Background: The objective of this study was to determine the human papillomavirus (HPV) genotypes of high-risk-other HPV Papanicolaou (Pap) tests and of biopsy tissues from patients with high-grade squamous intraepithelial lesion (HGSIL) or cervical cancer. High-risk-other HPV status was determined with the cobas HPV Test (Roche Diagnostics, North America) that identifies 12 high-risk, non-16/18 HPV genotypes. We hypothesized that we would find genotypes of HPV in our population that are not covered by the 9-valent HPV vaccine. Conspecific density dependence (CDD) in plant populations is widespread, most likely caused by local-scale biotic interactions, and has potentially important implications for biodiversity, community composition, and ecosystem processes. However, progress in this important area of ecology has been hindered by differing viewpoints on CDD across subfields in ecology, lack of synthesis across CDD-related frameworks, and misunderstandings about how empirical measurements of local CDD fit within the context of broader ecological theories on community assembly and diversity maintenance. The atomic structures of Zn and Na borophosphate glasses were studied using X-ray and neutron scattering techniques. Peaks assigned to the B−O, P−O, and O−O distances confirm that only BO4 units co-exist with the PO4 tetrahedra. The Zn−O and Na−O coordination numbers are found to be a little larger than four. The narrowest peaks of the Zn−O first-neighbor distances exist for the glasses along a line connecting the Zn (PO3)2 and BPO4 compositions (50 mol% P2O5), which is explained by networks of ZnO4, BO4, and PO …

This paper presents a large vacuum facility (6-ft-diameter, 10-ft-long chamber) equipped with a magnetic filter-type low Earth orbit plasma source. A recommended operating envelope for the plasma source was established through single-point measurements by varying the discharge currents of the plasma source and the gas flow rates. A three-axis translation stage was fabricated and tested with 2D and 3D scans of the simulated plasma environment. The measured plasma density during this study was between 1:63 x 1012 − 3:1 x 1012 m−3 for the electrons and 7:54 x 1012 − 1:82 x 1013 m−3 for the ions, whereas the electron …

As the global economy transitions to a just, low-emissions, climate-resilient, and nature-positive future, we can expect every sector to transform. However, systemic transformation requires strategic transition planning, effective coordination, and communication across the economy. To facilitate this, governments can play a decisive role by managing change and setting incentives and constraints for private actors. Similarly, private sector actors can enhance their corporate strategies and financing decisions to support this transition. Transition plans serve as a roadmap to transformation by outlining a strategic vision and identifying capital needs, external factors, and dependencies.

Asphalt pavements make up a majority of the essential transportation systems in the US. Asphalt mixtures age and degrade over time, reducing the pavement performance. Pavement performance critically depends on the aging of asphalt binder. the aging of asphalt binder during construction is traditionally modeled by rolling thin film oven (RTFO) testing, while aging during service life is modeled by pressure aging vessel (PAV) testing. Comparing these models to the aging of binders in actual pavements is limited because, to be used for current testing, binders must be separated from the pavement's aggregate by solvent extraction. One of the conditions for a detention not to be arbitrary under s. 9 of the Canadian Charter of Rights and Freedom is that it must be authorized by a law that is itself not arbitrary. The Supreme Court’s pronouncements about what makes a law arbitrary have been brief, question begging and, at times, conflicting. This article takes stock and proposes a path forward.

First, it reviews the Supreme Court’s case law with the goal of developing a taxonomy of its various accounts of arbitrary laws. It identifies three: a formal account (with a procedural check), a purpose-sensitive account, and …

The California Racial Justice Act of 2020 recognized racial and ethnic discrimination as a basis for relief in capital cases, expressly permitting several types of statistical evidence to be introduced. This statewide study of the influence of race and ethnicity on the application of capital punishment contributes to this evidence. We draw on data from over 27,000 murder and manslaughter convictions in California state courts between 1978 and 2002. Using multiple methods, we found significant racial and ethnic disparities in charging and sentencing decisions. Controlling for defendant culpability and specific statutory aggravators, we show that Black and Latinx defendants and …

In July 2019, shortly after Gov. Andrew Cuomo signed the Climate Leadership and Community Protection Act (CLCPA), I wrote in an op-ed, “The champagne corks are still popping. But the realization is dawning that implementing the new law will be really, really hard. The Supreme Court’s recent decision in Andy Warhol Foundation for Visual Arts, Inc. v. Goldsmith is a watershed moment in the story of copyright jurisprudence. At its broadest, the decision articulates a unified vision — one that had been dormant in the lower court fair use jurisprudence — about the role of copyright and the manner in which to make sense of its effort to balance exclusivity with its myriad limitations. In Citizens United v. Federal Election Commission, the Supreme Court invalidated the longstanding ban on the expenditure of corporate funds in federal election campaigns. In so doing, the Court dismissed outright an argument that had long been the foundation for the restriction of corporate money in election campaigns — that, due to the “substantial aggregations of wealth amassed by the special advantages which go with the corporate form[,]” corporate money poses a distinct threat to the integrity of democracy. The GATT security exceptions were practically in hibernation until recently. The recent WTO disputes panel activity concerning such exceptions is characterized by a standard of review that places the accent on ‘when’ action should be taken and not so much on ‘what’ action should be taken. We see two problems with this construction. First, the ‘when’ might be a function of privileged information that those possessing it might be unwilling to divulge in a transparent manner. We report an observation of ultrahigh-energy (UHE) gamma rays from the Galactic center (GC) region, using 7 yr of data collected by the High-Altitude Water Cherenkov (HAWC) Observatory. The HAWC data are best described as a point-like source (HAWC J1746-2856) with a power-law spectrum ( d N / d E = ϕ E / 26 TeV γ ), where γ = −2.88 ± 0.15stat − 0.1sys and ϕ = 1.5 x 10−15 (TeV cm2 s)−1 ± 0.3 stat − 0.13 sys + 0.08 sys extending from 6 to 114 TeV. We find no evidence of a spectral …
