Policymakers are constantly faced with the complex task of managing novel challenges. At times, these challenges result from new technologies: Consider fights over allocating air rights for drones or decisions about how to share scarce vaccines in a pandemic. Other times the resources are old, but the challenges are new, such as how to fairly allocate water in times of unprecedented drought or previously undesirable rare earth minerals that are in demand for modern manufacturing and energy production. To avoid the worst consequences of global climate change, the United States must achieve daunting targets for decarbonizing its electric power sector on a very short timescale. Policy experts largely agree that achieving these goals will require massive investment in new infrastructure to facilitate the deep integration of renewable fuels into the electric grid, including a new national high-voltage electric transmission network and grid-scale electricity storage, such as batteries. However, spurring investment in these needed infrastructures has proven to be challenging, despite numerous attempts by regulators and policymakers to clear a path for market-driven investment. The bar examination has long loomed over legal education. Although many states formerly admitted law school graduates into legal practice via the diploma privilege, Wisconsin is the only state that recognizes the privilege today. The bar examination is so central to the attorney admissions process that all but a handful of jurisdictions required it amidst a pandemic that turned bar exam administration into a life-or-death matter.
This Article analyzes the diploma privilege from a historical and empirical perspective. Whereas courts and regulators maintain that bar examinations screen out incompetent practitioners, the legal profession formerly placed little emphasis on bar examinations …

Acinetobacter baumannii is increasingly refractory to antibiotic treatment in healthcare settings. As is true of most human pathogens, the genetic path to antimicrobial resistance (AMR) and the role that the immune system plays in modulating AMR during disease are poorly understood. Here we reproduced several routes to fluoroquinolone resistance, performing evolution experiments using sequential lung infections in mice that are replete with or depleted of neutrophils, providing two key insights into the evolution of drug resistance. First, neutropenic hosts acted as reservoirs for the accumulation of drug resistance during drug treatment. Selection for variants with altered drug sensitivity profiles arose …

Recent Vision Transformer (ViT) models have demonstrated encouraging results across various computer vision tasks, thanks to its competence in modeling long-range dependencies of image patches or tokens via self-attention. These models, however, usually designate the similar receptive fields of each token feature within each layer. Such a constraint inevitably limits the ability of each self-attention layer in capturing multi-scale features, thereby leading to performance degradation in handling images with multiple objects of different scales. Software plays a central role in modern societies, with its high economic value and potential for advancing societal change. In this paper, we characterise challenges and opportunities for a country progressing towards entering the global software industry, focusing on Papua New Guinea (PNG). By hosting a Software Engineering workshop, we conducted a qualitative study by recording talks (n=3), employing a questionnaire (n=52), and administering an in-depth focus group session with local actors (n=5). A nomaly detection aims at identifying data points which are rare or significantly different from the majority of data points. Many techniques are explored to build highly efficient and effective anomaly detection systems, but they are confronted with many difficulties when dealing with complex data, such as failing to capture intricate feature interactions or extract good feature representations. Child welfare agencies across the United States are turning to datadriven predictive technologies (commonly called predictive analytics) which use government administrative data to assist workers’ decision-making. While some prior work has explored impacted stakeholders’ concerns with current uses of data-driven predictive risk models (PRMs), less work has asked stakeholders whether such tools ought to be used in the first place. Massive open online courses(MOOC)are free online courses that provide educational resources to users.In this paper,related works are summarized from the following perspectives:data types of MOOC,MOOC data visualization,and visual analysis applications of MOOC data.First,MOOC data is categorized into four types,including text data,video data,topological data,spatio-temporal data,and their concepts and applications are introduced.Then,the common visualization methods of different data types are discussed.Furthermore,the major applications of visual analytics approaches in MOOC data analysis are summarized,including online course learning,online tests and exams,online forum interaction and so on.Finally,the challenges and future work on visual analytics of MOOC data are discussed and concluded.

Ransomware attacks are becoming increasingly pervasive and disruptive, resulting in ransom demands becoming more exorbitant. Payments for ransom costs are increasingly being covered by insurance, which may offer coverage for a variety of cyber-related losses. Some commentators have expressed concern over this market phenomenon. Specifically, the concern is that the presence of insurance is making the ransomware problem worse based on the following theory: because there is ransomware insurance that covers ransom payments, and because paying the ransom is often far cheaper than paying the restoration and business interruption costs covered under the policy, there is an increased tendency to …

Microgrid is a promising technology of distributed energy supply system, which consists of storage devices, generation capacities including renewable sources, and controllable loads. It has been widely investigated and applied for residential and commercial end-use customers as well as critical facilities. In this paper, we propose a joint state-based dynamic control model on microgrids and manufacturing systems where optimal controls for both sides are implemented to coordinate the energy demand and supply so that the overall production cost can be minimized considering the constraint of production target. For more than a decade, employment discrimination causation law has been a confusing, often overly restrictive quagmire that has contributed substantially to the paltry success rate of plaintiffs in employment discrimination cases. Most of these cases are dismissed pretrial, all too often based on a failure of causation. A key reason traces back to loose and misleading language—centered on a single word—in a 2009 Supreme Court opinion involving the but-for causation standard that applies in most discrimination cases. The Court said that the discriminatory motive must be “the” but-for cause of the employer’s action when it should have said “a” …

Technologies such as social media, autonomous vehicles, and “big data” analytics generate enormous benefits for society, but they also create substantial harms. Many of these effects take the form of externalities—external benefits and harms that a decisionmaker (such as an inventor) imposes on third parties without charge or compensation. Considering negative externalities, for example, social media networks spread misinformation throughout the electorate, autonomous vehicles threaten the jobs of millions of professional drivers, and predictive policing based on big data can lead to unreasonable searches and seizures. Externalities can cause inefficient resource allocation, and the classic remedy is to “internalize” externalities …

Conformance problems often exist in natural gas-related activities, resulting in excessive water production from natural gas production wells and/or excessive natural gas production from oil production wells. Several mechanical and chemical solutions were reported in the literature to mitigate the conformance problems. Among the chemical solutions, two classes of materials, namely polymer gels and water-soluble polymers, have been mostly reported. These systems have been mainly reviewed in several studies for their applications as water shutoff treatments for oil production wells. Natural gas production wells exhibit different characteristics and have different properties which could impact the performance of the chemical solutions. …

The Leeb hardness test is a non-destructive and portable technique that can be used both in the laboratory and in-field applications. The main purpose of this study is to predict the dynamic elastic constants of the igneous and sedimentary rocks using Leeb dynamic hardness testing. For this purpose, three vital topics have been investigated and analyzed. First, the relationships between ultrasonic wave velocities and dynamic elastic constants with the Leeb hardness were investigated. A hybrid higher order discontinuous Galerkin time-domain (DGTD) method and finite-element time-domain (FETD) method with parallel technique is proposed for electromagnetic (EM)-circuital-thermal co-simulation in this article. For electromagnetic simulation, DGTD method with higher order hierarchical vector basis functions is used to solve Maxwell equation. Circuit simulation is carried out by modified nodal analysis method. For thermal simulation, FETD method with higher order interpolation scalar basis functions is adopted to solve heat conduction equation. Most North American readers have come to know and appreciate Primo Levi by his major works in prose. His The Periodic Table (1984) catapulted Levi onto the American stage of scientific-humanistic authors, having the New York Times named it among the Best Books of the Year in 1985. Instead, American readers will likely stumble upon Levi’s poetry by accident, simply because every now and then one of his poems in translation appears in print somewhere. We derive the on-shell form of amplitudes containing two external currents with a single hadron in the initial state and two hadrons in the final state, denoted as 1 + J → 2 + J . This class of amplitude is relevant in precision tests of the Standard Model as well as for exploring the structure of excited states in the QCD spectrum. We present a model-independent description of the amplitudes where we sum to all orders in the strong interaction. From this analytic form we are able to extract transition and elastic resonance form factors consistent with previous work …

Domestic laws and regulations are the ideal legal instrument to regulate the mining sector’s contribution to climate change mitigation and adaptation. Even so, as a stop-gap-measure in the absence of a robust legal and regulatory framework, governments may consider updating model mining development agreements (MMDAs) or negotiating climate-related contractual provisions.
The CCSI paper Five Years After the Adoption of the Paris Agreement, Are Climate Change Considerations Reflected in Mining Contracts?, published in July 2021, explores whether governments are using, and how they can use, investor–state mining contracts to advance climate goals.
