Denver Law Review

State and local governments across the United States issue municipal bonds to raise capital to cover infrastructure projects. Jurisdictions issue revenue bonds to fund projects ranging from improvements to public utilities and toll roads to convention centers and retirement communities. These revenue bonds often include a rate covenant, a provision in which the local government issuer assures bondholders that the user fees the project raises will adequately service the debt. These covenants generally do not reserve state and local governments the right to lower rates in the public interest, nor do they impose a restriction on how high the rates …

Over the past decade, patent invalidation has become easier and more common. Because invalid patents fail the statutory requirements, should not have issued, and impose significant costs, many observers have celebrated this development. Yet an undercurrent of concern exists among scholars, patent system participants, and even Supreme Court Justices. Though sometimes motivated by the self-interest of patent owners, this concern partially reflects a legitimate problem: even properly invalidating a patent years after its issuance imposes costs on patent owners, costs that would not exist if the Patent Office had rejected the patent during examination. Somatic cell nuclear transfer (SCNT) is one of the primary methods for production of genetically engineered sheep, which allows for gene editing or transgene introduction in somatic cells. The use of SCNT eliminates the risk of genetic mosaicism in embryos and animals that is commonly observed after zygote micromanipulations. This retrospective analysis of SCNT in sheep performed at Utah State University, spanning from 2016 to 2021, examined parameters that may impact pregnancy and full-term development, including donor oocytes (donor age), donor cell lines, SCNT parameters (time of oocyte activation following SCNT, number of transferred embryos, in vitro maturation and culture …

Climate change is exerting complex and transformative effects in the Arctic and Antarctic; regions that are essential to global climate, biodiversity, and sustainable futures. Given the polar regions’ roles in Earth’s system, a robust, coordinated, and innovative strategy to monitor and manage climate change effects is needed. Insufficient baseline data, inconsistent international collaboration, and short-term financing are obstacles to effectively monitor these changes. This hinders our understanding of biodiversity shifts, their implications for food security, and climate change mitigation. Confronting the impacts of climate change will require interdisciplinary collaboration and genuine participation of nations, including Indigenous communities. This sentiment includes …

Brain function requires a constant supply of glucose. However, the brain has no known energy stores, except for glycogen granules in astrocytes. In the present study, we report that continuous oligodendroglial lipid metabolism provides an energy reserve in white matter tracts. In the isolated optic nerve from young adult mice of both sexes, oligodendrocytes survive glucose deprivation better than astrocytes. Under low glucose, both axonal ATP levels and action potentials become dependent on fatty acid β-oxidation. Importantly, ongoing oligodendroglial lipid degradation feeds rapidly into white matter energy metabolism. When people are engaged in any interaction, they are likely to respond to each other's verbal and nonverbal cues. Such responsiveness is a crucial factor in the notion of rapport. In this paper, the author posits that the same human dynamics that govern everyday conversations are at play in the context of institutional conversations, specifically among participants of classroom discourse. In this opinion article, we discuss potential connections between sleep disturbances observed in Alzheimer's disease (AD) and Parkinson's disease (PD) and the dysregulation of lipids in the brain. Research using Drosophila has highlighted the role of glial-mediated lipid metabolism in sleep and diurnal rhythms. Relevant to AD, the formation of lipid droplets in glia, which occurs in response to elevated neuronal reactive oxygen species (ROS), is required for sleep. In disease models, this process is disrupted, arguing a connection to sleep dysregulation. Relevant to PD, the degradation of neuronally synthesized glucosylceramides by glia requires glucocerebrosidase (GBA, a PD-associated risk factor) …

Regulation And Function Of The Rna-Binding Protein Khsrp During Neuronal Development, Regeneration And Axonal Injury Response, Courtney Nicole Buchanan

Axons, which extend long distances from neuronal cell bodies, rely on localized mRNA translation to swiftly respond to extracellular stimuli and physiological states. This work investigates the mechanism underlying the RNA-binding protein KHSRP’s, axonal mRNA translation and regulatory pathways involved in neuronal growth and regeneration. Our results indicate that KHSRP deletion in mice leads to upregulation of growth-associated mRNAs linked to neuronal morphology and function, resulting in increased axon growth and altered memory consolidation. Indicating a critical role for KHSRP in neuronal development and function through post-transcriptional regulation (Chapter 2). Additionally, we show there is a rapid increase in axonal …

Sickle cell disease (SCD) causes inflammation that contributes to poor clinical outcomes, including cerebrovascular disease (CVD). CVD can take several forms in SCD, including neurocognitive deficits without visible cerebral infarction. The role of chronic inflammation in cognitive development in SCD has received little attention to-date. We aimed to study novel markers of systemic inflammation: neutrophil-to-lymphocyte ratio (NLR), platelet-to-lymphocyte ratio (PLR), and the systemic inflammation index (SII) to describe developmental trends and relationships to cognitive outcomes in SCD at early elementary school-age. This study analyzes two chamber music works by Korean composer Hyo-shin Na, Song of the Fog and From Korea to America, focusing on how the fusion of Eastern and Western instruments contributes to musical expression and timbral characteristics. It includes an examination of the role of instrumental arrangement and reveals the composer's narrative and emotional intentions. The aim is to present an insight into Hyo-shin Na’s ensemble style.
