Effects On Households Of A Proposed Anchorage Municipal Sales Tax, Matthew Berman, Noah Burke Oct 2024

Effects On Households Of A Proposed Anchorage Municipal Sales Tax, Matthew Berman, Noah Burke

ISER Reports

Executive Summary A coalition of Anchorage business leaders has proposed a sales tax for the Municipality of Anchorage. The tax would be levied at 3% of taxable expenditures. The proposal would allocate 2/3 of the revenues from the tax (2% of taxable expenditures) allocated to property tax relief, and the remaining one third (one percent of taxable expenditures) set aside to fund a capital improvements program. The tax would be temporary, set to expire after about 8 years. A study led by Nolan Klouda at the University of Alaska Anchorage Center for Economic Development (CED) estimated that the proposed sales …

Objective Quality Assessment Of Medical Images And Videos : Review And Challenges, Rafael Rodrigues, Lucie Lévêque, Jesús Gutiérrez, Houda Jebbari, Meriem Outtas, Lu Zhang, Aladine Chetouani, Shaymaa Al-Juboori, Maria G. Martini, Antonio M.G. Pinheiro

School of Engineering, Computing and Mathematics

Quality assessment is a key element for the evaluation of hardware and software involved inimage and video acquisition, processing, and visualization. In the medical field, user-basedquality assessment is still considered more reliable than objective methods, which allow theimplementation of automated and more efficient solutions. Regardless of increasing researchon this topic in the last decade, defining quality standards for medical content remains a nontrivial task, as the focus should be on the diagnostic value assessed by expert viewers ratherthan the perceived quality from naïve viewers, and objective quality metrics should aim atestimating the first rather than the latter. In this paper, …

The Role Of Local Leadership In Enhancing Local Performance_ Dhi Qar Governorate As A Model, Haneen Qasim Hasan Oct 2024

The Role Of Local Leadership In Enhancing Local Performance_ Dhi Qar Governorate As A Model, Haneen Qasim Hasan

Muthanna Journal of Administrative and Economics Sciences

This research aims to study and analyze the role of local leadership in enhancing local performance in the Thi-Qar Governorate, focusing on the administrative and organizational aspects that contribute to improving the efficiency and effectiveness of services provided to citizens. The research seeks to measure the role of local leadership in enhancing local performance. For this purpose, a set of hypotheses was formulated, the most important of which was to find the relationship between correlation and influence (local leadership with its dimensions in local performance). To achieve the hypothesis tests, this research was applied to a sample of executive departments …

Synthesis And Characterization Of Novel Uranyl Clusters Supported By Bis(Pyrazolyl) Methane Ligands: Biomimetic Catalytic Oxidation, Bsa Protein Interaction And Cytotoxicity Studies, S. Nakul, R. Bhagavathish, Naveen V. Kulkarni, Ajeetkumar Patil

Open Access archive

Two novel uranyl complexes were synthesized using bis-pyrazolyl methane ligands. The complexes were characterized by several spectroscopic techniques, including UV-Vis, IR, NMR, mass spectrometry, fluorescence, electrochemical, and thermogravimetric analysis. The solid-state structure of the complex C1 was determined with the help of single-crystal X-ray diffraction studies. The complexes C1 and C2 efficiently catalyse the oxidation of 3,5-di-tert-butyl catechol and 2-aminophenol in the atmospheric air, imitating the catalytic activity of the catechol oxidase and phenoxazinone synthase enzymes. The kinetic parameters and the catalytic efficiency (Kcat/KM) of the reactions were calculated. Formation of organic free radicals in the catalytic reactions was confirmed …

Political Context And State-Level Health Behavior Disparities, Jane S. Vanheuvelen, Yi Wang, Tom Vanheuvelen

Urban Studies and Planning Faculty Publications and Presentations

Geographical residence predicts health and well-being. Population health, life expectancy, and mortality are partially the outcome of the characteristics of one’s social policy context. Yet how do such links occur? We extend focus from health outcomes to health behaviors and from a policy context to a broader political context. Using 20 waves of the Centers for Disease Control and Prevention Behavioral Risk Factor Surveillance System between 1993 and 2021 in combination with the Correlates of State Policy Project, we find that right-leaning political contexts—both policies and public attitudes—are predictive of riskier health behaviors. Counterfactual simulations show that these associations are …

Mass Land Acquisition, Llc V. First Jud. Dist. Ct. [State Of Nevada], 85693 Nev. Adv. Op. 45 (Oct. 17, 2024), Paul Mchugh

Nevada Supreme Court Summaries

The Nevada Supreme Court clarified that privately owned utility companies, like NV Energy, can legally use eminent domain to take private property if it’s for a legitimate public purpose, provided it meets statutory requirements. This ruling clarifies that Nevada law allows private companies to take land for public projects such as a natural gas pipeline even if the property goes from one private owner to another. Additionally, the court determined that a jury trial to decide what constitutes “public use” is only necessary if there are genuine factual disputes. Since no significant facts were in dispute in this case, NV …

Nevins V. Martyn, 140 Nev. Adv. Op. 66 (Oct. 17, 2024), Adam Marchant

Nevada Supreme Court Summaries

The Nevada Supreme Court issued four pertinent rules. First, a court may not award attorney fees exceeding the limit outlined in NRS 7.095. Second, the 2015 amendments to NRS 41A.035(1) apply retroactively to cap a professional entity health care provider’s damages at the same level as its principal. Third, the 2015 amendments to NRS 41A.035(3), barring res ipsa loquitur instructions when a plaintiff uses an expert witness, do not apply retroactively. Fourth, NRCP 68(f)(1)(B) and NRS 18.005 may be applied concurrently to assess an attorney fee award.

H3K27M diffuse midline gliomas (DMG), including diffuse intrinsic pontine gliomas (DIPG), exhibit cellular heterogeneity comprising less-differentiated oligodendrocyte precursors (OPC)-like stem cells and more differentiated astrocyte (AC)-like cells. Here, we establish in vitro models that recapitulate DMG-OPC-like and AC-like phenotypes and perform transcriptomics, metabolomics, and bioenergetic profiling to identify metabolic programs in the different cellular states. We then define strategies to target metabolic vulnerabilities within specific tumor populations. We show that AC-like cells exhibit a mesenchymal phenotype and are sensitized to ferroptotic cell death. In contrast, OPC-like cells upregulate cholesterol biosynthesis, have diminished mitochondrial oxidative phosphorylation (OXPHOS), and are accordingly more …

Fluidity Of Time, Phoebe Huey Oct 2024

Fluidity Of Time, Phoebe Huey

Theses

Fluidity of Time is a digital clock installation that uses particle simulations to symbolize the fluctuating nature of human emotions throughout the day. Inspired by the concept of entropy—the natural shift from order to disorder—the clock’s particle-based digits flow, collapse, and rebuild, mirroring emotional cycles. The project addresses the issue of disconnection in a post-pandemic, technology-driven world, aiming to captivate viewers and create shared experiences that foster community. Through experimentation in X-Particles, I developed fluid, life-like motion in a digital clock that engages viewers on both aesthetic and emotional levels. The installation received positive feedback for its mesmerizing and satisfying …
