The Cost Of Cargo Preference: How Shipping Requirements Hinder Food Aid Efficiency, Grace E. Pattara

Cargo preference for food aid (CPFA) mandates that 50 percent of U.S. food aid shipments be transported on U.S.-flagged vessels (USFVs). However, only seven USFVs are equipped to accommodate bulk food aid, causing shipments to be sent on vessels not designed for such transport. This constraint increases operational costs by an average of 270 percent, delays delivery timelines, and consumes 30-50 percent of the food aid budget. Healthcare interoperability remains constrained not only by technical barriers but also by leadership, governance, and administrative fragmentation. The purpose of this quantitative cross-sectional study was to examine how leadership-related barriers to interoperability were reflected in patients’ and caregivers’ experiences with administrative clarity, system integration complexity, trust in leadership, satisfaction, and switching behavior. Guided by transformational leadership theory, data were collected through an online survey of 435 U.S. adults who managed healthcare administrative tasks for themselves or family members. Rates of medication nonadherence among individuals with schizophrenia spectrum disorder are high and strong evidence exists for the benefits of long-acting injectable antipsychotics (LAI) over oral antipsychotics. Despite this, only 10% of patients in Washington State with schizophrenia spectrum disorders are administered longacting injectable antipsychotics. This narrative inquiry examined how principals in low-performing high-minority urban schools use transformational leadership to improve academic outcomes. The purpose of this research was to describe principals’ leadership behaviors that are perceived to positively influence academic achievement among students who identify as minority and low socioeconomic status and are attending or have attended urban school districts with high concentrations of the identified population. The purpose of this qualitative exploratory case study was to explore how teachers in culturally diverse suburban U.S. elementary schools perceive the implementation of restorative justice practices as an influence on student behavior. The researcher collected data through questionnaires and semistructured interviews of 14 elementary teachers currently employed in a suburban elementary school who actively use restorative justice with students. The purpose of this qualitative exploratory case study was to explore how African American men who earned an associate degree from dual enrollment programs in Texas perceive the transition to a 4-year university to pursue a bachelor’s degree. The 4S model of Schlossberg’s transition theory was the conceptual framework that undergirded the study. Purposive sampling was used to recruit 20 participants. The One Big Beautiful Bill (OBBB) promises billions in new farm subsidies, but most of that money won’t go to the farmers who need it most. This brief describes how the OBBB’s changes to agricultural subsidy programs will disproportionately benefit large farms and non-farming investors, accelerating farm loss and consolidation across the United States. The authors argue that without reforms, the OBBB will inflate land values, raise barriers for new and small farmers, and further fuel absentee farmland investment. Concussion is the most common form of traumatic brain injury, and a substantial fraction of those affected develop post-concussion syndrome (PCS), a condition characterized by persistent cognitive, emotional, physical, and sleep symptoms for which no definitive treatment currently exists. Transcranial photobiomodulation (tPBM), the delivery of near-infrared (NIR) light to brain tissue, has shown promise for addressing the metabolic dysfunction that underlies concussion. Still, commercially available tPBM devices rely on fixed, open-loop protocols and do not integrate electroencephalography (EEG), limiting a clinician’s ability to monitor neural biomarkers during treatment. In the neuroscience intensive care unit (NSICU), nurses rely on advanced monitoring tools to detect neurological deterioration. Two noninvasive measures, heart rate variability (HRV) and pupillary light reflex (PLR), are used to assess autonomic nervous system function; however, it remains unclear whether these indicators provide overlapping or distinct information. The purpose of this observational prospective study is to evaluate the relationship between HRV and quantitative pupillometry measurements to determine whether these noninvasive indicators provide congruent information. This study examines how media framing influences juror bias among college-aged students when evaluating a defendant's guilt in a fictional criminal case. Utilizing framing theory, the research explores whether biased news coverage can shape perceptions of a defendant's guilt before trial.

Participants, consisting of students at California Polytechnic State University, aged 18-22, were asked to read two news articles about a fictional criminal case. One framed the fictional defendant as guilty, while the other framed him as innocent. Both articles were generated using the Artificial Intelligence Platform, Claude.

The Doctor of Nursing Practice project examined pediatric inpatient falls. The healthcare agency involved in the project identified concerns regarding pediatric inpatient falls. Data were collected on pediatric inpatient falls that occurred on two nursing units at this agency based on the Generalized Risk Assessment for Pediatric Inpatient Falls and the Humpty Dumpty Falls Prevention Scale. Results from the project indicated marginal statistical significance, with approximately a 60% reduction in falls after the implementation of the Humpty Dumpty Falls Prevention Scale. Small museums and volunteer-driven field programs often lack the resources required for detailed geological mapping, limiting the stratigraphic data associated with their fossil collections. To address this challenge, an affordable and replicable mapping workflow was developed that combined drone-based photogrammetry, GIS analysis, and targeted structural measurements using the Glenrock Exposure of the Lance Formation as a study site. The resulting 3D outcrop models, bedding-plane reconstructions, and 750-m-thick stratigraphic column provide the first comprehensive spatial framework for 35 fossil quarries curated by the Glenrock Paleon Museum. The results reveal tightly clustered fossil-bearing horizons, a long interval lacking preservation, and a notable …

Formerly incarcerated individuals have poorer oral health and less frequent dental care utilization than the general population. However, prior work has overlooked the relationship between prior incarceration and disparities in dental insurance coverage. Using data from the Health and Retirement Study (n = 11,638), findings from multiple logistic regression analyses demonstrate that formerly incarcerated older adults are significantly less likely to have dental insurance coverage (odds ratio [OR] = 0.745, 95% confidence interval [CI] = 0.608, 0.912). After accounting for the income-to-poverty ratio, this association was no longer statistically significant. Analyses using the Karlson-Holm-Breen method demonstrated that approximately 45% of …

People in recovery with histories of sex and drug-linked behavior (SDB) have an increased risk of substance use recurrence. However, sexual health concerns remain largely unaddressed by recovery support services researchers and practitioners. The purpose of this analysis was to describe the sex and relationship concerns of people in recovery for an opioid use disorder living in level II and level III recovery homes. Recovery homes are sober living homes that the National Association for Recovery Residences classifies into four levels based on staffing and service provision. Background: Atrial septal defects (ASDs) are a prevalent type of congenital heart disease. Previous GWAS (Genome-Wide Association Studies) have identified common variants associated with ASDs, though their mechanisms remain unknown. We aimed to expand insights into the architecture of common variants associated with ASD risk and elucidate functional mechanisms.

Methods: We conducted a GWAS using isolated ASD cases and healthy controls and replicated findings in an independent cohort. We examined epigenetic marks within this ASD locus in human induced pluripotent stem cell-derived cardiomyocytes and fetal human hearts. Climate change amplifies many threats to human health. Despite advances in understanding climate change dynamics and impacts, there remains a critical gap in translating scientific knowledge into equitable, and community‐driven health interventions. The inaugural One Earth, One Health workshop sought to explore this gap through human‐centered design exercises involving interdisciplinary researchers from climate and Earth sciences, engineering, epidemiology, microbiology, and environmental health. Although participants did not co‐develop solutions with affected communities, they used stakeholder role‐playing to guide ideation and lay groundwork for actionable plans.
