It goes without saying that political stability is the sine qua non for any sustained effort to achieve rapid and inclusive growth. The main drivers of such growth would be small farm agriculture, SMEs and microenterprises, construction and low-cost housing, tourism, IT and IT enabled services, diversification and value addition in exports. Thus, the agenda proposed for the short, medium and long term should have a continuous chain, linking and consolidating the gains from these sectors and stimulating inter-sectoral synergetic impulses over time. PSU Transportation Seminars
Cities across the U.S. are facing alarming increases in traffic fatalities, especially among the number of pedestrians who are struck and killed by drivers. Last year, 70 percent of all pedestrian fatalities in Portland were of people experiencing houselessness. As the Portland Bureau of Transportation (PBOT) is updating the city's Vision Zero Plan, a team of PSU urban and regional planning masters students have been investigating how to reduce the risk of being hit and killed specifically for unhoused people. This Comment starts by providing a historical overview of Irish corporate tax policy and the significant role it played in bringing the country up to economic strength with other economies in Western Europe. Then, it explains the current state of Ireland’s corporate tax code and explores influential legislation in the European Union and the United States governing their respective approaches to tax competition and tax harmonization. We present the first results from an all-sky all-frequency (ASAF) search for an anisotropic stochastic gravitational-wave background using the data from the first three observing runs of the Advanced LIGO and Advanced Virgo detectors. Upper limit maps on broadband anisotropies of a persistent stochastic background were published for all observing runs of the LIGO-Virgo detectors. However, a broadband analysis is likely to miss narrowband signals as the signal-to-noise ratio of a narrowband signal can be significantly reduced when combined with detector output from other frequencies. Data folding and the computationally efficient analysis pipeline, PyStoch, enable us to perform the radiometer …

FZR1, which encodes the Cdh1 subunit of the anaphase-promoting complex, plays an important role in neurodevelopment by regulating the cell cycle and by its multiple post-mitotic functions in neurons. In this study, evaluation of 250 unrelated patients with developmental and epileptic encephalopathies and a connection on GeneMatcher led to the identification of three de novo missense variants in FZR1. Whole-exome sequencing in 39 patient-parent trios and subsequent targeted sequencing in an additional cohort of 211 patients was performed to identify novel genes involved in developmental and epileptic encephalopathy. In adopting the African Charter on the Rights and Welfare of the Child (“African Child Charter”) on July 1, 1990, Africans, through the Organization of African Unity, officially recognized the need to guarantee the fundamental rights of all children. They also imposed obligations on all African States to recognize the rights, freedoms and duties enshrined in the African Child Charter and required States to take all necessary measures to give effect to these rights. This Article will compare 47 U.S.C. § 230 (“Section 230”), the United States law governing civil claims that prevent social media companies from being treated like the publishers of their own users’ posts and the companies’ abilities to remove user posts, with the European Union’s (“EU”) equivalent governing law, the E-commerce Directive. The E-Commerce Directive will be used as an example of a governmental regulation that better prevents viewpoint discrimination, but at the cost of a lower standard of user expression. In this paper, the idea of the Ricci flow is introduced and its significance and importance to related problems in mathematics had been discussed. Several functionals are defined and their behavior is studied under Ricci flow. A unique minimizer is shown to exist for one of the functionals. This functional evaluated at the minimizer is strictly increasing. The results for the first functional considered are extended to manifold with boundary. Finally, two physically motivated examples are presented.

Persulfate-based advanced oxidation processes (persulfate-AOPs) offer great promise for environmental remediation, with heterogeneous catalysts providing the backbone of many wastewater purification technologies. Unlike conventional nanocatalyst heterogeneous systems, the immobilized-catalyst system can bypass the separation problem to reduce scour and prevent aggregation by anchoring nanoparticles onto porous or large-particle carriers. This review presents the state-of-the-art of knowledge concerning immobilization methodologies and reactors, reaction mechanisms, and activation performance. Immobilization techniques onto supports are summarized and discussed, including membrane-based reaction systems (immersion mode, and filtration mode), electrocatalytic auxiliary systems, and alternative supports (metallic glasses, aerogels, hydrogels, and specific materials). There is growing awareness of the impact of intergenerational trauma and community disadvantage on the educational achievement of Aboriginal and Torres Strait Islander (First Nations) children in Australia. Scholars have identified the need for culturally responsive and trauma-informed approaches to complement existing disciplinary and behavior support practices utilized in schools. This pilot research project explored the experiences of primary school teachers who were supported to implement trauma-informed practices in a regional primary school with a large number of First Nations students. Qualitative interviews with eight teachers were conducted after a 3-year (2017–2020) implementation of the Trauma-Informed Behavior Support (TIBS) program. …

Evaluation of surgical skills during minimally invasive surgeries is needed when recruiting new surgeons. Although surgeons’ differentiation by skill level is highly complex, performance in specific clinical tasks such as pegboard transfer and knot tying could be determined using wearable EMG and accelerometer sensors. A wireless wearable platform has made it feasible to collect movement and muscle activation signals for quick skill evaluation during surgical tasks. Neuroendocrine neoplasia (NEN) is an umbrella term that includes a widely heterogeneous disease group including well-differentiated neuroendocrine tumours (NETs), and aggressive neuroendocrine carcinomas (NECs). The site of origin of the NENs is linked to the intrinsic tumour biology and is predictive of the disease course. It is understood that NENs demonstrate significant biologic heterogeneity which ultimately translates to widely varying clinical presentations, disease course and prognosis. Thus, significant emphasis is laid on the pre-therapy evaluation of markers that can help predict tumour behavior and dynamically monitors the response during and after treatment. Whereas one-dimensional, 10-membered ring zeolites are typically used for hydroisomerization, Fe3+-containing SSZ-70 (Fe-SSZ-70) shows remarkable isomerization selectivity for a zeolite containing 12- and partially blocked 14-membered rings, in addition to 10-membered rings. Fe-SSZ-70 was compared to Al3+-containing SSZ-70 (Al-SSZ-70) in constraint index and n-decane hydrocracking tests. Fe-SSZ-70 exhibited a 74% total isomer yield (64% yield of monobranched isomers and 10% cracking yield) at 85% conversion compared to 49% total isomer yield (41% yield of monobranched isomers and 36% cracking yield) for Al-SSZ-70 at the same conversion. Smoothened (SMO) transduces the Hedgehog (Hh) signal across the plasma membrane in response to accessible cholesterol. Cholesterol binds SMO at two sites: one in the extracellular cysteine-rich domain (CRD) and a second in the transmembrane domain (TMD). How these two sterol-binding sites mediate SMO activation in response to the ligand Sonic Hedgehog (SHH) remains unknown. We find that mutations in the CRD (but not the TMD) reduce the fold increase in SMO activity triggered by SHH. SHH also promotes the photocrosslinking of a sterol analog to the CRD in intact cells. Vagus nerve stimulation is an emerging therapy that seeks to offset pathological conditions by electrically stimulating the vagus nerve through cuff electrodes, where an electrical pulse is defined by several parameters such as pulse amplitude, pulse width, and pulse frequency. Legislation for SWDs led to the enrollment of postsecondary students with disabilities (SWDs) in higher education, but it has also created the increased prevalence of dropouts among postsecondary SWDs (NCES, 2020) Although postsecondary disability status has garnered attention, it continues to be neglected as a political need in higher education. The purpose of this paper was to utilize the literature to better understand how reparations have a causal effect on, (a) internalized oppression; (b) racial centrality; (c) systemic inequity; and (d) mental health outcomes within the African American community. Reparations are examined through both monetary gains and the significance of societal recognition of the history of African chattel slavery. In addition, the White versus African American wealth gap is utilized to display the relationship between unpaid reparations and contemporary economic oppression.
