Insights: The Newsletter of the Neal A. Maxwell Institute for Religious Scholarship
Following the success of the BYU Dead Seas Scrolls Electronic Library (2nd ed., Brill, 2006), the Maxwell Institute’s Center for the Preservation of Ancient Religious Texts (CPART) has initiated a project to produce an electronic library of ancient Syriac literature. Syriac is a dialect of Aramaic, the language of Jesus and his disciples. Syriac was the language spoken by ancient Christians throughout the Middle East, from Syria to India, and a large and important body of early Christian literature is preserved in it. Electronic libraries have been produced for Greek, Latin and other ancient literatures, but this will be the …

Scripture Update: El Niño And Lehi’S Voyage Revisited, Warren P. Aston
Insights: The Newsletter of the Neal A. Maxwell Institute for Religious Scholarship
In recent years several scholars have drawn the attention of Latter-day Saints to the phenomenon popularly known as “El Niño.”1 In 1990 David L. Clark highlighted the fact that a mechanism was now known to science that would permit, periodically, easterly sea travel across the Pacific, the direction Lehi’s party is understood to have traveled.2 ENSO, the more formal acronym for this phenomenon, comes from El Niño (the Christ child) and Southern Oscillation, referring to the fact that the changes commence in the southern Pacific Ocean. The intermittent ENSO effect creates an easterly equatorial current running counter to the prevailing …

The latest issue of the Maxwell Institute’s Occasional Papers (number 5 in the series) focuses exclusively on what Joseph Smith called “the most correct of any book on earth, and the keystone of our religion”—the Book of Mormon. As M. Gerald Bradford, editor of the series and associate executive director of the Maxwell Institute notes, “the papers in this volume show that the Book of Mormon can be studied and understood from a wide variety of scholarly disciplines.”

Memory And Attention While Scuba Diving At Shallow And Deep Depths: An Open Water Study, Leanne Boucher, Joshua Feingold, Kelly Concannon, Stephanie Talavera, Jaime Tartar, W. Matthew Collins
Journal for Sports Neuroscience
SCUBA diving requires a high level of cognitive functioning, however, many divers anecdotally report poor memory and attentional skills while underwater. Few studies have documented cognitive deficits resulting from an open-water dive. Here, 23 divers completed both shallow (8 m) and deep (28 m) dives over two days in the open-water. The order of the dives was counterbalanced across participants. While at depth, they completed the State-Trait Anxiety Inventory to assess anxiety levels, learned and were tested on a list of 36 words, and completed the trail making task (TMT) to assess executive functioning. They also gave saliva samples to …

The Nephite account is a record that resembles in form, nature, and functions—in scores of characteristics, in fact—what we would expect in an ancient Mesoamerican codex, a type of document that was utterly unknown to Joseph Smith.

Impact Of Neighborhood Quality And Recent Life Stressors On Sleep Problems: A Longitudinal Study Of Adolescents At Risk For Maltreatment, Krithika Prakash, Joseph Tu, Angela Staples
Journal of Applied Research on Children: Informing Policy for Children at Risk
It is estimated that around 70% of adolescents are not getting sufficient sleep. The impact of poor sleep during adolescence is related to both increased psychopathology and poorer academic and social functioning. While studies have established a link at the community level between earlier school start times and poorer sleep, there remain open questions about other aspects of community such as neighborhood factors and stressful life events. In this study, we investigated the impact of three neighborhood factors (chaos, stability, and efficacy) and recent life stressors on adolescent (n = 1354) sleep habits at ages 12, 14, and 16 …

Litigation Over Public Procurement In Light Of Algerian Legislation And Judicial Precedents, Dr. Ahcene Rabhi
مجلة جامعة الإمارات للبحوث القانونية UAEU LAW JOURNAL
The flexibility and dynamism of the substantive dimensions of public tenders have been reflected by the large legal provisions enacted by the Algerian legislature in order to control disputes concerning this type of administrative contracts. This has been initially divided according to a threefold approach, which takes into account the adaptation of administrative proceedings and their types, and finally the legal solutions applied to adjudicating them. However, despite the considerable attraction of this legislative position, it was quickly and widely criticized for the large gaps it left, resulting in the "embarrassment" of the administrative judiciary in many legal problems. The Foreclosure is considered as the most drastic or draconian remedy, which leads to the extinction of the equitable right of redemption and restoration or recovery of the mortgaged property enjoyed by mortgagor, due to his or her default from repaying the debt secured by mortgaged Property. Which allows the mortgagee to acquire the ownership of the mortgaged Property, after being transferred to him or her. It is also worth-bearing in mind that the foreclosure is considered as an equitable system, imposed by the rules of justice and equity, in order to eliminate the mortgagor's procrastination or default from repaying …

While current core rules governing armed conflicts has remained almost the same since the adoption of the 1949 Geneva Conventions and its two additional protocols of 1977, the nature of non-international armed conflicts has gone under a tremendous development. This poses a question on whether there is a need to develop the rules of International Humanitarian Law (IHL) applicable to Armed Groups in times of non-international armed conflicts to cope with the changes in the armed conflicts layout. Accordingly, this article is addressing this question and examining ways to improve armed groups’ compliance to the provisions of the IHL.

The voluntary and forced execution embodies the purpose of the request for arbitration for anyone who obtains an award that achieves the purpose of the arbitration proceeding. In the context of foreign arbitration awards, permitting without national conditions or restrictions for the enforcement of foreign arbitration awards prejudices the sovereignty of the State over its territory, so the order of enforcement has become the judicial regulatory instrument imposed by the national legislator on the will of the parties, which is subsequent control over the issuance of the arbitration judgement - national, international or foreign - when it is to be …

BACKGROUND: Asthma is the most common chronic disease in children, occurring at higher frequencies and with more severe disease in children with African ancestry.
METHODS: We tested for association with haplotypes at the most replicated and significant childhood-onset asthma locus at 17q12-q21 and asthma in European American and African American children. Following this, we used whole-genome sequencing data from 1060 African American and 100 European American individuals to identify novel variants on a high-risk African American-specific haplotype. We characterized these variants in silico using gene expression and ATAC-seq data from airway epithelial cells, functional annotations from ENCODE, and promoter capture …
