Value Of Travel Time Reliability Part Ii: A Study Of Tradeoffs Between Travel Reliability, Congestion Mitigation Strategies And Emissions, Miguel A. Figliozzi, Alexander Y. Bigazzi Sep 2012

Value Of Travel Time Reliability Part Ii: A Study Of Tradeoffs Between Travel Reliability, Congestion Mitigation Strategies And Emissions, Miguel A. Figliozzi, Alexander Y. Bigazzi

Civil and Environmental Engineering Faculty Publications and Presentations

Capacity, demand, and vehicle based emissions reduction strategies are compared for several pollutants employing aggregate US congestion and vehicle fleet condition data. We find that congestion mitigation does not inevitably lead to reduced emissions; the net effect of mitigation depends on the balance of induced travel demand and increased vehicle efficiency that in turn depend on the pollutant, congestion level, and fleet composition. In the long run, capacity-based congestion improvements within certain speed intervals can reasonably be expected to increase emissions of CO2e, CO, and NOx through increased vehicle travel volume. Better opportunities for emissions reductions exist for HC and …

Civilian Impact Of Covert Drone Operations Overlooked, Human Rights Clinic

Human Rights Institute

WASHINGTON, DC Sept. 30, 2012 — As US covert drone strikes become more entrenched as an accepted counterterrorism strategy, the US government needs to conduct a thorough accounting of the impact on civilians, said a new report released today by Columbia Law School’s Human Rights Clinic and Center for Civilians in Conflict.

Devil In The Bidding Detail, Lisa E. Sachs, Jacky Mandelbaum, Perrine Toledano

Columbia Center on Sustainable Investment Staff Publications

In light of the recent boom in natural resource prices, India is one of them many countries facing heightened scrutiny of the allocation and terms of their resource deals. In India, that scrutiny has uncovered a multi-billion dollar controversy over coal block allocations that has gridlocked Parliament. More generally, citizens in resource-producing countries around the world are asking whether the public is getting a fair value for their countries resources, or whether investors and politicians are walking away with the prize. Finally, the important questions are being asked: how should resources be managed to ensure that they benefit the citizenry, …

Potential Effects Of The Affordable Care Act On The Award Of Life Care Expenses, Joshua Congdon-Hohman, Victor Matheson Sep 2012

Potential Effects Of The Affordable Care Act On The Award Of Life Care Expenses, Joshua Congdon-Hohman, Victor Matheson

Economics Department Working Papers

Plaintiffs in personal injury lawsuits are entitled to compensation for future medical expenses. We argue that the “guaranteed issue” and “individual mandate” requirements of the recently passed Affordable Care Act (ACA) will allow victims to address their health needs through the purchase of a simple health insurance plan rather than direct compensation for an itemized list of health care needs. As such, damage awards for health expenditures should be capped at a maximum of $5,950 per year. Furthermore, the role of a life care planner should evolve into determining which life care expenses are covered under covered by the minimum …

Long Noncoding Rnas Are Rarely Translated In Two Human Cell Lines, Jainab Khatun, Brian Risk, Morgan Giddings Sep 2012

Long Noncoding Rnas Are Rarely Translated In Two Human Cell Lines, Jainab Khatun, Brian Risk, Morgan Giddings

Biology Faculty Publications and Presentations

Data from the Encyclopedia of DNA Elements (ENCODE) project show over 9640 human genome loci classified as long noncoding RNAs (lncRNAs), yet only ~100 have been deeply characterized to determine their role in the cell. To measure the protein-coding output from these RNAs, we jointly analyzed two recent data sets produced in the ENCODE project: tandem mass spectrometry (MS/MS) data mapping expressed peptides to their encoding genomic loci, and RNA-seq data generated by ENCODE in long polyA+ and polyA– fractions in the cell lines K562 and GM12878. We used the machinelearning algorithm RuleFit3 to regress the peptide data against RNA …

On Order Statistics For Gs-Distributions, M. M. Mohie El-Din, M. M. Amein, Gholamhossein Hamedani

Mathematics, Statistics and Computer Science Faculty Research and Publications

In this article, a class of distributions is used to establish several recurrence relations satisfied by single and product moments of order statistics and progressive Type-II right censoring. The recurrence relations for moments of some specific distributions including uniform (a, b); exponential (λ); generalized exponential (α, λ, ν); beta (1, b); beta (b, 1); logistic (α, β) and other distributions from order statistics and progressive Type-II right censoring can be obtained as special cases. A short explanation of GS-distribution can be found in reference [27]. As an example, means, variances and covariances …
