsible for the growth of Islam in America during the 20th century. However, they are often isolated from their Muslim counterparts, being framed as an “inauthentic” Islamic school of thought by Sunni Muslim communities. This is due in part to the different practices of Islam, but also a result of American systemic anti-Blackness. Furthermore, Black Muslim women face numerous problems in the NOI , as the internal gender dynamics are based on white nuclear family systems that lead to further gendered ostracization within these same communities. This is exemplified in Memphis, Tennessee, where …

This visual essay attempts to provide a recipe for dérive, a form of conceptual navigation on supposedly uncharted grounds. Because of the digital platform and the accompanying hint of community, dérive can gain momentum and pose questions on both personal and collective levels. One feels wildly autonomous yet suspects they are operating within a much larger arena. Ultimately, this field guide serves as a casual reminder that independence and collective culture are necessary to the thriving of any society even during tumultuous times.

The Bard Sequence Program: An Equitable Approach To Virtual Learning, Matthew J. Park, Emily Hayman
Early College Folio
Earning as few as twelve college credits from a genuine college program in high school is a consistent predictor of student success and graduation from college. Unfortunately, many students either do not have access to dual enrollment or the access they do have is limited to canned lectures, asynchronous busy work, and predatory degree mill programs. This is disproportionately so for students from historically marginalized communities. The Bard Sequence is expanding virtually to fill this major nationwide gap in dual enrollment opportunities. The equity-based Writing and Thinking pedagogy at the heart of the Bard Sequence ensures that more students than …

The framework realizes a comprehensive analysis of National Innovation System from different perspectives and supports the categorized research and differentiated implementation of innovation policies and strategies. The framework considers the differences in science, technology, and innovation activities, as well as those between strength and effectiveness. Based on the analysis of 35 countries in The Report of National Innovation Force Measurement and International Comparison completed by the authors, …
Butterfly Pattern: Innovative Exploration Of Scientific Research Paradigm In Era Of Big Science—Based On 15-Year Practice Of Integrated Development Of Science And Industry In Shenzhen Institute Of Advanced Technology (Siat), Chinese Academy Of Sciences, Jianping Fan
Bulletin of Chinese Academy of Sciences (Chinese Version)
In the era of big science, the innovation chain and the industry chain are deeply integrated, promoting the continuous evolution of the underlying logic of the "linear model" and the "Pasteur's quadrant". The world scientific research is gradually evolving to the collaborative interaction of innovative subjects and the system integration of various elements. On the basis of in-depth exploration of the linear model and Pasteur's quadrant, SIAT focuses on creating a closed-loop ecology of the innovation chain and industrial chain. By integrating science and industry from design to advancing, SIAT has built a "butterfly pattern", which integrates and reconstructs the …

In “Plane” Sight: A Study Of Sfo’S Human Trafficking Intervention Sticker, Kendall R. Anderson
Master's Projects and Capstones
Human trafficking is a growing problem globally. Recent data indicates that airports are one of the few locations that victims can be identified and removed from a human trafficking situation. As a result, US airports have been working to raise awareness through public campaigns and employee trainings. The San Francisco International Airport, for example, created a campaign that directly appeals to victims in private spaces. To understand the effectiveness and implications of the campaign, I ask the following research question: how is the SFO campaign constructed to intervene in human trafficking? What are the limits and possibilities of this campaign? …

"Detractors" were found in areas including patients trusting providers with care, care providers listening, care providers explaining things, and patients recommending the facility to …

The first category includes those performing core functions and fall within the scope of public policy framework. These SOEs are further sub-divided into two parts according to their financial performance: one, those which are profitable and financially viable – 25 SOEs were profitable in FY2018-19. Uncovering Rural Educators' Secret Agency, Jennifer Karnopp
The Rural Educator
School change efforts often rely on formal organizational structures to support educator knowledge of new instructional practices. Rural districts face challenges accessing the resources necessary for robust structures, but informal relationships among educators are often strong. Using structuration theory as a lens, this paper examines the knowledge-building behaviors of educators in one rural school district regarding new instructional practices related to a recent initiative. A thematic analysis of interviews with a purposive sample of district educators reveals that, in the absence of robust formal supports, educator agency was critical for establishing informal knowledge-building structures that supported knowledge-sharing within district schools. …
