In 2002, A Century of Controversy: Constitutional Reform in Alabama was published to reflect on the problematic history of Alabama’s Constitution. From its inception, the 1901 Constitution was a document that sought to codify white supremacy (Jackson, 2002). It created a system where election rules were actively tilted toward the affluent while disenfranchising Black voters and poor whites (Webb, 2002). The collection illustrated how Alabama’s tax code is overwhelmingly dependent on sales tax revenue and extremely regressive. The over-reliance on sales tax revenue, which are highly variable from year to year, puts Alabama’s institutions into crisis mode whenever the national …

The Elusiveness Of Tax And Constitutional Reform, Susan Pace Hamill

Politics, Justice, Law, and Philosophy

In this chapter, Professor Hamill illustrates that Alabama’s regressive tax policy oppresses poor Alabamians and denies their children a chance for a better future and explains why the 1901 Constitution makes meaningful tax reform impossible. She then shows that Governor Bob Riley’s 2003 failed reform efforts and ten years of unsuccessful civil rights litigation which followed, means reformers must convince Alabama’s citizens at the ballot box. Professor Hamill’s story of her personal experiences as an outspoken reformer, especially the anecdotes of her speaking to thousands of voters at their doors when she was a candidate for the legislature, illuminate why …

Background: The benefits of a proactive consultation-liaison psychiatry service have been well documented in the adult population, including decreased length of stay (LOS), increased satisfaction among physicians, and enhanced collaborative care. However, there is no available research on the effectiveness of this model in pediatric hospitals. Objective: This study compared patients aged 5–18 years on a general medical floor receiving a proactive psychiatry consult to concurrent controls receiving no consult and to historical controls receiving traditional reactive consults. Methods: New admissions to two pediatric general medical hospital teams were reviewed on weekday mornings to identify those with active psychiatric concerns. …

China’s Xinjiang Uyghur Autonomous Region (“XUAR”) is infamous for the Chinese Government’s exploitation of their ethnic minority Uyghur population. Over China’s denials, the United Nations and numerous Western studies reveal widespread attempts at eradication of the Uyghur’s ethnic origins and the imprisonment, forced labor and trafficking of their people to work for China’s profits in the world markets. International treaties, International Labour Organization (“ILO”) Conventions, and some foreign laws have attempted to push China into adherence with international labor and human rights standards against forced labor and trafficking. Along For The Journey: Graduate Student Perceptions Of Research, Alissa A. Droog, Kari D. Weaver, Frances Brady

Faculty Articles, Papers, and Other Scholarship

Graduate students’ identities and personal lives are heavily tied to their experiences of research, and many struggle to find, understand, and use information for research purposes. Using a drawing exercise rooted in visual research methods combined with semi-structured interviews, a research team in the United States and Canada explored graduate student perceptions of research with nineteen participants. Thematic analysis identified six themes: research is abstract; research is an odyssey; social support makes or breaks the student experience; research is an emotional continuum; interplay between identity/values; information is problematic. The study has implications for how librarians support graduate student research.

Centennial Changes Of Salt Marsh Area In Coastal Georgia (Usa) Related To Large-Scale Sediment Dynamics By River, Waves, And Tides, G. Mariotti, G. Ceccherini, C. R. Alexander, A. C. Spivak

Marsh lateral expansion and retreat are often attributed to sediment availability, but a causal link is difficult to establish. To shed light on this problem, we analyzed changes in salt marsh area along the ~ 200-km-long Georgia coast (USA) from the 1850s to 2010s in relation to total suspended sediment (TSS) and to proxies for river sediment input and local sediment resuspension. Marsh area is characterized by large gains and losses (up to 200 m2/m/yr), but relatively small net change (-50 to 50 m2/m/yr or -0.1 to 0.1%/yr). This has resulted in a general loss of …

State Telemedicine Abortion Restrictions And The Dormant Commerce Clause, Laura Hu

Telemedicine abortions allow women to meet virtually with abortion providers and receive abortion medication through the mail, all without ever leaving their homes. This development could be instrumental in facilitating access to abortion care for women living in abortion-restrictive states after the Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization. However, many abortion-restrictive states have moved to restrict remote abortion care and impose legal liability on out-of-state telemedicine abortion providers.

Climate change is increasingly affecting the world's ocean ecosystems, necessitating urgent guidance on adaptation strategies to limit or prevent catastrophic impacts. The Fisheries and Marine Ecosystem Model Intercomparison Project (FishMIP) is a network and framework that provides standardised ensemble projections of the impacts of climate change and fisheries on ocean life and the benefits that it provides to people. Since its official launch in 2013 as a small, self-organized project within the larger Inter-Sectoral Impact Model Intercomparison Project, the FishMIP community has grown substantially and contributed to key international policy processes, such as the Intergovernmental Panel on Climate Change Assessment …

Autoethnographic Experiences Of A Disabled Teacher In The Public School Setting, Deanne Motz

This autoethnography considers accommodations and modifications through four different genres: journal entries, biography, fiction, and autobiography. It discusses autoethnography, disability and health studies, and the healing power of storytelling. It finds that those with disabilities thrive with positive self-talk and personality traits, compassionate mentors, and a supportive community. In addition, although some accommodations are universal, many are dependent on individual needs.

The 2023 Atlantic hurricane season was above normal, producing 20 named storms, 7 hurricanes, 3 major hurricanes, and seasonal accumulated cyclone energy that exceeded the 1991–2020 average. Hurricane Idalia was the most damaging hurricane of the year, making landfall as a Category 3 hurricane in Florida, resulting in eight direct fatalities and 3.6 billion U.S. dollars in damage. The above-normal 2023 hurricane season occurred during a strong El Niño event. El Niño events tend to be associated with increased vertical wind shear across the Caribbean and tropical Atlantic, yet vertical wind shear during the peak hurricane season months of August–October …
