President Bush’s Executive Order 13279 (December 12, 2002) encouraged the government to work with faith-based organizations to provide human services (i.e., Temporary Assistance for Needy Families, employment, homelessness services, and health care) to serve America’s low-income populations. Faith-Based Initiatives, and now President Obama’s Faith and Neighborhood Partnerships Initiative have created the foundation for further partnerships between faith-based organizations and local, state, and federal governments. Limited information exists regarding the overall effectiveness of the programs in encouraging churches, specifically African American churches, to engage in services delivery. Crustal Velocity Structure Around The Safod Borehole Using Vertical Wave Gradiometry, Mehari Melak Ayele

This study tests the effectiveness of the wave gradiomety array analysis technique in extracting the wave parameters from the borehole data. 80 3-component high-frequency borehole accelerometers were integrated in a tube and clamped along the wall of San Andreas Fault Observatory at Depth (SAFOD) main hole. Data were recorded from six shots of size 2.3 to 4.5 kg and several 36.3 kg pentolite explosives with the accelerometers at three different positions in the borehole. Wave gradiomety and travel time array analysis techniques were used to investigate the velocity structure around the SAFOD borehole. The results show that both techniques can …

Transitioning to college life frequently requires making unique adjustments as individuals face new psychological demands such as adapting to a variety of social situations, financial worries, and increasing academic stress. Research suggests that three core intra and interpersonal processes of mindfulness, experiential avoidance, and values-based action (components of Acceptance and Commitment Therapy) provide valuable indications of one's ability to make necessary adjustments in stressful situations. Whole blood is a complex biological fluid and its heterogeneous particulate nature distinguishes its flows from those of simple fluids. The variations in concentration, physical and biochemical characteristics of its cellular components make it one of the most challenging suspension flows to be understood and modeled for applications to blood fractionation. Current blood cell segregation studies are performed at microfluidic scale, which prohibits use of whole blood and processing of large volumes. Centrifugation based apheresis is the most common method used for collection/removal of desired/deficient blood components. Beginning Teachers Are More Common In Rural, High-Poverty, And Racially Diverse Schools, Douglas J. Gagnon, Marybeth J. Mattingly

This brief considers whether the concentration of beginning teachers in a district is associated with the district's poverty rate, racial composition, or urbanicity. Authors Douglas Gagnon and Marybeth Mattingly report that poor communities have moderately higher percentages of beginning teachers than communities with lower poverty rates and that a higher concentration of minority students in a district is associated with a higher percentage of beginning teachers. Large cities, remote towns, and rural districts have higher percentages of beginning teachers than midsized-small cities, suburbs, and fringe-distant town districts. A biometrics system captures and processes a handprint image using a structured light illumination to create a 2D representation equivalent of a rolled inked handprint. The biometrics system includes an enclosure with a scan volume for placement of the hand. A reference plane with a backdrop pattern forms one side of the scan volume. The backdrop pattern is preferably a random noise pattern and the coordinates of the backdrop pattern are predetermined at system provisioning. The institution of mandatory school uniforms into public schools has been met with resistance despite research suggesting that a uniform policy can be a useful tool in improving a school's behavioral climate. The attitudes and perceptions held by students who may or may not have participated in a school uniform policy were examined to determine what effect experience might have on perception and attitude. Surveys were administered to college students to examine their held perceptions and attitudes about school uniforms. This publication is mostly about electricity in Alaska: how it’s generated, how much fuel is used to produce it, how fuel sources have shifted over time, and how prices vary. An inside foldout map shows how individual communities throughout the state generate electricity. But besides looking in detail at electricity, it also reports more broadly on energy in Alaska. It includes our estimates of all the types of energy produced and consumed in Alaska, and summarizes changes over time in the prices and amounts of energy Alaskans use.

A Comparative Study Of Three Sorting Techniques In Performing Cognitive Tasks On A Tabular Representation, Inkyoung Hur, Sung-Hee Kim, Anya Samak, Ji Soo Yi

We investigated the impacts of three sorting techniques on various cognitive tasks performed on a tabular representation. The tasks under study were a multi-attribute object selection task and selected low-level analytic tasks. Three sorting techniques, including sorting by a column (Typical Sort: TS), sorting by all columns simultaneously (SimulSort: SS), and sorting by all columns with faithful vertical locations (ParallelTable: PT), were compared with a static table without the sorting feature (Baseline: B). An incentivized controlled laboratory study with 80 participants and a preliminary eye-tracker study were conducted to better understand the strengths and weaknesses of the four different approaches. …

This and previous Alaska fuel price projections were developed for the Alaska Energy Authority (AEA) for the purpose of estimating the potential benefits and costs of renewable energy projects. Project developers submit applications to AEA for grants awarded under the Alaska Renewable Energy Fund program process. The fuel price projections are not price forecasts but a statistical estimation of potential future utility avoided fuel costs based on the relationships between historic utility fuel prices and crude oil and refinery prices reported by the U.S. Department of Energy, Energy Information Administration (EIA).
