Collaborative Research Report: Personal Assistance Workforce Capacity And Quality Outcomes, Luke Santore, Catherine Ipsen, Lillie Greiman, Lina Stepick

The growing demand for home-based care services contends with a major shortage of personal care aide (PCA) workers. PCAs support older adults and people with disabilities in home and community-based settings with activities of daily living, such as bathing, dressing, eating, and more. A thriving PCA workforce is necessary to match demand for home and community-based care. However, persistently low wages and poor job quality lead to high rates of turnover and shortages in the workforce. This research report aims to understand the relationship between PCA workforce capacity and quality of consumer-reported care for long-term services and supports.

Drawing upon consumer–brand disidentification theory and balance theory, this study examines symbolic and ideological incongruity in consumer–brand relationships through an original conceptual model shaped by negative past experiences, brand trust, perceived corporate social responsibility (CSR), and negative word-of- mouth (NWOM). A preliminary study was conducted to explore the dimensions of consumers' negative past experiences by topic detection. Latent Dirichlet allocation (LDA) topic modeling was undertaken to analyze online consumer reviews (n = 6095) about a coffee chain brand. In 1910, the Supreme Court recognized in Weems v. United States that a constitution “must be capable of wider application than the mischief which gave it birth.” This principle led to the creation of the Court’s two-pronged “evolving standards of decency,” test: (1) evidence of an objective indicia of a national consensus, and (2) the reviewing court’s own independent judgment. To this day the Court has yet to apply this test outside of the Eighth Amendment context. But can the “evolving standards of decency,” test identify and protect other fundamental rights?
