Position, Navigation, And Timing Weaponization In The Maritime Domain: Orientation In The Era Of Great Systems Conflict, Diane M. Zorri, Gary C. Kessler Jun 2024

Position, Navigation, And Timing Weaponization In The Maritime Domain: Orientation In The Era Of Great Systems Conflict, Diane M. Zorri, Gary C. Kessler

Joint Force Quarterly

The jamming and spoofing of Global Positioning System (GPS) and the Automatic Identification System (AIS) information has escalated in the last half-dozen years from simple demonstrations of capability to truly dangerous situations where misperceptions could ignite a major conflict. Because of the grave danger that GPS and AIS weaponization entails, it is essential that policymakers and maritime operators understand not only the risks and implications of these threats, but also the mitigation techniques and countermeasures that add resilience to the warfighter.

When Does Gray Zone Confrontation End? A Conceptual Analysis, Lukas Milevski Jun 2024

When Does Gray Zone Confrontation End? A Conceptual Analysis, Lukas Milevski

Joint Force Quarterly

The gray zone remains one of the most fashionable strategic concepts of the past few years in the United States, it encapsulates a particular subset of international relations, in the process affecting the ideational distinction between war and peace. While the gray zone concept may have negligible strategic-analytical merit, its high social utility persists and should be recognized.

Federated Learning-Enhanced Retrieval Augmented Generation (Rag), Eugenia Kim, Amanda L. Holst Ph.D., Myungjin Lee Jun 2024

Federated Learning-Enhanced Retrieval Augmented Generation (Rag), Eugenia Kim, Amanda L. Holst Ph.D., Myungjin Lee

Defensive Publications Series

Techniques are provided to enhance the functions of a retrieval augmented generation (RAG) mechanism for a large language model (LLM). A Federated Learning (FL)-enhanced RAG (FLERAG) mechanism is provided that can account for relevant context-enhancing data from the retrieval process, as well as most recent data from the FL on which a large language model (LLM) may not have been trained. Using FLERAG, the output generation is determined through a scoring or ranking method that indicates whether the response from the LLM or the FL model is most accurate and relevant. This generated response is then provided back to a …

How The Nature Of Inequality Reduction Matters For Co2 Emissions, Tobias Angel, Alexandre Berthe, Valeria Costantini, Mariagrazia D’Angeli Jun 2024

How The Nature Of Inequality Reduction Matters For Co2 Emissions, Tobias Angel, Alexandre Berthe, Valeria Costantini, Mariagrazia D’Angeli

Fondazione Eni Enrico Mattei Working Papers

This study investigates the relationship between distinct types of inequality and CO2 emissions using panel data on 156 countries from 1995 to 2020. Using fixed effects panel and quantile regression techniques, we report estimates that indicate that pre-distribution (inequality reduction by structural changes and social protection) is better aligned with the goal of carbon emission reduction than redistribution (inequality reduction by transfers). However, those countries who contribute the least to global warming face the highest environmental degrading effect of pre-distribution. In contrast, pre-distribution decreases or does not affect the carbon emissions of the biggest global polluters. Redistribution, on the other hand, …

Local Is Possible: An Analysis Of Hma Localization Efforts And A Proposed Pathway For Future Projects, Mark Wilkinson Ph.D., Lisa Mueller-Dormann, Camilla Roberti, Lene Rasmussen Jun 2024

Local Is Possible: An Analysis Of Hma Localization Efforts And A Proposed Pathway For Future Projects, Mark Wilkinson Ph.D., Lisa Mueller-Dormann, Camilla Roberti, Lene Rasmussen

The Journal of Conventional Weapons Destruction

This paper aims to address the relevance of localization in humanitarian mine action (HMA), delineating principles, challenges, and advocating for increased attention. Drawing upon evidence from localization initiatives from DanChurchAid (DCA) and Danish Refugee Council (DRC) programming, we list tenets we believe should guide future project design and development. Contrary to the perception that localization offers limited value in mine action, this paper argues that applying it to HMA projects is both urgent and highly beneficial. As discussions on localization in the humanitarian sphere progress, so too should the implementation of localized approaches in HMA, driven by the evolving landscape …

Angola: Hidden Danger, Sean Sutton Jun 2024

Angola: Hidden Danger, Sean Sutton

The Journal of Conventional Weapons Destruction

Lucala-2 is a small village located in the northern part of Angola, with 750 residents situated by a bridge crossing the Lucala river. This area gained strategic importance during the Angolan Civil War (1975–2002), particularly due to the Lucala bridge, which served as a critical crossing point. Throughout the war, minefields were strategically laid at all four corners of the bridge, illustrating the extensive use of landmines that has continued to impact Angola. These mines remain a harrowing legacy, contributing to ongoing casualties and significantly hindering development efforts long after the war's conclusion. The community explained how they have been …

Navigating The Unintended Consequences Of Language, Imagery, And Meaning Has Never Been More Difficult Or More Important, Jon Brown Jun 2024

Navigating The Unintended Consequences Of Language, Imagery, And Meaning Has Never Been More Difficult Or More Important, Jon Brown

The Journal of Conventional Weapons Destruction

Words matter. The imagery we use matters. When we tell the wrong story (or the right story in the wrong way), it damages us as organizations, damages us as a sector, and, most importantly of all, causes distant but lasting harm to the very communities we exist to serve and of which we are a part of. Let’s be clear: we at Mines Advisory Group (MAG) are certainly as guilty as the rest of the sector in getting things wrong, but we are putting steps in place to try to get it right.

The world has moved on from the …

What Can Artificial Intelligence Offer Humanitarian Mine Action?, Russell Gasser Ph.D. Jun 2024

What Can Artificial Intelligence Offer Humanitarian Mine Action?, Russell Gasser Ph.D.

The Journal of Conventional Weapons Destruction

Would you walk on land declared safe by an unproven technology, developed by enthusiastic proponents who do not have long experience in the world of mine action? What if the system for locating hazards will be tested in only one or two trials, even though the type of machine learning system they are using is known to sometimes give false but completely plausible results (so-called hallucinations1)? Furthermore, in the proposed machine-learning system there will be no audit trail for analysis if a serious error occurs, and no way of knowing for sure how to prevent its repetition.

There is dangerously …

Preventing Arms Diversion In Wartime Ukraine: A Brief Overview, Olena Kryzhanivska Ph.D.

The Journal of Conventional Weapons Destruction

Ukraine has entered its third year defending against Russia’s full-scale invasion, and despite emerging as one of the largest importers of weapons, it manages to prevent their major diversion. Experts evaluate the current arms control and weapons and ammunition management efforts by Ukraine and its allies with cautious optimism. Although obtaining detailed information about the intricacies of weaponry management in Ukraine is challenging, open sources allow us to glimpse some of the current measures taken during wartime. This article presents a brief overview of Ukraine's counter-diversion efforts and those of its partners, encompassing monitoring and control of international military aid, …

The Prioritization Of Survey Through Open-Source Research In Ukraine, Anda Riza, Andro Mathewson Jun 2024

The Prioritization Of Survey Through Open-Source Research In Ukraine, Anda Riza, Andro Mathewson

The Journal of Conventional Weapons Destruction

With the increasing quantity of available and relevant open-source information online, the mine action sector is well poised to take advantage of its accessibility for conducting research, analysis, and investigations. In current conflicts, such as in Ukraine and Yemen, online sources are a rich repository of information which can be leveraged for survey and clearance operations. Humanitarian mine clearance actors can harness this vast quantity of information to map conflicts and their effects, including the location of landmines and other explosive remnants of war (ERW). In turn, this can be used to help prioritize survey efforts, especially in contexts where …

Securing Land To Contribute To Food Systems: Preliminary Findings On Humanitarian Mine Action Cumulative Effects On Food Security In Lebanon, Riccardo Labianco Ph.D., Myriam Rabbath Jun 2024

Securing Land To Contribute To Food Systems: Preliminary Findings On Humanitarian Mine Action Cumulative Effects On Food Security In Lebanon, Riccardo Labianco Ph.D., Myriam Rabbath

The Journal of Conventional Weapons Destruction

In a country or region affected by explosive ordnance (EO), the related contamination and, when present, humanitarian mine action (HMA), should be considered as part of the country’s food systems. Accordingly, understanding the cumulative effects of HMA on food security can be better appreciated by considering the whole food system and how local citizens view the impact of contamination. Through a preliminary series of community-level interviews in southern and northeast Lebanon from August to September 2023, Mines Advisory Group (MAG) started a research project on the impact of EO contamination on people’s ability to produce and procure adequate food and …

Studying The Effects Of Aging On Ammunition Under Water, Nicole Neitzey, Colin King Jun 2024

Studying The Effects Of Aging On Ammunition Under Water, Nicole Neitzey, Colin King

The Journal of Conventional Weapons Destruction

The world’s oceans and waterways contain untold amounts of munitions, whether dumped or fired, and the sometimes-harsh underwater environment can make their clearance difficult. Yet we are approaching a time when we will have to face the reality of removing them to continue enjoying the planet’s most abundant natural resource. Much of the ammunition in areas from the Baltic Sea to the rivers of Cambodia to the Gulf of Mexico has been immersed for decades, subject to a variety of underwater influences. Many studies have examined the impacts of degrading explosives on the surrounding environment, but few look at what …

Storage And Interaction Diagrams: Extending The Diagrammatic Framework Of Kinetic And Free-Body Diagrams To Other Conservation And Accounting Principles, Amir H. Danesh-Yazdi Jun 2024

Storage And Interaction Diagrams: Extending The Diagrammatic Framework Of Kinetic And Free-Body Diagrams To Other Conservation And Accounting Principles, Amir H. Danesh-Yazdi

Faculty Publications - Mechanical Engineering

After defining a system for analysis, a rigorous process is taught to students in their Statics and Dynamics courses on how to draw proper kinetic, free-body, and impulse-momentum diagrams. While numerous techniques and mnemonics have been mentioned in literature, any experienced instructor can tell a correct free-body diagram apart from an incorrect one. Unfortunately, this is not the case when considering scalar properties such as mass, energy, exergy, and entropy. Different fluid mechanics and thermodynamics texts have treated the diagrammatic representation of these properties either very poorly, or in the case of the latter two, not at all. In this …

Training In Trauma‑Responsive And Anti‑Racist Telehealth: A Model For Behavioral Health Clinicians And Providers, Ritchie J. Rubio Jun 2024

Training In Trauma‑Responsive And Anti‑Racist Telehealth: A Model For Behavioral Health Clinicians And Providers, Ritchie J. Rubio

Psychology Division Scholarship

Telehealth's uptake in behavioral health services has been accelerated by the COVID-19 pandemic. However, many clinicians continue to lack focused training in providing trauma-informed and culturally-responsive telehealth care. This article outlines a model curriculum that was created to instruct and coach behavioral health providers in California on how to integrate anti-racist and trauma-responsive techniques into telehealth. Topics like evidence-based trauma therapies, racial/ ethnic trauma, marginalized communities, digital divide, and provider selfcare were all covered in the nine-part curriculum. Every three-hour session included evidence-informed didactic content, telehealth skills practice, and concrete planning for implementation. Trauma-responsive frameworks such as the tri-phasic model …

A Homogeneous Time-Resolved Fluorescence Screen To Identify Sirt2 Deacetylase And Defatty-Acylase Inhibitors, Jie Yang, Joel Cassel, Brian C Boyle, Daniel Oppong, Young-Hoon Ahn, Brian P Weiser

Rowan-Virtua School of Osteopathic Medicine Departmental Research

Human sirtuin-2 (SIRT2) has emerged as an attractive drug target for a variety of diseases. The enzyme is a deacylase that can remove chemically different acyl modifications from protein lysine residues. Here, we developed a high-throughput screen based on a homogeneous time-resolved fluorescence (HTRF) binding assay to identify inhibitors of SIRT2's demyristoylase activity, which is uncommon among many ligands that only affect its deacetylase activity. From a test screen of 9600 compounds, we identified a small molecule that inhibited SIRT2's deacetylase activity (IC50 = 7 μM) as well as its demyristoylase activity (IC50 = 37 μM). The inhibitor was composed …

Long-Term Patterns And Mechanisms Of Plant Invasions In Forests: The Role Of Forest Age And Land-Use History, Chad C. Jones, Matthew H. Yamamoto Jun 2024

Long-Term Patterns And Mechanisms Of Plant Invasions In Forests: The Role Of Forest Age And Land-Use History, Chad C. Jones, Matthew H. Yamamoto

Botany Faculty Publications

It has become increasingly apparent that even mature forests are susceptible to plant invasions. However, invasive plants are often more abundant in younger forest stands. It is difficult to disentangle possible mechanisms that would explain this pattern due to the scarcity of long-term studies in successional forests. Several mechanisms have been proposed to explain patterns of invasions as forests age, including biotic resistance, window of opportunity, historical legacies, and invasion debt. We explored patterns and potential mechanisms of plant invasions over 70 years in a regenerating forest with different land-use histories in the Bolleswood Natural Area, Connecticut, USA. We examined …

MacDonald Franklin OSI Research Centre

Introduction: Ketamine has emerged as a promising treatment alternative for the management of chronic pain. Despite encouraging findings in civilian populations, and favourable results from trials examining its efficacy in military populations, there is still a dearth of information pointing to optimal specifications related to ketamine administration for pain, depression, and posttraumatic stress disorder (PTSD) in military populations. This meta-analysis and systematic review synthesised available evidence on the effectiveness, tolerability, and feasibility of ketamine in the management of chronic pain and mental health conditions in military populations. Methods: This review followed the Cochrane’s Guide for systematic reviews of interventions and …

Crisis In The Classroom: The Rise Of Book Bans Threatening American Youth, Kris Barrios

Florida Atlantic University Undergraduate Law Journal

Inspired by the experiences of his father as a Polish Jew during the reign of Adolf Hitler, author Art Spiegelman wrote Maus to memorialize the lives of Holocaust survivors. However, multiple state governments have attempted to limit American youth’s access to Maus and other classic literature by pulling books from classroom shelves.1 According to PEN America, over 5,000 books have been banned in the United States in the last two years, with more than half of these bans targeting young adult literature.2 The most commonly objected themes in these books were depictions of violence, the discussion of racism, and the …

Minority Access To Education And Affirmative Action, Morgan Robinson

Florida Atlantic University Undergraduate Law Journal

Education opens doors to those who can participate in it. For example, pay ceilings based on degrees of education, voting, rights in the US, and many more liberties are a part of the “American Dream .”Minorities have been denied the right to education for hundreds of years, limiting their influence within government, ability to make a living, or freedom from oppression, all rights that white Americans can participate in without having to worry about race. Enslaved people were told they could not learn how to read for fear they would realize they were no different from the people who oppressed …
